Die Arbeit thematisiert die Wirkung der Kohlenstoffspeicherung in Holzprodukten auf die Treibhausgasbilanz in Deutschland. Bestehende und im Rahmen der Arbeit entwickelte Methoden für die Berechnung des Holzproduktespeichers werden analysiert und in einen neuen Ansatz zur Berücksichtigung von Holz im Kontext der internationalen Klimapolitik integriert. Im Ergebnis wird das Computermodell WoodCarbonMonitor präsentiert, das eine Abschätzung des Klimaschutzbeitrags der stofflichen Holznutzung durch die Kohlenstoffspeicherung erlaubt und damit die Grundlage für die jährliche Berichterstattung der Wirkung von Holz in der nationalen Treibhausgasbilanz legt. ; The thesis deals with the impact of carbon storage in harvested wood products (HWP) on the greenhouse gas (GHG) balance in Germany. Methods for calculating the products' pool, both existing and developed in the course of this work, are analysed and integrated into a new approach for the consideration of HWP within the context of international climate policy. As a result, a computer-based model, the WoodCarbonMonitor, is presented. It allows the contribution of the material wood use to be estimated for climate protection through the storage of carbon, thereby laying the basis for the annual reporting of the impact of HWP in the national GHG-balance.
Die stoffliche Nutzung von Holz verlängert die Speicherung von biogenem Kohlenstoff, den Bäume während ihres Wachstums der Atmosphäre entnommen haben. Der nachwachsende Rohstoff ist damit Teil des natürlichen Kohlenstoffkreislaufs und spielt eine zentrale Rolle bei der durch menschliches Handeln verursachten Einbringung des Treibhausgases Kohlendioxid (CO2) in die Atmosphäre. In der ersten Verpflichtungsperiode des Kyoto-Protokolls (2008 bis 2012) wurde der biogene Kohlenstoffspeicher in Holzprodukten bei der Ermittlung der nationalen Treibhausgasbudgets nicht berücksichtigt. Zugleich liegen nur sehr wenige und oftmals widersprüchliche Schätzungen über die Größe dieses Kohlenstoffspeichers für Deutschland vor. Ziel dieser Arbeit ist daher die Abschätzung des Beitrags der stofflichen Holznutzung zum Klimaschutz durch die Kohlenstoffspeicherung in Holzprodukten für Deutschland, sowie die Einordnung der Ergebnisse in den klimapolitischen Kontext. Da das Thema ein zentraler Bestandteil des klimapolitischen Diskurses ist, wird das Zusammenspiel von Wissenschaft und Politik transparent erörtert und zwischen rein naturwissenschaftlich-technischen Aspekten einerseits und den politischen Rahmenbedingungen andererseits unterschieden. So werden bestehende und im Rahmen dieser Arbeit entwickelte Berechnungsmethoden auf ihre Eignung zur kontinuierlichen Quantifizierung des Kohlenstoffspeichers in Holzprodukten hin analysiert. Zugleich wird die Entwicklung eines neuen Ansatzes zur Berücksichtigung von Holzprodukten im Kontext der internationalen Klimapolitik beschrieben, der unter dem wesentlichen Einfluss dieser Arbeit entstanden ist. ; The use of wood as a material prolongs the storage of biogenic carbon that has been absorbed from the atmosphere by trees during their growth. The renewable raw material is thus part of the natural carbon cycle and plays a central role in human-induced emissions of carbon dioxide (CO2) into the atmosphere. The biogenic carbon pool in harvested wood products (HWP) was not considered in the quantification of national greenhouse gas budgets in the first commitment period of the Kyoto Protocol (2008 to 2012). At the same time, only very few and often contra-dicting estimates of the size of this carbon pool exist in Germany. The aim of this thesis is therefore to estimate the contribution of the material wood use to climate protection through the carbon storage in HWP for Germany and to consider the results in the context of climate policy. The topic is a key component of the climate-political discourse, which is why the interaction be-tween science and policy is discussed in all transparency. The thesis distinguishes between those aspects that are purely scientific and technical in nature, and those that are part of the political framework. Therefore, both the existing estimation methods and those developed for the purpose of this thesis are evaluated in terms of their suitability for calculating the carbon stock in HWP on an ongoing basis. At the same time, the study describes a new approach for the con-sideration of HWP in the context of international climate policies which was developed under significant influence of this work.
