There is increasing pressure in certain circles in the US to meet the growing problem of metropolitanization with a new executive branch in the federal Gov. It is argued that this is the usual way of attacking problems on the federal level whets they attain a certain size & complexity & that only with cabinet representation can cities & metropolitan areas receive the attention their problems demand. This would not be a wise action, however. A dept of Ur affairs is pol'ly unlikely & would be admin'ly unsound & functionally unnecessary. Attention to metropolitan problems is demanded on the federal level, but it should be the attention given to them by a staff, not a line, agency. A council on metropolitan areas, created in the Executive Office of the President, would be a preferable solution. IPSA.
