This article aims to give some suggestions and solutions for academicians, especially for students in majoring Muamalah at Syariah Faculty IAIN Langsa in deal with the era of ASEAN Economic Community or MEA. MEA is mutual agreement to integrate a various ASEAN countries (Indonesia, Singapura, Malaysia, Brunei Darussalam, Thailand, Kamboja, Vietnam, Laos dan Myanmar). Where the countries has a socio-culture background, politic, economic, ideological interest into ASEAN community. As an integrated ASEAN is expected to cooperate in improving efficiency and spuring the economic competitiveness of ASEAN which is indicated through the free flow: goods, services, investment, labor and capital. MEA is a chance and also as a challenge for academicians and for muamalah students in the era of ASEAN Economic Community or MEA.

Agent(s) role in the implementation of policies is frequently considered as the determining factor for the success of policy implementation. This is reflected quite clearly in the "principle- agent" theory that describes how self-interested agent influences the implementation process. However, is self-interested agent still relevant in explaining Indonesia's broadcasting policy implementation? What if policy implementation involved many actors with their respective personal interests? How will agents position themselves amidst numerous personal interest- bearing actors? By using the political economy approach, this research aims to reveal the role of agents in the constellation of actors' relation to Indonesia's broadcasting policy implementation. The operation of digital terrestrial free-to-air television broadcasting case is used to provide a reflection of agents' position and political behavior in responding to the interest among actors. This research was conducted using the qualitative approach by implementing the data collection technique through in-depth interviews and document analysis. The research result shows that broadcasting policy implementation is not merely influenced by a self-interested agent but is also influenced by political interconnection and multiple-principles' political-economic interest.

The responsibility to protect (R to P or R2P) is a norm or set of principles based on the idea that sovereignty is not a privilege, but a responsibility. R to P concept focuses on the three pillars. These are : the responsibility of each individual state to protect its population from genocide, war crimes, ethnic cleansing, and crimes against humanity and their incitement; the responsibility of the international community to undertake peaceful collective action to help states to exercise this responsibility; and the responsibility of the international community to be prepared to take collective action in a timely and decisive manner through the UN Security Council. Any form of a military intervention initiated under the premise of responsibility to protect must fulfill the following six criteria in order to be justified as an extraordinary measure of intervention : just cause, right intention, final resort, legitimate authority, proportional means and reasonable prospect.Keywords : Responsibility to protect, international community

Globalization is a transformation process of social relations in the form of network of activities, interaction and trans-continental and inter-regional concessions and it is a worldwide phenomenon. Globalization also brings up threat for human security, that is a condition that requires the fulfillment of human basic needs in which human dignity must be respected and his participation in the life of community must be realized. This condition has an impact on the change of security concept from State centrism to human security At least seven factors must be fulfilled to realize human security, thats are: economic security, food security, health security, environmental security, personal security, community security and political security. The global awareness motivates the development of the concept, doctrine, norms and institution of Human Rights by making international consensus approved by International Community. This consensus is meant to determine the International standards and quality for the countries in implementing their duties to protect, promote, enforce and fulfill Human Rights. This consensus brings about some duties for the countries bound in it to implement the principles and rules in national domain (pacta sunt servanda). Globalization, indicated by the increasing intensity of inter-country relation and more problems regulated in International Law, results in bigger International Obligation of the countries in the world, among others is the obligation to maintain orderliness and peace in the world and to improve Human Rights

This study aims to examine the variables of political marketing to get the most votes. This variable is a technique and control of a system so that the campaign team is successful in general elections to win or get the most votes in the political arena. For this reason, the success team must understand strategies in political marketing, which include intimacy, personal connections, trust, intention to vote, personal connections, and word of mouth. The research approach method uses quantitative because this research focuses on hypothesis testing so that the research process can be carried out in a structured manner and uses a large sample. Research result Familiarity has a significant effect on personal connection in political marketing in the 2020 Tuban Regency election. Familiarity has no significant effect on Trust in political marketing in the 2020 Tuban Regency election. Familiarity has a significant effect on the intention to vote in political marketing in the 2020 Tuban Regency election. The personal connection has a significant effect on Trust in political marketing in the 2020 Tuban Regency election. Trust has a significant effect on word of mouth in political marketing in the Tuban Regency election in 2020. Trust significantly affects the intention to vote in political marketing in the 2020 Tuban Regency post-conflict local election. Intention to vote has a significant effect on word of mouth in political marketing in the 2020 Tuban Regency post-conflict local election.