Seit Mai dieses Jahres liegt nun auch die deutsche Fassung der EN 15804 vor, welche die Grundregeln für die Erstellung von Umwelt-Produktdeklarationen (Environmental Product Declaration, kurz EPD) für Bauprodukte festschreibt. Diese enthalten als wesentlichen Bestandteil die Ergebnisse von Ökobilanzuntersuchungen für die jeweiligen Baustoffe und bilden die Basis für Bewertungs- und Zertifizierungssysteme zur Nachhaltigkeit von Gebäuden, wie sie in den letzten Jahren auf Initiative der Politik, sowie der Bau- und Immobilienbranche entstandenen sind
Trotz des Scheiterns des Klimagipfels von Kopenhagen Ende 2009 werden die Bemühungen um ein Nachfolgeabkommen des Kyoto-Protokolls fortgeführt, dessen erste Verpflichtungsperiode Ende 2012 auslaufen wird. In diesem Rahmen wird auch über eine veränderte Ausgestaltung der zukünftigen Regeln für die Berücksichtigung der Forst- und Holzwirtschaft in einem internationalen Klimaregime nachgedacht. Neben Waldflächenänderungen und der Waldbewirtschaftung wird auch eine Einbeziehung von Holzprodukten angestrebt. Sie sind Bestandteil des Kohlenstoffkreislaufes und tragen durch ihre stoffliche Nutzung zu einer verzögerten Freisetzung des Klimagases bei. Holzprodukte ersetzen darüber hinaus energieintensivere Produkte, deren Herstellung mehr CO2-Emissionen verursachen. Durch ihre energetische Verwertung wird die Nutzung fossiler Brennstoffe und somit die Freisetzung weiterer fossiler Treibhausgase vermieden.
On behalf of the German Federal Ministry of Food, Agriculture and Consumer Protection (BMELV), a model has been developed for estimating the carbon storage potential as well as the annual CO2- emissions from wood products in Germany. For this purpose, the 2006 IPCC Guidelines for National GHG Inventories describe various possible calculation methods (tiers) (IPCC 2006).
Die Mitgliedstaaten der EU sind nach EU-Verordnung 2018/841 (LULUCF-VO) verpflichtet, für die Zeiträume 2021 - 2025 und 2026 - 2030 einen National Forestry Accounting Plan (NFAP, nationaler Anrechnungsplan für die Forstwirtschaft) vorzulegen. Dieser muss jeweils das sogenannte Forest Reference Level (FRL, Referenzwert für Wälder) enthalten, gegen das die realen Veränderungen im Wald in diesem Zeitraum bilanziert und angerechnet werden sollen. Der deutsche NFAP wurde am 20.12.2019 fertiggestellt und eingereicht. Die Vorgaben der EU-Verordnung sind in sich jedoch nicht völlig widerspruchsfrei und in Teilen unterschiedlich interpretierbar, so dass je nach Gewichtung einzelner Aspekte unterschiedliche Methoden oder Datensätze 'die besten verfügbaren' sind. Zwischen der EU-Kommission und Deutschland (und parallel anderen Mitgliedsstaaten) kam es deshalb zu intensiven Diskussionen um einzelne Punkte des jeweiligen NFAP. In der Folge stimmt deshalb das im ersten eingereichten Entwurf enthaltene FRL nicht mit dem des final eingereichten NFAP und dieses nicht mit dem des delegierten Rechtsaktes, der die FRL der Mitgliedsstaaten festschreibt, überein. Dieses letztlich zwischen Kommission und Deutschland vereinbarte FRL wurde formal als 'Recalculation' seitens der EU verabschiedet. Da es keine formal korrekte Möglichkeit zur Überarbeitung des NFAP gibt, die diese Änderungen berücksichtigt und nicht alle Dokumente, die zwischen Deutschland und der EU-Kommission ausgetauscht wurden, frei verfügbar sind, legen wir hier eine kommentierte Fassung als Thünen-Working Paper vor, in dem die entsprechenden Rechengänge und die verwendeten Zahlen nachvollzogen werden