Power is not a material thing, although it can be symbolized by a material object invested with a special value. This intervention will address some of the moments of its history in the 20th century. The functionalist perspective and the systemic paradigm study power from the perspective of interactions, or the absence of them, through large categories such as the State. Later Luhmann conceives of power as the possibility of selecting, by his own decision, an alternative for others. Until arriving at a conception of relational power, which owes so much to Poulantzas and Foucault. The referential theory – a referential is the result of a combination that depends on the subject and the world, which takes into account both what belongs to the subject and what is foreign to it – allows us to understand the evolution of political geography and understand the changes that occur in thought. Keywords: political geography; power; referentials; biopower; territory. ; El poder no es algo material, si bien puede ser simbolizado mediante un objeto material investido por un valor especial. En esta intervención se van a abordar algunos de los momentos de su historia en el siglo XX. La perspectiva funcionalista y el paradigma sistémico estudian el poder desde la perspectiva de las interacciones, o de la ausencia de las mismas, por medio de grandes categorías tales como el Estado. Más tarde Luhmann concibe el poder como la posibilidad de seleccionar, mediante una decisión propia, una alternativa para los demás. Hasta llegar a una concepción del poder relacional, que tanto debe a Poulantzas y Foucault. La teoría del referencial —un referencial es fruto de una combinación que depende del sujeto y del mundo, que tiene en cuenta tanto lo que pertenece al sujeto como lo que le es ajeno— permite entender la evolución de la geografía política y entender los cambios que se suceden en el pensamiento. ; O poder não é uma coisa material, embora possa ser simbolizado por um objeto material investido com um valor especial. La région est un produit de l'idéologie. S'il faut donner une assise territoriale à sa politique, la région peut être un bon mega-instrument qui révèle la volonté, le savoir et le pouvoir d'un groupe humain déterminé. Longtemps implicite, ce processus met en évidence que la région est un bon révélateur de l'ordre et du sens qui devraient prévaloir dans toute régio-nalisation, quels que soient la clarté et le rythme avec lesquels il se concrétise. L'auteur montre en quoi les écarts peuvent être considérables entre le «dit», le «dénommé» et le «vécu» d'une région, en l'appliquant à l'identification et à la promotion de la Région franco-valdo-genevoise (RFVG). Les perceptions de la dimension historique et de la spatialité sont déterminantes, ainsi que l'étroitesse de leurs interrelations. Les tentatives de regrou-pements territoriaux et les projets de fusion territoriaux sont révélateurs des contradictions entre le politique et l'économique. On peut fusionner des territoires, mais on ne peut pas fusionner la symbolique qu'ils véhiculent ! ; The «region» concept is an ideological product. If anyone's policy needs a terri-torial laying, region may be an appropriate mega-instrument revealing a specifie human group's will, knowledge and power. Implicit for a long time, this process has been point-ing out that region is a good revealer of the order and the meaning that should prevail in any regionalization, whatsoever their clearness and their rhythm. Giving the example of the identification and the pro-motion ofthe Neighbouring France-Vaud-Geneva Region (RFVG), the author is showing how and how wide apart the gaps may be between the actual ways of «saying», «projecting» a region and of «living» in it. The perceptions of the historical and spatial dimensions are determining, and so is the narrowness of their interrelations. The attempts of territorial regroupings and the projects of territorial mergings are clear tell-tale signs of the contradictions between political and economical fields. Merging ter-ritories is possible, but amalgaming their symbolic identities is not ! ; Bringt die «Region» etwas ein, weil sie ein ideologisches Erzeugnis ist ? Wenn man seiner Potitik einen territorialen Bezug geben will, ist die Region vielleicht ein probates Mittel, die Vorhaben, das Wissen und die Macht einer bestimmten menschlichen Gruppe zu erkennen zu lassen. Lange so verstanden, betont dieser Vorgang, dass die Region ein guter Garant von Sinn und Ordnung ist, Faktoren, die bel der Regiona-lisierung iiberwiegen müssen, ebenso wie Klarheit und Gleichmässigkeil bei der Umsetzung. Der Autor zeigt, wie beträchtlich die Schritte zwischen der Namengebung und der Annahme einer Region sind, indem er sie anwendet bei der Kennzeichnung und Förde-rung der Région franco-valdo-genevoise (RFVG). Die Wakmehmung der geschichtli-chen und räumlichen Ausdehnung sind ebenso bestimmend wie die Intensität ihrer Bezichungen. Die Versuche landschaftlicher Zusammenschlüsse und die Plane land-schaftlicher Vereinigungen offenbaren die Gegensätze zwischen Politik und Wirtschaft. Man kann Landschaften zusammenfiïhren, aber nicht die Symbole, die sie vermitteln !

As a significant moment in the history of social views of space, maps have become, during the first half of the twentieth century, powerful instruments in geopoliticians' hands. The author examines numerous maps published in Karl Haushofer's journal Zeitschrift fur Geopolitics & identifies major figures of its rhetoric, such as the invention of an enemy or the idea that Germany is encircled by its neighbors. Geopolitical maps can be used to found on geometric forms, instead of geographical contexts, the political legitimacy of war. En prétendant rejoindre la science moderne, la nouvelle géographie positiviste n'a fait que plaquer de la « modernité » sur du traditionnel. La géographie se trouve actuellement sans ontologie, sans cadre général pour répondre aux questions que le monde lui pose. La géographicité, comme mode d'existence de l'homme sur la Terre, peut permettre de renouer, en les renouvelant, avec des modèles anciens.
La combinaison de concepts marxistes et du «spatialisme» dans l'analyse géographique n'a pas conduit à une géographie particulièrement marxiste et originale. La leçon de Marx, il faut la prendre dans sa loi du profit qui peut inspirer la conceptualisation d'une loi du pouvoir à partir des concepts d'énergie et d'information. Si la formule A-M-A' (argent-marchandise-argent) peut nourrir une géographie économique, la formule I-E-I' (information-énergie-information) peut nourrir une géographie politique. ; Political Geography-The combination of marxist concepts with «spatialism» in geographical analysis has not given rise to any original form of marxist geography. In fact, Marx's lesson must be sought within his law of profit. From the latter, can be drawn the idea for a law of power based on the concepts of energy and information. To the same extent that the formula M-C-M1 (money-commodity-money) can enliven economic geography, the formula I-E-I (information-energy-information) should enliven political geography.

Territoriality involves two kinds of territories: the concrete and the abstract. Ac cording to the kinds of mediators we use to relate the self to "exteriority" and/or "alterity," the relationship will be consonant or dissonant: concordant when all the mediators are in the realm of either the traditional or the modern, dissonant when they come from both.
