The treatment of migration issues clearly represents one of the most important changes to have taken place in Mexican foreign policy during President Vicente Fox's first year in office (Castañeda 2001: 89). Above and beyond the anecdotal and symbolic fact that the first official ceremony he held at the president's official residence, Los Pinos, involved representatives of the migrant community, the National Development Plan for 2001 to 2006 identifies migration as a 'priority issue for Mexico,' one that must be addressed under 'a new long-term approach' within the framework of 'comprehensive negotiations [with the United States] that address the structural roots of the phenomenon, its manifestations, and its consequences, and that sees dealing with migration as a shared responsibility'. (Castañeda 2001: 61). In line with this position, in the Annual Report he presented on 3 December 2001, Foreign Minister Jorge G. Castañeda noted that for the first time in the history of the bilateral agenda, the question of migration was taken on board on the basis of joint responsibility and with a long-term outlook aimed at 'making good use of the synergies that exist between the two countries'. Más allá de lo anecdótico y simbólico que resulta el hecho de que el primer acto protocolario realizado en la residencia oficial de Los Pinos se haya efectuado, precisamente, con representantes de la comunidad migrante, lo cierto es que en el texto mismo del Plan Nacional de Desarrollo 2001-2006 se le concibe como " tema prioritario para México " y se plantea la necesidad de abordarlo bajo " un nuevo enfoque de largo plazo " , en el marco de " una nego-ciación integral con Estados Unidos que aborde las raíces estructurales del fenó-meno, sus manifestaciones y consecuencias, y que considere la atención de la migración como una responsabilidad compartida ". En consonancia con esta postura, en su informe de labores del 3 de diciembre de 2001, el Secretario de Relaciones Exteriores, Jorge G. Castañeda, hace hinca-pié en los siguientes logros: Tal y como lo prometió el Presidente Fox, el tema migratorio fue incorporado este año por primera vez en la historia a la agenda bilateral, sobre la base de la responsabilidad compartida. Contemporary migration studies tend to consider this phenomenon as an independent variable excised from the context of global capitalism. Research approaches are mostly descriptive and schematic and often split by disciplines, all of which limits the understanding of migration and any opportunities we might have to influence it. Political economy provides an analytical alternative with which to engage this subject, addressing it from the historical, structural and strategic viewpoints. This approach constitutes a source of critical thinking through which the complex reality of contemporary capitalism and the role of international migration can be understood and transformed. The notion of hegemonic culture has as principles of free-market values, electoral democracy, individualism, consumerism, and entertainment. Culture becomes a commercial product, galvanizing social practices, traditions, and values with the precepts of the global economy in which large multinational corporations and industries of information and entertainment constitute dumps of large contemporary cultural patterns of society. The cultural debauchery of neoliberal globalization have led to a crisis wherein substrate is beyond the breakdown of the financial circuits, as rooted in matrix of civilization: a short-circuit in the reproduction system of human life promotes a severe humanitarian crisis that takes the form of unemployment, epidemic hunger, the spread of curable diseases, forced migration, environmental degradation, and human insecurity. On the perimeter of subaltern culture, harbouring indignation as well as resistance to the hazards and risks arising from the crisis of civilization is germinating social energy, especially among young people, which draws attention to the need to promote a cultural change, where the production of knowledge, technology and art, in conjunction with critical thinking, creative and proactive, find new paths to widespread human development, the common good and real democracy. ; La noción de cultura hegemónica tiene como principios los valores del libre mercado, la democracia electoral, el individualismo, el consumismo y el entretenimiento. La cultura se convierte en un espécimen mercantil que galvaniza las prácticas sociales, tradiciones y valores con los preceptos de la economía global que tiene en las grandes corporaciones multinacionales y las industrias de la información y el entretenimiento los grandes vertederos de las pautas socioculturales de la sociedad contemporánea. Imperialism, sustained by neo–liberal capitalism, comprises a strategic and structural framework of four pillars: a) the system of transnational power based on the political, diplomatic, military and cultural impact of imperialist states; b) global capital networks that combine production, finance, trade and services to expand the influence of monopoly capital; c) reintegration of peripheral regions to the system of global capital accumulation as mere suppliers of economic surplus, cheap labor force and natural resources; d) the subjection of workers to conditions of over-exploitation, exclusion and social degradation. The general crisis of the global capitalist system not only questions imperialist guidelines and evaluation mechanisms, including the transfer and appropriation of surplus; it also threatens material and human reproduction systems. The choice facing us, now and in the future, is fundamental: to perpetuate the extant system of accumulation and domination or channel social efforts toward an alternative, progressive and egalitarian civilization model. ; El imperialismo cifrado por el capitalismo neoliberal articula un entramado estructural y estratégico de cuatro ejes: a) el sistema de poder transnacional afincado en la incidencia política, diplomática, militar y cultural de los estados imperiales; b) las redes globales de capital que conjugan la producción, las finanzas, el comercio y los servicios para expandir el ámbito de dominio del capital monopolista; c) la reinserción de las periferias a la acumulación mundial de capital como simples proveedores de excedente económico, fuerza de trabajo barata y recursos naturales; d) el sometimiento de los trabajadores a condiciones de superexplotación, exclusión y degradación social. The relationship between migration and development is a topic of growing interest among international organizations. To varying degrees, those organizations see remittances as an essential tool in the development of migrant-sending, underdeveloped countries. We argue that this view, on which most pertinent public policies are based, misrepresents the notion of development and obscures the root causes of current labor migration. This limited and distorted perspective should be discarded, and the phenomenon should be analyzed in a comprehensive manner that includes strategic/structural, multi-dimensional, and multi-spatial approaches based on the political economy of development. The current dynamics of South to North migration flows can be explained by the nature of the ongoing process of capitalist restructuring, but in order to examine these issues we must approach them from the perspective of critical development studies. Mexican migration to the USA is paradigmatic of the regressive consequences of neoliberal structural adjustment policies and processes of regional integration based on access to cheap labour. From the lens of the political economy of development the dialectical relationship between development and migration can be analysed through three major movements: the dismantling and rearticulation of the productive apparatus, the creation of vast amounts of surplus population, well beyond the conventional formulation of the reserve army of the unemployed and the acceleration of migration flows. An examination of these issues leads us to conclude the following four facts: capitalist restructuring results in forced migration; immigrants contribute to capital accumulation in labour-receiving countries; migrants help sustain the fragile socioeconomic stability of the migrants' country of origin and, if used as a tool of social transformation, development can curtail forced migration. ; Producción Científica de la Universidad Autónoma de Zacatecas UAZ
