"Anlässlich der letzten drei Vertragsreformen wurden Reformen hinsichtlich der gesetzgebenden Interaktionen zwischen dem Europäischen Parlament, der Kommission und dem Rat implementiert. Ob die Einführung des Zusammenarbeitsverfahrens (1987), des Mitenscheidungsverfahrens (1994) und der Reform des Mitentscheidungsverfahrens (1999) ein lineares Anwachsen der Macht des EP darstellen, war Gegenstand der Diskussion. Außer Streit stand hingegen, dass diese drei Verfahren gegenüber dem Konsultationsverfahren dem EP eine beachtliche Gesetzgebungsrolle zukommen lassen. Um diesen Machtzuwachs des EP zu erklären, nimmt dieses Papier seinen Ausgangspunkt in der kausalen Verknüpfung zwischen institutionellen Wahlmöglichkeiten und institutionellen Folgen. Unter Zuhilfenahme der 'spatial theory' und des historischen Institutionalismus wird ein analytisches Modell eingeführt, welches auf zwei Ebenen operiert, der Ebene der Tagespolitik und der Ebene der Vertragsreformen. Zwei Hauptpunkte werden herausgestrichen. Erstens, das EP war, indem es sich strategisch an diese gesetzlich vorgesehenen Gesetzgebungsverfahren angepasst hat, in der Lage, diese auch in der Praxis in Verfahren umzusetzen, die ihm eine substantielle Rolle im Gesetzgebungsverfahren zukommen lassen. Zweitens, hat dieser Machtzuwachs das EP und die Kommission in die Lage versetzt, eine pro-integrationistische Politik im Zwei-Ebenen-Spiel von Gesetzgebung und Umsetzung zu verfolgen."
