AbstractWhy do issues "fade" from the problem stream? This is an important but underresearched question, which this article examines by looking at the dynamic interaction between frames and frame sponsors. We develop a novel methodological approach that combines algorithmic coding (topic modelling) with hand-coding to track changes in the presence of frames and frame sponsors during periods of intense problematisation ("problem windows") both within continuous contexts and diachronically across different contexts. We apply this approach empirically in a corpus of newspaper articles that pertain to the coal seam gas controversy in Australia – a divisive policy issue where frame conflicts are common. We find that elite actors have a particularly decisive impact on the problem stream in terms of both the evolution and duration of debate. Further, problem windows close in response to three different mechanisms: elite frame convergence; public statements (by government and industry); and elections.

AbstractClimate change is affecting Pacific life in significant and complex ways. Human mobility is shaped by climate change and is increasingly positioned by international agencies, policymakers, and governments as having an important role in both climate change adaptation and human development. We consider the potential for human mobility to promote adaptation and development among Pacific people in a changing climate. We argue that where Pacific people choose mobility, this should be supported and create opportunities that are responsive to the histories and existing patterns of mobility and place attachment among Pacific Islanders; commence from a position of climate and development justice; and advance human rights and socio‐political equity. Transformative mobilities are where mobility, adaptation, and development intersect to achieve the best possible outcomes for cultural identity, human rights, adaptation, and human development goals across scales and in origin and destination sites.

Many democracies find it difficult to act swiftly on problems such as climate change and biodiversity loss. This is reflected in long-standing debates in research and policy about whether democratic practices are capable of fostering timely, large-scale transformations towards sustainability. Drawing on an integrative review of scholarly literature from 2011 to early 2021 on sustainability transformations and the democracy-environment nexus, this article synthesises existing research on prospects and pitfalls for democratising sustainability transformations. We advance a new typology for understanding various combinations of democratic/authoritarian practices and of transformations towards/away from sustainability. We then explore the role of democratic practices in accelerating or obstructing five key dimensions of sustainability transformations: institutional, social, economic, technological, and epistemic. Across all dimensions we find substantial evidence that democratic practices can foster transformations towards sustainability, and we conclude by outlining a set of associated policy recommendations.
