We present a compact laser-induced fluorescence (LIF) spectrometer prototype (SFIDA–405) designed for in-field operation in polar environments. It uses 405 nm excitation to acquire LIF spectra in the 450–930 nm spectral range on a solid surface via an optical-fiber coupled measurement head. The prototype (battery powered; module + measurement head weight: <1.6 kg) is controlled via a military-grade smartphone and has a limit of detection for chlorophyll better than 5 ng/cm(2). The instrument was successfully tested during two summer field campaigns in the Arctic (Svalbard Islands) and Antarctic (Southern Victoria Land) regions for studying biological soil crusts. To the best of the authors' knowledge, this represents the first LIF spectrometer used in situ in Antarctica to acquire LIF spectra directly on biological soil crusts. Finally, the paper also suggests the use of the SFIDA–405 prototype for different application fields.

We investigate the effect of electoral rules and firms of government on public policy outcomes using a new dataset on agriculture and food policies from 74 countries over the 1960-2005 period. Using both cross-sectional and panel data analyses we find robust evidence that the specific nature of democratic institutions has important consequences for public policy. Proportional democracies and presidential democracies - compared to majoritarian and parliamentary democracies - give more public support to agriculture and less to food consumers. The magnitude of these constitutional effects are stronger for import-competitive sectors and staple food crops. The effects seem independent from the ideology orientation of governments.

This paper deals with the effect of constitutional rules on agricultural policy outcomes in a panel of observations for more than 70 developing and developed countries in the 1955-2005 period. Testable hypotheses are drawn from recent developments in the comparative politics literature that see political institutions as key elements in shaping public policies. Using differences-in-differences regressions we find a positive effect of a transition into democracy on agricultural protection. However, this average effect masks substantial heterogeneities across different forms of democracy. Indeed, what matters are transitions to proportional democracies, as well as to permanent democracies. Moreover, while the author does not detect significant differences across alternative forms of government (presidential versus parliamentary systems), there is some evidence that the effect of proportional election is exacerbated under parliamentary regimes, and diminished under presidential ones.

Using a bilateral trade equation derived from a monopolistic competition model, we investigated market access reciprocity in food trade among the US, Canada, the EU and Japan. We explore country and industry-specific market access asymmetry through the border effect approach, re-challenging the underlying main explanations. Our findings reveal marked asymmetry in reciprocal trade openness; indeed, access to the food markets of the US and Japan appears significantly easier than reciprocal access to both Canada and, especially, the EU. Policy trade barriers, firstly in the firms of NTBs, the degree of product differentiation and `home bias?in preferences, are all important factors in explaining border effects. Moreover, several stylized facts suggest that border effect interpretation should also be based on political economy arguments.

This paper deals with the quantification of GMO regulations on bilateral trade flows. A composite index of the complexity of such regulations for sixty countries as well as an objective score for six GMO regulatory sub-dimensions has been developed. Using a gravity model, we show how bilateral similarity?in GMO regulations, affect trade flows for the composite index and its components. Results show that bilateral distance in GMO regulations negatively affect trade flows, especially as an effect of labeling policies, approval process and traceability systems. Interesting, the trade reduction effect induced by GMO standards increase by a factor of four when GMO regulations is treated as endogenous to trade flows. This pattern is consistent with an international environment where large importing countries dictate the rules of the game to developing countries.

AbstractThis article exploits the sequences of the European Union (EU) enlargements to investigate their impact on the incoming countries' agricultural policy. We use a quasi‐experimental approach—the Synthetic Control method—to identify changes in the level of agricultural protection of the new members, in comparison with a counterfactual scenario. Our results suggest that earlier 1973 and 1985 EU enlargements show a significant increase in the rate of assistance to agriculture of incoming countries. The opposite holds, however, for the 1995 and 2004 enlargements, where the incomers significantly reduced their level of assistance to agriculture, in comparison with a counterfactual scenario.

Considering the features of GIs and organic production, Deliverable 5.2 analyses the relationships between Public Goods (PGs) and Food Quality Schemes (FQS). The deliverable evaluates the impacts of the cases study described in Deliverable 5.1 in terms of their contribution to rural development and territorial cohesion given by the capacity to generate positive externalities and hence PGs. The analysis focuses on: i) contribution to local economies; ii) generation of environmental, social and cultural externalities; iii) contribution of different governance mechanisms to ensure the valorisation of producers' know-how and local resources; iv) social cohesion in term of creation of social capital and social networks. Overall, the products that fall within the organic FQS category, contribute to the generation of environmental PGs more than the GI FQS. However, the latter contribute more to the generation of socio-economic PGs. In general, most FQS present a low capacity to generate Cultural Heritage PGs. This indicates that there is considerable space to improve the cultural dimension of these products for the benefit of producers and consumers. The analysis conducted by the Strength2Food methodology show that if there is political will on the part of producers, there is room for improvement in the generation of PGs. At the same time, the measurement of the capacity to produce PGs would further justify the greater economic value of these products to consumers.
