Some of the world's most ambitious urban development projects today are first expressed as hyper-realistic, computer-generated images (CGIs). These fictional worlds increasingly shape megalomaniac visions and collective imaginaries about the future of cities. Digital media about speculative urban environments are often produced remotely by design professionals and subsequently employed to secure investment and finance. Disguising marketing media as planning documents deeply challenges the traditional role and responsibilities of the urban planning practice. In a spectacular and experiential proposition, Qiddiya's master plan animation celebrates consumption and techno-utopianism, concealing forms of post(colonial) invisible labour and oppressive digital infrastructures. A careful analysis of 'Qiddiya's Journey' illustrates how CGI-generated media doubles as a development strategy and propaganda, ignoring critical implications of building a theme park city in the middle of a desert. Beyond the neo-liberal agenda of tourism and entertainment, Qiddiya's vision reveals ethical lapses in the use of CGIs for urban planning purposes. Moreover, it exemplifies how seductive aesthetics can enable an authoritarian regime to advance contentious development programmes that discretely launder its image clean of social and environmental controversies.

This essay offers an interpretation of the Latin American political conjuncture of the last two or three years. On one hand, the conjuncture is characterized by what the analysts call the end of the progressive, nation­al and popular cycle. On the other hand, the conjuncture is marked by the electoral rising of right-wing gov­ernments and parties; they are driv­ing a restoration of the neoliberal project in the region. We present a contextualization of this dou­ble process and its main con­flict dimensions, and we reflect from a position of identification and critical accompaniment with the national, popular, progressive, Latin American project. We also reflect on the needs of the social movements, political par­ties and organic intellectuals of the Latin American left wings to assume, as a task, the dispute for the political and cultural hegemony vis-à-vis the project of reviving the neoliberalism. ; This essay offers an interpretation of the Latin America conjuncture of the last two/three years. This essay analyzes on the importance of TeleSur TV Station (founded in 2005), in the historical context of the development of audio-visual means of communication in Latin America, as well as the debates about the influence of mass media in the process of cultural identity raising-up. It proposes the thesis that the project of Tele- Sur plays a key role in the shaping of a new international order on communication that allows the protection of the cultural diversity of Latin American nations and democratizes the world's information flows in the neoliberal globalization stage. ; Este ensayo analiza la importancia de la televisora TeleSur (fundada en el año 2005), en el contexto histórico del desarrollo de los medios de comunicación audiovisuales en América Latina y los debates acerca de la influencia de los medios masivos en los procesos de construcción de las identidades culturales. Se propone la tesis de que el proyecto TeleSur desempeña una función clave en la conformación de un nuevo orden internacional de la comunicación, que permita proteger la diversidad cultural de los pueblos latinoamericanos y democratizar los flujos mundiales de información en el escenario de la globalización neoliberal.

The Ecuadorian prison system has conditions that denotes a questionable validity of rights for inmates. In this context, access to justice (ATJ) is one of the most important rights to guarantee the rehabilitation of persons deprived of liberty (PDL) since confinement and the reality of the prison generate unique barriers for the ATJ. Through the analysis of in-depth semi-structured interviews, the ATJ experiences of the PDL and of actors linked to the social rehabilitation system are identified to state critical points in relation to the validity of this key right.

Neoliberal ideology has enjoyed tremendous success over the past thirty-five years by discursively suppressing structural dissent among working and middle class citizens of industrialized countries. The general decline in economic conditions faced by contemporary workers, coupled with the 2008 global financial crisis, forced neoliberal advocates to become more aggressive in their defense of prevailing structural policies and precepts. The suppression of public dissent and the related implementation of austerity measures are frequently justified by a discourse of crisis. In this article and using the methodological as well as theoretical tools afforded by Systemic Functional Linguistics (SFL), we trace the rise of this discourse within universities as a mechanism to justify attacks on academic freedom, collegial governance, and democratic discourse. We also offer a SFL-inspired tool that critical language educators might employ to counter the neoliberal attack on universities as sites of democratic dialogue and debate.

In "Challenging Freedom: Neoliberalism and the Erosion of Democratic Education," the author suggests that the presumed decline of democratic learning in public schooling follows from two primary forces: (a) the metaphysical implications of Cartesian psychophysical dualism that support an ontological understanding of the self as distinct from social influence and (b) a corresponding concept of freedom emerging from this ontology that exonerates individuals from any meaningful level of social moral responsibility. Although we agree in large part with the general argument advanced in the essay, there are some theoretical and historical gaps that we attempt to bridge in this response. We initially entertain the author's proposed relationship between Cartesian ontology and the neoliberal conception of freedom. We then consider whether this understanding of freedom is coherent with a political commitment to democracy. Next, we expand on the article's discussion of the relationship between democracy and education by suggesting that public schools since their inception have served primarily as instruments to disseminate capitalist ideology. Finally, we propose several principles of learning to advance democratic education in schools.