können. Das Working Paper folgt in der Struktur so weit wie sinnvoll dem originalen NFAP, um die Nachverfolgung von Änderungen zu erleichtern. Es ist allerdings zu beachten, dass dieser Bericht formal nicht mit dem NFAP identisch ist und nicht als dieser referenziert werden darf. Bei der Verwendung von Zahlen im NFAP-Kontext sind deshalb immer die letzten verfügbaren Nationalen Inventarberichte auf Änderungen zu prüfen. Dieser Bericht fokussiert auf Bearbeitungsschritte, die nicht so leicht zugänglich dokumentiert sind. Würde man auf die letzte Aktualisierung der THG-Berichterstattung warten, könnte der Bericht erst in einem Jahrzehnt publiziert werden. Nicht alle Autoren des NFAP waren an dieser kommentierten und ergänzten Version beteiligt. Da der NFAP und alle Dokumente hierzu international sind, ist dieser Bericht im Weiteren in Englisch abgefasst. ; Following EU-Regulation 2018/841 (LULUCF-Reg.), the member states of the European Union are obliged to submit National Forestry Accounting Plans (NFAP), covering the periods 2021 - 2025 and 2026 - 2030. The NFAP must include a Forest Reference Level (FRL), which is used to estimate the net emissions of Greenhouse Gases to be accounted by the respective member state. The FRL of all member states were formally set by a delegated act from the Commission. The NFAP for Germany was submitted Dec. 12th, 2019. Because the requirements set by the LULUCF-Reg. are not completely self-consistent and competetive in parts, so depending on interpretation and weighing of the requirements, different methods or data sets are better suited than others. Following the first submission, intense discussion arose between the Commission and Germany (and, in parallel, some other member states). Thus, the FRL included in the first submission is not identical with the FRL in the final submission, and this is not identical with the FRL finally agreed upon and set in the delegated act. For formal reasons, the final FRL is set as a 'recalculation' by the Commission. There is no legal possibility to amend the submitted NFAP, and only part of the documents exchanged between Germany and the Commission are available to the public, so we decided to publish this Thünen Working Paper as a commented NFAP with additional explanations and information. The text follows the structure of the original NFAP as much as possible, to help readers to reproduce and understand the changes made by the Commission. In any case, this paper is not to be mistaken for and / or cited as the German NFAP. Holznutzung verringert einerseits den Kohlenstoffvorrat im Wald, erhöht ihn aber andererseits in den Holzprodukten und trägt durch Substitutionseffekte zur Emissionsvermeidung bei. Aufbauend auf den Ergebnissen der Inventurstudie 2008 werden die CO2-Bilanzen dreier unterschiedlich intensiver Waldbewirtschaftungsvarianten (WEHAM: Waldentwicklungs- und Holzaufkommensmodell) im Zeitraum 2013 bis 2020 miteinander verglichen. Naturgemäß verringert sich der Kohlenstoffspeicher im Wald bei intensiverer Holznutzung. Dieser Verlust an Kohlenstoff wird durch die höhere Speicherwirkung in den Holzprodukten nicht voll ausgeglichen. Im Vergleich zum Basisszenario ist die CO2-Bilanz des Szenarios mit weniger Nutzung (D) deutlich schlechter (12,5 Mio. t CO2/a mehr Emissionen). Aber auch im Szenario mit mehr Nutzung (F) fallen mehr Emissionen als im Basisszenario an (7,8 Mio. t CO2/a). Von den drei verglichenen Szenarien weist somit das WEHAM-Basisszenario die beste CO2-Bilanz auf.