One of the problems often experienced by developing countries is the problem of poverty, including Indonesia. As an effort to accelerate poverty reduction, since 2007 the Government of Indonesia has implemented the PKH (Family of Hope Program), in which there is a design for the E-Warong (Joint Business Group) KUBE PKH program as a means of accelerating poverty alleviation. This study aims to evaluate the implementation of E-Warong KUBE PKH. This research is a qualitative research, the data sources are primary data and secondary data. The results of this study indicate that the evaluation of the implementation of E-Warong KUBE PKH in Southeast Padangsidimpuan District has not been maximally carried out in accordance with the instructions for implementing E-Warong KUBE PKH, there are several factors that cause the implementation of E-Warong KUBE has not been maximally implemented including, lack of awareness of PKH members towards the responsibility of E-Warong KUBE which causes E-Warong KUBE cannot be said to be successful in increasing the common economy and the lack of understanding of PKH members in using technology, especially in the use of friction machines. As for the contribution in this research, it is hoped that the E-Warong KUBE PKH will be able to evaluate the program so that it runs well and to improve the performance of each PKH member in the future. Entering the era of globalization, business development in any field has challenges, with so many varied Batik market segments, it is necessary to develop a more appropriate design by involving consumers to provide ideas or, more precisely, holding a co-creation of batik motifs by involving consumers from several market segments. Through the use of the co-creation concept, the purpose of this research is to transform a written batik product design based on local knowledge into a fashion design for the youth and contemporary market segment. This concept is a concept that gives consumers the freedom of ideas to create designs or revise existing designs according to the wishes of consumers. However, within limits provided by the Kudubanjar Batik Center as a producer, so with innovation and creation, new values will emerge in the design. Fashion for the teen and contemporary market segments because currently consumers tend to be able to play a role in the desired fashion design process. The method used for this design is to conduct FGD research to explore alternative fashion design creations. From the results of the FGD, a design sketch is prepared, which is then used as a guide for co-creation. Besides that, consumers are also free to design according to their wishes and current design trends. Based on the results of the research that has been done, there are eight fashion designs with the creation and innovation of batik motif designs designed based on local wisdom.

This paper was intended to identify the applied strategies administered by the internal auditors in the governmental institutions in order to run the new paradigm. The quantity and the quality of the government's internal auditors, nowadays, need to be extended. The transformation from the old paradigm to the new one aimed to support the institution's development. Internal auditor is no longer having a role as a watchdog, but it should also play an important role as the consultant and the catalyst like a business partner. The author revealed seven additional work-focuses of internal auditor as the implementation strategies of the new paradigm such as: (1) from hard control to soft control; (2) from control evaluation to self assessment; (3) from control to risk; (4) from detective to preventive; (5) from audit knowledge to business knowledge; (6) from operational audit to strategy audit; and (7) from independent to value. These new roles will potentially be unattainable if the auditors are incompetent, there is no commitment support from the head of the institution, and the awareness level of the auditee is low.

Accountability of assets is an unfinished problem in almost all local governments in Indonesia. It is proved by the high number of audit findings from the State Audit Agency regarding asset management issues. The aim of this study is to analyze the implementation of the accountability of fixed assets of local government. The method used is qualitative method. Questionnaires and interviews were done for data collection. The respondents of the research are government officials and apparatus who are actively involved in managing regional assets. The result shows that the implementation of the legal and process accountability for fixed asset management in Jambi City is categorized as good.