La revista Repertorio Americano dirigida por Joaquín García Monge, constituye un valioso medio de difusión cultural y pensamiento político latinoamericano, y particularmente costarricense, por excelencia. Las problemáticas discutidas son de diversa naturaleza y las relacionadas con la educación constituyen un grupo de publicaciones numerosas en cantidad, autores y temáticas abordadas, constantes a lo largo de la vida de la revista. Sin embargo, su análisis desde la perspectiva de su tratamiento como espacio de difusión de ideas pedagógicas no ha sido realizado. En consecuencia, la presente ponencia expone una aproximación a la sección titulada ¿Qué hora es?., como un espacio de publicaciones pedagógicas formales que expresan concepciones y miradas diversas sobre el pensamiento educativo hispanoamericano de la primera mitad del siglo XX. ; Repertorio Americano magazine , edited by Joaquín García Monge, is a valuable means of cultural diffusion and also Latin American and Costa Rican political thought. Different problems are discussed and those related to education are numerous either in quality, authors or subjects throughout the life of the magazine. However, its analysis from the perspective of a place for the diffusion of pedagogical ideas has not yet been done. As a result, this article presents an approach to ¿What time is it?. section as a space for formal pedagogical publications that explain different views on Hispanic American thought from the first half of the 20th century.

Several reports indicate that the highest business priorities include: business improvement, security, and IT management. The importance of security and risk management is gaining that even government statements in some cases have imposed the inclusion of security and risk management within business management. Risk assessment has become an essential mechanism for business security analysts, since it allows the identification and evaluation of any threats, vulnerabilities, and risks to which organizations maybe be exposed. In this work, a framework based on the concepts of Model-Driven Development has been proposed. The framework provides different stages which range from a high abstraction level to an executable level. The main contribution lie in the presentation of an extension of a business process meta-model which includes risk information based on standard approaches. The meta-model provides necessary characteristics for the risk assessment of business process models at an abstract level of the approach. The framework has been equipped with specific stages for the automatic validation of business processes using model-based diagnosis which permits the detection of the non-conformance of security objectives specified. The objective of this study was to conduct a critical analysis of the social, environmental and health risk factors in the Mexican indigenous population in the context of the COVID-19 disease pandemic, and to propose strategies to mitigate the impacts on these communities. Regarding social factors, we identified the return of indigenous people to their communities, poor access to water, language barriers, and limited access to the Internet, as factors that will not allow them to take the minimum preventive measures against the disease. Additionally, environmental risk factors associated with pollutants from biomass burning were identified. In health, the lack of coverage in these areas and comorbidities such as diabetes mellitus, hypertension, respiratory tract infections, and chronic pulmonary diseases were identified. Some existing government programmes were identified that could be supported to address these social, environmental and health gaps. We believe that the best way to address these issues is to strengthen the health system with a community-based approach. Health is the best element of cohesion for inserting development and progress proposals in indigenous communities, given the vulnerability to which they are exposed in the face of the COVID-19 pandemic. In this review, all information is provided (as possible) on risk factors and potential solutions in indigenous communities in the hope of providing solutions to this pandemic and providing a reference for future studies.

AbstractLignocellulosic biomass is widely available in the world. However, a consensus has yet to be established to evaluate the biomass valorization alternatives. The chemical composition is the primary technical limitation in selecting a transformation route to obtain value-added products. In this paper, the bagasse from non-centrifuged sugar (NCS) production and Pinus patula (PP) wood chips were analyzed in terms of complete chemical composition to establish their potential for selecting the transformation routes. A strategy to select the best route based on the chemical composition was applied and a feedstock criteria model was proposed. Schemes were obtained and compared using a bioprocess selection strategy proposed in previous works. As a result, the preliminary biorefinery schemes were finally defined. The assessment of schemes derived from the outlined strategy included technical, economic, environmental, and social analyses. The environmental evaluation was complemented with a geolocation assessment, revealing a 0.75-ton CO2-eq/yr contribution to the carbon footprint for local distribution. The sustainability index for the PP biorefinery and the bagasse from NCS production was analyzed, resulting in indices of 44.8 and 60.9, respectively. These values were primarily derived from the economic and environmental analyses of both processes.