Die Charta für Holz 2.0 verfolgt das Ziel, Beiträge der Holznutzung aus nachhaltiger Forstwirtschaft zum Klimaschutz sowie zur Wertschöpfung und Ressourceneffizienz zu stärken. Die Verwendung von Holz in der Konstruktion von Gebäuden kann hierzu einen wichtigen Beitrag leisten. Neben der Kohlenstoffspeicherwirkung langlebiger Holzprodukte lassen sich Treibhausgasemissionen reduzieren, wenn Materialien, die in der Herstellung energieintensiver sind, substituiert werden. Die Schonung nicht erneuerbarer Rohstoffe trägt zur gesamtwirtschaftlichen Ressourceneffizienz bei. Gleichzeitig stärkt Bauen mit Holz die Wertschöpfung im Cluster Forst & Holz und bietet Beschäftigungsperspektiven auch in ländlichen Räumen. Allerdings treten verschiedene Herausforderungen auf, welche die Marktausweitung insbesondere im Bereich innovativer, mehrgeschossiger Holzbauweisen behindern. Hierzu zählen z. B. Pfadabhängigkeiten bei der Gestaltung des Bauordnungsrechts oder bei Ausbildungsstrukturen, Informationsdefizite bei potenziellen Auftraggebern sowie die Vernachlässigung von Umweltwirkungen, die mit der Herstellung und Entsorgung von Gebäuden einhergehen. In den letzten Jahren haben sich jedoch dynamische Entwicklungen in den Rahmenbedingungen für das Bauen mit Holz ergeben. In den Arbeitsgruppen, welche die Umsetzung der Charta für Holz 2.0 begleiten, werden weitere Maßnahmen entwickelt, um Hemmnisse zu adressieren. Ziel der vorliegenden Studie ist daher zu analysieren, inwiefern Änderungen in marktlichen, rechtlichen und politischen Rahmenbedingungen in den letzten fünf Jahren zur Adressierung von Herausforderungen beigetragen haben. Neben einer Literatur- und Dokumentenanalyse wurden zur Bewertung von Entwicklungen Interviews mit Experten aus Verbänden, Wissenschaft, Verwaltung und Holzbau-Praxis durchgeführt. Um ein systemisches Verständnis davon zu erhalten, wie Veränderungen zusammenwirken, wird der Innovationssystemansatz als theoretischer Analyserahmen verwendet. So sind aus der innovationswissenschaftlichen Literatur spezifische Systemfunktionen bekannt, welche die Entstehung, Verbreitung und Nutzung von Innovationen unterstützen. Durch eine Analyse, die zeigt, inwiefern Entwicklungen in Rahmenbedingungen zur Stärkung entsprechender Funktionen beigetragen haben, wird eine theoriegestützte Grundlage für die Ableitung weiteren Handlungsbedarfs gelegt. Die im Rahmen der lernorientierten Evaluation der Charta für Holz 2.0 erstellte Studie unterstützt so laufende Arbeiten im Charta-Dialogprozess. ; The Charter for Wood 2.0 aims to increase the contribution of sustainable forestry and wood use to climate change mitigation, value creation and resource efficiency. Using wood in the construction of buildings can be an effective option to support these objectives. Apart from carbon storage in long-lived harvested wood products, wood use can contribute to a reduction in greenhouse gas emissions if it substitutes materials that would have been more energy-intensive in their production. Conserving non-renewable raw materials contributes to the resource efficiency of the economy. Additionally, the use of wood in construction strengthens value creation in the forestry and wood cluster and offers employment perspectives for rural areas. However, there are several known challenges that inhibit market growth, particularly when it comes to innovative, multi-storey wood construction. Examples are path dependencies, which affect the design of building regulations or education structures; a lack of information on the part of potential customers; as well as a tendency to neglect environmental impacts of construction and end of life phases of buildings. In recent years, however, the framework conditions for wood construction have developed dynamically. The Charter for Wood 2.0 working groups, which support the Charter's implementation as part of a dialogue process, develop further measures to address challenges. This study therefore focuses on the question of whether recent changes in market, legal or political framework conditions have contributed to solving known challenges for wood construction. The assessment of developments is based on literature and document analyses as well as on interviews with experts from associations, science, administration and the wood construction industry. In order to gain a systemic understanding of the way in which changes interact, we use the innovation system approach as a theoretical framework for our analysis. Innovation research points to distinct system functions that support the development, diffusion and use of innovations. By analysing whether developments in framework conditions have strengthened these functions, the study provides a theory-based foundation for identifying further needs for action. In this way, it supports ongoing efforts in the Charter for Wood 2.0 dialogue process. The study was conducted as part of the learning-oriented evaluation of the Charter for Wood 2.0.
