Carolin Rapp beschäftigt sich mit dem Bestand und der Genese sozialer und politischer Toleranz gegenüber Immigranten in europäischen Nationen und Schweizer Gemeinden. Im Mittelpunkt des analytischen Interesses steht zum einen die Wirkung von Bedrohungsempfindungen auf die bewusste Duldung anderer Ethnien und Kulturen. Diese Untersuchung ist nicht allein nur aus praktischen und politischen Gründen von Bedeutung, sondern geschieht auch aus wissenschaftlichen Erwägungen heraus: Toleranz ist ein in der Öffentlichkeit zwar oft und gerne bemühter Ausdruck wünschenswerter sozialer Kohäsion, die wissenschaftliche und insbesondere die empirisch-analytische Auseinandersetzung zu diesem Konzept weist jedoch erstaunliche Lücken außerhalb des US-amerikanischen Kontextes auf. The paper adds insights to the ongoing discussion about how the political participation gap between naturalised immigrants and native citizens can be closed. In contrast to prior research, however, it takes a new turn by looking at the moderating role of national attachments, namely national identity and patriotism, in the relationship between immigration background and political involvement. The research question is explored based on the paradigmatic case of Switzerland with its high levels of foreign born citizens and the historically strong identification as a political nation. Based on the results we can say that national attachments are indeed able to bridge the participation gap. The effect of patriotism – the evaluative dimension of national attachment – thereby plays a more important role for immigrants than simple national identification.

This article contributes to the ongoing discussion on how tolerance may be fostered in Western European countries and to the question of how contextual factors such as welfare state expenditures may contribute to this formation. Tolerance is understood as a basic democratic principle that helps civil societies cope with rising levels of diversity stemming from increased immigration and individualism. Within the tolerance literature, it is commonly agreed upon that a comprehensive welfare state is capable of bridging class divides and overcoming social categorization. However, over the past decades, European welfare states experienced an ongoing influx of immigrants, challenging their general purpose and increasing notions of 'welfare chauvinism'. Drawing on insights from both tolerance and welfare state solidarity literature, we implement hierarchical analyses based on Eurobarometer data to assess the potential influence of welfare state universalism on political and social tolerance in 15 Western European countries. Moreover, we demonstrate that this relationship is highly conditional on the degree of ethnic heterogeneity within a country.
