Proposes a means of addressing environmental inequities & breaking the impasse of siting risky facilities. Poor communities of color might use such proposed siting as a basis for negotiating substantial improvements in the well-being of their communities. It is proposed that siting negotiations be embedded in the preparation of broader development packages, jointly created with citizens of poor neighborhoods & communities of color, so that health risks are reduced, the environment is improved, & all residents are better off. The perceived fairness of the process by which risks are communicated & selected, & risk management strategies devised, is as important as the actual allocation of risk.
