This paper examines in a comparative perspective the negotiation autonomy of the Austrian, Belgian and German federal executives in the Council of the European Union vis-à-vis their domestic parliaments. The paper thus aims at explaining to what extent, how and why regional and national parliamentary actors scrutinized EU decision-making processes and with what consequences for the executives. Innovatively, this paper includes the involvement of regional parliaments in EU policy-making, whereas most studies limit the scope of their analysis to the involvement of national parliaments. Accordingly, this research aims at offering a multi-level understanding of the European decision-making processes by tracing back the interactions between executives and parliamentary actors acting at three levels of governance. Indeed, in federal countries, the agent (the executive) is not only operating a balancing act in a two level game (the EU and the national levels), but well in a three level game, since interests of subnational actors, and especially regional parliaments, must also be taken into consideration. Relying on semi-structured interviews with representatives of the Council of the EU, administrators and parliamentarians, the paper presents original empirical data on four legislative decision-making processes (period 2011-2014) in the environmental policy sector, a competence that is in part regionalized in Austria, Belgium and Germany. Hence, the paper questions the impact of the scrutiny of domestic parliament(s) on the representatives negotiating in the Environment configuration of the Council. To compare these cases, the study relied on the Qualitative Comparative Analysis method (QCA) and examined the impact on the negotiation autonomy of five variables: (1) the preference homogeneity between federal executives and domestic parliaments, (2) the cohesion of the domestic parliamentary system, (3) the existence of an informational asymmetry in favour of the federal executives (4) the domestic salience of the EU decision-making process, and finally, (5) the impact of the implementing powers of domestic actors. Overall, the result shows that the level of autonomy of federal executives is closely bound to the presence or absence of homogenous preferences and of the salience of EU decision-making processes.

In the wake of the Copernic reform, Belgium's senior federal civil servants are now appointed for a fixed term and guided on performance via management plans. This article sets out to assess the impact of the introduction of the fixed-term system on the autonomy of senior civil servants with regard to the horizontal departments responsible for the budget, on the one hand, and human resources, on the other hand, within Belgium's federal administration. Based on the so-called 'inconsistencies' approach, the article focuses briefly on three inconsistencies: internal, discursive and contextual. An analysis of these inconsistencies confirms one of the forms of 'cheating' in the relationship between ministers and senior civil servants formulated by Hood and Lodge (2006), namely that the first can be inclined to reduce the margin of discretion of the latter by maintaining formal or informal mechanisms to exercise control over the provision of resources. Points for practitioners Greater managerial autonomy for senior civil servants, as advocated by NPM, cannot succeed without a transformation of the traditional modes of operation of the political-administrative relationship accompanying structural reforms. The low degree of autonomy of senior civil servants does not stem so much from the introduction of a 'contractual' relationship, but from the lack of support shown by the latter in the implementation of such reforms. In the case studied, senior civil servants can only be made more accountable and given greater autonomy if the 'pyramid' of control is reformed and internal audit activities developed.

Suite à la réforme Copernic, les hauts fonctionnaires fédéraux belges sont dorénavant nommés pour un mandat à durée déterminée et encadrés par des plans de management. Le présent article a pour objectif d'évaluer l'impact de l'introduction du système des mandats sur l'autonomie des fonctionnaires dirigeants vis-à-vis des départements horizontaux chargés du budget d'une part, et des ressources humaines d'autre part, dans l'administration fédérale en Belgique. S'appuyant sur l'approche dite des « incohérences », l'article se concentre succinctement sur trois incohérences : interne, discursive et contextuelle. L'analyse de ces incohérences confirme une des formes de « tricherie » dans les relations entre ministres et hauts fonctionnaires énoncées par Hood et Lodge (2006), à savoir que les premiers nommés peuvent être enclins à réduire la marge discrétionnaire des seconds en maintenant les dispositifs, formels ou informels, de contrôle sur le mise à disposition des ressources. Remarques à l'intention des praticiens Une plus grande autonomie managériale pour les hauts fonctionnaires, telle que prônée par la NGP, ne peut aboutir sans une transformation des modes de fonctionnement traditionnels de la relation politico-administrative accompagnant les réformes structurelles. La faible autonomie des hauts fonctionnaires ne provient pas tant de la « contractualisation » des relations, que du manque de loyauté de la part de cette dernière dans la mise en œuvre de telles réformes. Dans le cas étudié, la responsabilisation et l'autonomisation des hauts fonctionnaires sont dépendantes d'une réforme de la « pyramide » du contrôle et du développement des activités d'audit interne.

