Abstract
Have we exhausted supply-side solutions to bridging the "digital divide?" The evidence suggests we may have, according to the four authors of this article. Comparing Canadian and American broadband penetration data, they find that eliminating the "availability gap" is a necessary but not sufficient condition to solving the adoption gap. An analysis of citizens' reasons for non-adoption suggests a basis for more emphasis on demand-side policies, especially with respect to low income, disadvantaged, or uncertain users.

As part of a human rights education campaign, the Bangladesh Rural Advancement Committee fixed 700.000 posters throughout Bangladesh. This met with opposition from the religious organisations. This paper investigates the nature and cause of the backlash and sets out strategies for how development organisations can achieve their objectives in the face of opposition. It was concluded that development organisations should pre-empt such opposition by spelling out their objectives to potential critics, and formulating programmes that do not provide scope for opponents to undermine their development activities. This article described the various phenomena of violations by the State Civil Apparatus in the momentum of the democratic party in Indonesia and aimed to determine the extent to which Malay Cultural Values can maintain the neutrality of the State Civil Apparatus. This study used an exploration-oriented literature review method. Then, data were obtained through documentation techniques by reviewing and exploring several journals, books, and other related documents. To analyze the data, the content analysis method was used to get valid conclusions based on the context. The results showed that some Malay cultural values that must be possessed by the State Civil Apparatus were the principles of honesty, justice and truth, hard work and perseverance, shame, and compassion. All the principles taught can maintain the neutrality of the State Civil Apparatus if each individual has high awareness and commitment to do so. Thus, the values taught by the Malay Culture have an essential meaning in maintaining the neutrality of the State Civil Apparatus.

At present, the usefulness of the website is seen only as a complement to the services of government agencies, many Ministry of Religion websites have an attractive appearance, but the quality of the information content presented on the website is not always updated. This study aims to analyze the use of the website of the Ministry of Religion of the Special Province of Yogyakarta and Riau Province. The research method used in this study is a qualitative research method to explore a case with data analysis techniques using the help of Nvivo12 Plus software. The results showed that in general the two websites both already have website content that refers to regulations, but in terms of the quality of presenting data, the website of the Ministry of Religion of Riau Province is considered better and meets 3 (three) website usability criteria, namely: Accessibility related to availability and ease of users to access content from a website can be seen from the comparison in terms of ease in understanding the appearance of the number of visitors between the two websites of the Ministry of Religion. second, Easy of use is related to the effort or effort made to use a website or how easily a website can be seen and differences in the availability of data that is still empty in some website columns, and third, namely Customization and Personalization relating to a website that provides content or content dynamic looks of the level of popularity of news on the website. Saat ini, kegunaan dari websiteterlihat hanya sebagai pelengkap dari pelayanan lembaga pemerintahan saja, banyak websiteKementerian Agama yang memiliki tampilan yang menarik, namun kualitas isi informasi yang disajikan di website tidak selalu di perbaharui. Penelitian ini bertujuan untuk menganalisis kegunaan websiteKementerian Agama Provinsi Daerah Istimewa Yogyakarta dan Provinsi Riau. Metode Penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif untuk mengeksplorasi suatu kasus dengan teknik analisis data menggunakan bantuan softwareNvivo12Plus. Hasil penelitian menunjukkan bahwa Secara umum kedua websitesama-sama telah memiliki konten websiteyang mengacu pada regulasi, namun dalam hal kualitas menyajikan data, website Kementerian Agama Provinsi Riau dinilai lebih baik dan memenuhi 3 (tiga) kriteria kegunaan websiteyaitu: Accessibility yang berkaitan dengan ketersediaan dan kemudahan pengguna untuk mengakses konten dari suatu website terlihat dari perbandingan dari sisi kemudahan dalam memahami tampilan jumlah pengunjung antara kedua website Kementerian Agama. kedua,Easy of use berkaitan dengan usaha atau upaya yang dilakukan untuk menggunakan sebuah website atau seberapa mudah website dapat digunakan terlihat dan perbedaan ketersediaan data yang masih kosong dibeberapa kolom website, dan ketiga yaitu Customization and Personalization yang berkaitan dengan suatu website yang menyediakan konten atau isi yang dinamis terlihat dari tingkat popularitas sebuah berita diwebsite.

Government efforts to support food security have been made through various potentials in the agricultural sector, such as sago development as a locally-based alternative food source. However, the facts show that sago can only be used as a second staple food and requires adequate local government capacity in its development. This study uses a qualitative method with a literature study approach. Data collection techniques used are documentation techniques in journals, proceedings, books, government websites, and online news related to various government strategies in developing sago. The results showed that the Meranti Islands Government had socialized the "One Day With Sago" program in knowledge and skills dimensions. However, due to insufficiently accommodated socialization, this program was less effective in changing the surrounding communitys lifestyle. Second, local governments ability in the technical system dimension is already running well; increased sago production shows this. Third, in the managerial system dimension, the local government has designated Meranti as a sago cluster and supports the sago development program budgeted through central, provincial, and district funds. Fourth, in the dimensions of values and norms, every organization that handles agricultural affairs has a good understanding of the sago development policys direction and objectives in the Meranti Islands.

This article aims to analyze the relationship between the teacher and the congregation of the Naqsabandiyah in local political action and their relationship with local political elites. This study uses a qualitative approach that aims to interpret a case that will be carefully examined and analyzed using periodic descriptive analysis methods. The results of this study indicate that the pattern of relations between teachers and congregation of the Naqsabandiyah groups in local political action in Rokan Hulu Regency tends to be more accommodating to the authorities, where the political orientation of this group has undergone a transition from traditional to rational action with its own political choices. Then, the relationship between the group and local political elites in socio-religious practices has confirmed the existence of a very strong religious and political relationship, where the Naqsabandiyah sees Achmad (local political elite) as a group representation traced from the existence of kinship ties.

Background: The COVID-19 pandemic has disrupted routine hospital services globally. This study estimated the total number of adult elective operations that would be cancelled worldwide during the 12 weeks of peak disruption due to COVID-19. Methods: A global expert response study was conducted to elicit projections for the proportion of elective surgery that would be cancelled or postponed during the 12 weeks of peak disruption. A Bayesian β-regression model was used to estimate 12-week cancellation rates for 190 countries. Elective surgical case-mix data, stratified by specialty and indication (surgery for cancer versus benign disease), were determined. This case mix was applied to country-level surgical volumes. The 12-week cancellation rates were then applied to these figures to calculate the total number of cancelled operations. Results: The best estimate was that 28 404 603 operations would be cancelled or postponed during the peak 12 weeks of disruption due to COVID-19 (2 367 050 operations per week). Most would be operations for benign disease (90·2 per cent, 25 638 922 of 28 404 603). The overall 12-week cancellation rate would be 72·3 per cent. Globally, 81·7 per cent of operations for benign conditions (25 638 922 of 31 378 062), 37·7 per cent of cancer operations (2 324 070 of 6 162 311) and 25·4 per cent of elective caesarean sections (441 611 of 1 735 483) would be cancelled or postponed. If countries increased their normal surgical volume by 20 per cent after the pandemic, it would take a median of 45 weeks to clear the backlog of operations resulting from COVID-19 disruption. Conclusion: A very large number of operations will be cancelled or postponed owing to disruption caused by COVID-19. Governments should mitigate against this major burden on patients by developing recovery plans and implementing strategies to restore surgical activity safely.
