Las historietas brasileñas creadas para ambientes digitales han puesto a prueba los límites de esa forma de producción de cómics. Hay casos en que el formato de la historia deshace de los moldes tradicionales adoptados por los soportes impresos. Estos nuevos usos han fomentado una constatación y un cuestionamiento. La constatación: las tiras brasileñas contemporáneas han presentado una maleabilidad en el formato de las historias. El cuestionamiento: ¿cómo pueden ser consideradas historietas? La respuesta a esta pregunta es el objetivo central de este artículo, que trabajará específicamente con tiras de la serie Um Sábado Qualquer, de Carlos Ruas. Los trabajos del autor ayudarán a ejemplificar el tema, así como a orientar la exposición sobre el tema.

A mentalidade de mobilização vigente na cultura brasileira desfavorece ações no sentido de implementar uma estrutura sistêmica para ações preventivas no campo da Segurança Nacional. Neste trabalho, ousa-se propor soluções estruturais para o órgão central de uma formulação sistêmica de Mobilização Nacional. Há um pouco de futurologia em cada pensamento desencadeado. A conjuntura é desfavorável sob a ótica cultural, mas a ousadia das inteligências é incansável, e a ESG desencadeia sua tenacidade no estudo do futuro do país e, gera esforços como este. Dentro das condições oferecidas pela ESG, foram feitas algumas pesquisa na literatura pertinente, debateu-se o tema com diversos orientadores, onde se destacam os indicados pela própria Escola. Acredita-se que o conteúdo, feito com honestidade, e sem grandes pretensões, defende uma política de desenvolvimento organizacional que procura adaptar-se à estrutura governamental vigente. A felicidade da realização, quando menos, serve para o amadurecimento do tema, bem como concorre para a fixação de valores culturais que comparecem como óbices neste campo de atividades do Estado.

The armed conflict that has erupted in Ukraine in 2014 has been affecting the way the states involved interact and how they seek to implement certain narratives in a new regional political context. While Russia has taken a more assertive stance in its neighbourhood through a narrative that seeks to contradict Western values promoted by the European Union (EU), the latter has shown some difficulty in presenting a coherent narrative in the face of developments over the past five years. In this sense, this article proposes to analyse the EU-Russia interaction, using as a case study the incident involving the crash of the Malaysia Airlines civil aircraft MH17. The analytical perspective combines elements of Role Theory - which here focuses on the interaction of states on the basis of certain expectations regarding their internal (national) and external (regional/international) roles - and Strategic Narratives. The differences between issue narratives (including regarding the Bellingcat Investigation Team narrative), system narratives and identity narratives are explored. The argument presented here is that the externalization of the EU issue narrative has emerged in two distinct ways - one more moderate in its official stance as an institution; another more assertive from the point of view of the work done by the East Stratcom Task Force (EATF). O objetivo deste trabalho é contribuir para a compreensão de marcos importantes no debate sobre racismo no Brasil e seu efeito no ativismo negro, enfatizando a última fase, que trata de violência policial. A forma como organizamos as ideias faz deste texto um material introdutório para aquela(e)s que porventura estejam interessada(o)s no ativismo negro no Brasil e/ou pretendem apenas ter referências sobre o debate racial, nos limites do que já está consolidado no Brasil e no seu diálogo com as teses brasilianistas. Além de realizar a revisão da literatura consolidada no tema das relações raciais no Brasil, repassamos casos emblemáticos do protesto negro contra a violência violência racial.
This article intends to present a review on the history and literature of racism and black activism in Brazil. It is divided into two parts: the first is focused on the way concepts such as racism and anti-racism were explored in Brazilian academia, the emergence of the racial democracy thesis and its critics, and academic militance. The second follows the development of black activism in Brazil since the proclamation of the Republic (1889) until today, including two periods of authoritarian government. Where literature in the field suggests there were three phases of black activism in Brazil, we propose a fourth phase for the current period (2000's onwards). The guiding idea of this division is that academic and street activism were developed side by side – findings in academia were reflected in the flags defended by activists, and the latter became public policy.