Nutrition is one of the indicators in building the qualified human resources. Nationally, the prevalence of malnutrition is 19,6%. This shows that the problem of malnutrition in Indonesia is still a public health problem. This study examines the effect of participation and the internal environment on transparency with performance as a mediator. PLS 3.0 was used to analyze the research data. We were collecting data using a questionnaire. The research respondents were principals, teachers, and employees of public elementary schools. The number of respondents was as many as three participants. The results showed that participation and control environment had a positive effect on performance. Performance has a positive impact on transparency. Performance can mediate the effect of participation and control environment on transparency. Schools and local governments can use performance measurement with educational scorecards to assess school performance. School performance is evaluated comprehensively, not only from the management of academic activities. Schools must pay attention to financial management performance as well. School transparency must also be considered to increase the trust of all stakeholders. The growth of social media in Indonesia has contributed to an increase in the public's online political participation. This phenomenon has brought forward discussion regarding the pros and cons of online political participation, as related to participants' identities. The lack of traceability regarding participants' identities has posed some challenges, including the accountability and legitimacy of opinions.This research seeks to achieve a comprehensive understanding of anonymity in political participation. By applying the theory of online disinhibition effect, this research attempts to explain the dynamics of anonymity, its implications for political participation on social media, and the effects of anonymity on the quality of digital democracy. Using surveys, focus group discussions, and in-depth interviews, this research seeks to achieve a comprehensive understanding of the issues.The findings show that the varied degrees of anonymity employed by citizens affect their political participation. In addition, anonymity can be understood as citizens' mechanism for coping with various possible consequences, such as legal and social retribution in the personal and professional context. We argue that the option to remain anonymous on social media has increased the extent of political participation in Indonesia. However, this increase in the quantity of participation has not necessarily been followed by an increase in its quality. Such a situation, ironically, is due to the nature of anonymity itself, which is further explained through the framework of the online disinhibition effect.

Religion is not only worth the rights, but also the value of the obligations. Violence in the name of religion can never be justified. Secular, symbiotic, or integrated are the choices of state-religion relations. Indonesia is not a secular country, nor is it a religious state, Indonesia is not religious. Religion is the government's business. This article focuses on the lack of worship facilities in Cilegon city other than mosques. This study aims to identify, analyze religious harmony governance in Cilegon city, Banten Province. The methods used are qualitative and descriptive, with in-depth interviews, observations, document studies, and website searches accompanied by triangulation of sources and techniques. The findings do not have the operationalization of regulations and middle ground practices of religious tolerance in Cilegon. The conclusion of governance practices has not been in accordance with the principles of good governance. For example, the establishment is not a negotiable synagogue, so that the toleration practices in de jure state there isn't a worship area, and furthermore, de facto states there is a worship area.

The amendment of Article 20 of Law Number 13 of 2016 concerning Patents through Article 107 of Law Number 11 of 2020 concerning Job Creation raises concern. The public shows concern that their accessibility rights to get medicines in order to fulfill the right to health will be restricted. There is a conflict of interest between Government of Indonesia's obligation to fulfill its citizen's right to access medicine and its commitment to international agreements. This study used a doctrinal approach by analyzing secondary data. Specifically, it analyzed various policies related to the provision of medicines by government as part of it s obligations to fulfill the right to health of its citizens. The results of this study conclude that the state's obligation to fulfill the accessibility of patent medicine is carried out through several policies. These policies include the policy on the development of the pharmaceutical industry for medicine raw materials and innovative medicine. There is also the policies on ensuring the safety and efficacy of medicine through medicine registration. The government also fulfills the accessibility of patent medicine through the policies for medicine availability in urgent circumstances with the implementation of patent held by the government (governmental use). In addition, there is also the policy of independence in the use of domestically produced medicine. The policy on the obligation to apply local patent that can be replaced by importing does not really affect the availability of patent medicine. It is because the technological capabilities of the pharmaceutical industry are still limited to the ability to formulate medicine. Indonesian pharmaceutical industry does not yet have the ability for the development of innovative medicine. Furthermore, the government issues various policies and regulations to facilitate the acceptance of qualified generic medicine. It is done to meet the needs of the community, as well as to fulfill the right to health for the community as part of the state's obligations. Indonesia as a country rich in bio-diversity needs mandatory policies for national pharmaceutical companies to develop raw materials for biopharmaceutical medicine.