There is a long tradition of linguistic research on political discourse, but little attention has been paid to what the concept of political discourse itself encompasses. With this in mind, this article aims to understand what types of discourse are categorized as 'political' in linguistic research and what their characteristics are (form, type of actors, policy domains, geographical coverage). To this end, we conducted a systematic literature review of 164 scientific articles from the Scopus database. Overall, the findings show that political discourse is generally limited to the discourses of (institutionalized) political elites and most specifically to oral monological speeches. The review also highlights discrepancies regarding the geographical scope and the policy domains covered by the empirical analyses, more specifically a bias toward the Western world and issues related to external defense policies, justice and home affairs. ; Peer reviewed

There is a long tradition of linguistic research on political discourse, but there has been little attention to what is meant by the concept of political discourse itself. In these studies, political corpora collected from discourses by political elites (presidential debates, presidential addresses, public speeches, …) often appear to be overrepresented, leaving aside other forms of political discourses such as media discourse on political issues or citizen discourse. In this context, this contribution pursues a twofold objective. First, we aim to understand what types of discourse are categorized as political in linguistic research and what their characteristics are (type of actors, themes, etc.). To answer these questions, this contribution provides a PRISMA bibliometric analysis on a sample of 172 scientific articles from the Scopus database. Secondly, this article explores to what extent the notion of political discourse refers to a coherent whole from a linguistic point of view. To answer this second question, we study the formal characteristics of three subtypes of political discourse (parliamentary debates, televised debates and citizen corpora) in order to assess their degree of divergence. The results of these analyses reveal a real difference between these three corpora and allow us to better understand what could constitute the political genre and its textual registers. ; Il existe une longue tradition de recherches linguistiques sur le discours politique, mais rares sont les réflexions sur ce que recouvre la notion de discours politique. Tout d'abord, celui de comprendre quels types de discours sont catégorisés comme politiques dans les recherches en linguistique et quelles en sont les caractéristiques (types d'acteurs, thématiques, etc.). Pour répondre à ces questions, cette contribution propose une analyse bibliométrique basée sur la méthode PRISMA portant sur un échantillon de 172 articles scientifiques issus de la base de données Scopus. Dans un deuxième temps, nous posons la question de savoir dans quelle mesure la notion de discours politique renvoie à une réalité uniforme d'un point de vue linguistique. Pour répondre à cette deuxième question, nous étudions les caractéristiques formelles de trois sous-genres de discours politiques (débats parlementaires, débats télévisés et corpus citoyens) afin d'évaluer leur degré de divergence. Les résultats de ces analyses révèlent une réelle différence entre ces trois corpus et nous permettent de mieux délimiter les contours de ce qui pourrait constituer le genre politique et ses registres textuels. ; Peer reviewed

Building on an interdisciplinary approach bringing together political science and linguistics, this paper investigates how and why metaphors are used by Belgian politicians. In particular, the article focuses on the usage of metaphors to describe the evolution of federalism in the country over time. As argued by Ritchie (2013), 'examining metaphors that appear in political discourse provides insights into the way speakers understand their situation, and how they seek to accomplish their ends'. This research undertakes a systematic analysis of the use of metaphors by Belgian politicians during television debates from the 1980's until now. We rely on an original longitudinal corpus of 127 (part of) television debates covering 40 years from both public broadcasters in Belgium: the Dutch-speaking VRT and the French-speaking RTBF. The selected television debates relate to the progressive – albeit not without political tensions – transformation of Belgium's political system. Our corpus is thus a solid indicator of this political transformation and therefore provides a fertile ground for the analysis of metaphors. To do so, we will conduct a corpus analysis by applying the MIPVU procedure (Steen et al., 2010) in order to identify potential metaphorical contexts. In line with Steen's three- dimensional model (2008), we will subsequently analyse the identified metaphors by making a distinction between three different layers of metaphor, respectively at the linguistic, conceptual and communicative levels. Building on previous studies (Perrez & Reuchamps 2014, 2015), this analysis makes it possible to determine which (deliberate) metaphors have been used by the political elite to describe the establishment and evolution of the federal system, and more specifically, to assess to what extent this metaphor usage evolved over time and across the linguistic border.
