En 1982, le marocain Hassan Bel Ghazi publiait un livre intitulé Deux cultures : exploitation et opportunisme. C'était pratiquement la première fois qu'un «hôte étranger» écrivait un ouvrage de ce genre aux Pays-Bas. Bel Ghazi y affirmait, entre autres, que «les migrants, qui (...) représentent une force vitale pour l'économie du pays, sont totalement absents en matière politique». Il reprochait aux Hollandais leur paternalisme et leur ingérence, contraire aux intérêts des immigrants. Selon lui, cette ingérence éloignait les immigrants des syndicats et les empêchait de développer leurs propres associations. Tout ceci contribuait à leur isolement politique.
Cette étude se propose de faire le point sur les déclarations provocatrices de Bel Ghazi. Dresse-t-il un tableau fidèle de la situation aux Pays-Bas et si oui, comment expliquer cette situation d'un point de vue théorique ? Cette analyse est illustrée par un exemple concret : la participation des immigrants aux élections locales de 1986.

Abstract. The political action of immigrant ethnic minorities in the Netherlands is examined in an attempt to assess the relevance of the neo‐Marxist theory of the British sociologists Miles and Phizacklea, who identify three processes of political action: the black unity process, the class unity process and the ethnic organisation process. On the basis of available evidence from the Dutch case it is argued that in present circumstances neither black unity nor class unity are very likely, and that immigrants are likely to adopt an ethnic organisation perspective. Such a perspective is not due to racial exclusion within the working class. This conclusion differs from that of Miles and Phizacklea. It is shown that the theory applies to societies in which classes or class fractions can be clearly identified, but less to societies of another type such as the Dutch. Moreover, it is shown that Miles and Phizacklea tend to overemphasise the effects of native white racism on immigrant political action and neglect the dynamics of ethnicity and its mobilising force.

La participation des immigrés aux élections locales aux Pays-Bas.

En 1985, les Pays-Bas accordèrent aux immigrants non-Néerlandais le droit de voter et de se présenter comme candidat aux élections locales, dans la perspective d'une intégration au système politique. Cet article analyse le processus qui a abouti à cette reconnaissance. Pratiquement tous les partis politiques ont appuyé les différents textes de lois, y compris celui qui proposait une réforme de la constitution.
Le consensus s'est réalisé en quelques années seulement et sans que les immigrants aient fait campagne.
Cet article analyse en outre, la première expérience d'exercice des droits électoraux par les immigrants. La participation électorale a été importante, bien qu'inférieure à celle des Néerlandais. Pratiquement tous les immigrants ont voté pour les partis traditionnels, et plus particulièrement pour le parti social-démocrate (PVDA). La participation n'a pas provoqué de changement spectaculaire dans le paysage politique néerlandais.
