Vor dem Hintergrund bisheriger Erfahrungen mit Wasserprojekten in Äthiopien erläutert der Autor, warum sich die Entwicklungspolitik in diesem Bereich künftig auf kleinere Projekte konzentrieren sollte: diese seien kostengünstiger, nachhaltiger, umweltfreundlicher, würden keine Umsiedlungen erfordern und könnten von den Nutzern selbst gemanagt werden. Die Partizipation der Beteiligten und Betroffenen sei für den Erfolg der Projekte wesentlich; sie müssten in den Prozess der Planung, der Umsetzung und des Managements der Wasserprojekte einbezogen werden.