Die Verhandlungen zu einem globalen Klimaabkommen welches 2015 in Paris beschlossen werden soll, und unter dem sich ab 2020 alle Länder zu Emissionsreduktionen verpflichten, stellt die Staatengemeinschaft unter der Klimarahmenkonvention vor große Herausforderungen. Unterschiedlichste historische und wirtschaftliche Voraussetzungen sowie politische Positionen müssen bei der Ausgestaltung des Regelwerkes berücksichtigt, und im Konsens beschlossen werden. Auf "dem Weg nach Paris" wurde das Umweltbundesamt im Rahmen des F&E Projektes "Umweltauswirkungen von Landnutzung, Landnutzungsänderung und Forstwirtschaft unter einem zukünftigen Klimaabkommen" (eng.: "Environmental implications of land-use, land-use change and forestry under a future climate regime"; kurz: LULUCFpost2020) vom 12/2012-02/2015 durch das Thünen-Institut aktiv unterstützt. Dabei wurden die Voraussetzungen der bestehenden Regelwerke ebenso bewertet, wie die vorhandenen Berichterstattungskapazitäten wald- und damit klimarelevanter Länder. Basierend auf öffentlich zugänglichen Daten wurden Emissionsszenarien berechnet und potentielle Anrechnungsoptionen ausgewertet. ; The negotiations on a global climate agreement that is to be adopted in 2015 in Paris represent a major challenge for the international community under -the UNFCCC. Different historical and economic conditions and political positions must be considered when designing the regulatory framework, and be adopted by consensus. "On the road to Paris" the Federal Environment Agency was provided with active support by the Thünen Institute within the R & D project 'Environmental implications of land-use, land-use change and forestry under a future climate regime' (in short LULUCFpost2020) from 12/2012-02/2015. The requirements of existing UNFCCC-regulations and the existing reporting capacities in forest- and climate-relevant countries were reviewed and assessed. Based on public available data, emission scenarios were calculated and accounting options evaluated.
Background: In 2018, the European Union (EU) adopted Regulation 2018/841, which sets the accounting rules for the land use, land use change and forestry (LULUCF) sector for the period 2021–2030. This regulation is part of the EU's commitments to comply with the Paris Agreement. According to the new regulation, emissions and removals for managed forest land are to be accounted against a projected forest reference level (FRL) that is estimated by each EU Member State based on the continuation of forest management practices of the reference period 2000–2009. The aim of this study is to assess how different modelling assumptions possible under the regulation may influence the FRL estimates. Applying the interlinked G4M and WoodCarbonMonitor modelling frameworks, we estimate potential FRLs for each individual EU Member State following a set of conceptual scenarios, each reflecting different modelling assumptions that are consistent with the regulation and the technical guidance document published by the European Commission. Results: The simulations of the conceptual scenarios show that differences in the underlying modelling assumptions may have a large impact on the projected FRL. Depending on the assumptions taken, the projected annual carbon sink on managed forest land in the EU varies from −319 MtCO2 to −397 MtCO 2 during the first compliance period (2021–2025) and from −296 MtCO2 to −376 MtCO2 during the second compliance period (i.e. 2026–2030). These estimates can be compared with the 2017 national GHG inventories which estimated that the forest carbon sink for managed forest land was −373 MtCO2 in 2015. On an aggregated EU level, the assumptions related to climate change and the allocation of forest management practices have the largest impacts on the FRL estimates. On the other hand, assumptions concerning the starting year of the projection, stratification of managed forest land, and timing of individual management activities are found to have relatively small impacts on the FRL estimates. Conclusions: We provide a first assessment of the level of uncertainty associated with the different assumptions discussed in the technical guidance document and the LULUCF regulation, and the impact of these assumptions on the country-specific FRL. The results highlight the importance of transparent documentation by the EU Member States on how their FRL has been calculated, and on the underlying assumptions.
