Teaching public administration theory and linking it to practice can be challenging; yet are central goals to MPA programs. Using relevant examples that students can relate to is instrumental in achieving the pedagogical goals of linking theory to practice and achieving the NASPAA competencies. New Amsterdam is used as a case study for MPA students to achieve the above mentioned goals. In this work, I provide a list of episodes accompanied by themes of the episode and core public administration areas each apply to such as budgeting, human resources, decision making, as well as discussion questions used. This work contributes to our pedagogical toolbox by adding relevant examples in a healthcare administration setting that helps students master the NASPAA competencies while linking theory to practice.

This article details public service motivation of emergency medical services (EMS) personnel within a local fire department in Texas, as they implemented an at-home vaccination program, amidst the COVID-19 pandemic. EMS personnel were surveyed and interviewed to learn more about their professional experiences. Using mixed methods, this work finds that EMS personnel in the local department exhibit high levels of public service motivation in both deciding to participate in the at-home vaccination program and throughout their experience in administering the vaccine to community members. This research offers insight local public servants' motives during a time of crisis and while working in a new, innovative capacity.

What does it mean to be a successful working parent? And how do working parents cope in the United States, the only developed nation with no paid parental leave requirement? Despite some positive advancement in the voluntary adoption of paid parental leave, many organizations over the past 25 years have instead decreased paid leave benefits offered to employees in the United States, choosing instead to let unpaid leave under the Family Medical Leave Act (FMLA) serve in its place. This regression in practice is perhaps the greatest unintended consequence of FMLA and surely was not the intent of Congress. Maternity Leave: Policy and Practice, Second Edition approaches parental leave from a variety of perspectives: legal, political, social, institutional, organizational, and, most importantly, from the personal perspectives of the women and men interviewed expressly for the book. This second edition offers two new chapters: the first puts the issue of maternity leave within the context of work-life balance issues, and the second explores case studies from states, cities, and private organizations. Incorporating new census data, related reports, and academic studies, authors Victoria Gordon and Beth M. Rauhaus utilize relevant and cutting-edge research in their exploration of parental leave, and they enrich this research with the individual stories of ordinary working parents as well as those who choose not to have children. Assuming no prior specialized knowledge, this book can be assigned on a variety of undergraduate and graduate courses in politics, public policy, public administration, gender studies, and human resource management, and will equally be of interest to parents, policy makers, and C-suite managers.

In several US state legislatures, the number of women lawmakers has recently reached unprecedented levels. This raises the following question: what are the policy consequences associated with an increase in women legislators? While legislative scholars have uncovered that an increase in representation through women state lawmakers can result in different policy outcomes, one outcome that has not been considered is the size of the gender wage gap. In this research note, we develop the theoretical linkage that connects gender representation in state legislatures to the level of pay inequality within a state. We test our theoretical expectation with two different measures of pay inequality at the state level using panel data. Our results suggest that an increase in women state lawmakers corresponds to a smaller wage gap between men and women within the state. These findings deepen our understanding of the importance of gender representation in state legislatures.

AbstractThe Save Our Seniors (SOS) program was created by local government officials in South Texas to vaccinate the community's most vulnerable citizens amidst the COVID‐19 pandemic. The Corpus Christi Fire Department (CCFD) collaborated with various local government entities and other organizations to identify individuals needing the vaccine but unable to leave home. The program was soon adopted statewide and beyond. Using data collected from interviews with the public officials and emergency management personnel responsible for the creation of the SOS program, this Viewpoint provides information about the collaborative efforts used to implement the program and offers best practices for collaboration in local emergency management.

During COVID-19, stay at home orders have led to the rise of domestic violence and abuse claims in many localities globally, leaving community leaders unprepared to address the increase of domestic violence incidences. As local public officials are becoming concerned about the increase of domestic violence and in some instances, the decrease due to the inability of victims to report instances, a collaborative response is necessary. This work examines how social equity and public service values, such as compassion, empathy, and an ethic of care, may be incorporated into collaborative planning and responses to domestic violence plaguing communities during the pandemic. Recommendations for raising awareness, incorporating social equity in public service, and collaborative reporting are made.

Purpose
This paper aims to consider decisions by administrators about how to open US campuses for the 2020–2021 academic year during the COVID-19 pandemic. Proposed course delivery method is considered in relation to the political environment of the respective university/college's state.


Design/methodology/approach
Data were collected on 451 public institutions. H1 and H3 were tested using multinomial logistic regressions. H2 and H4 were tested using moderated binary logistic regressions with Hayes's PROCESS model.


Findings
Results suggest that states with liberal governments were more likely to promote online openings for fall 2020, with the strength of the voting electorate moderating the relationship. Further, state appropriations moderated the relationship between the political party in control of the state legislature and method of opening.


Research limitations/implications
This paper advances work on the relationship between politics and administration by considering political pressures exerted on decision makers.


Practical implications
Results suggest that political forces may influence university administrators' decisions for how higher education institutions may open for the fall 2020 semester.


Originality/value
This paper addresses one of the numerous social changes caused by COVID-19. It considers the short-term practical implications as well as the long-term theoretical ramifications of the COVID-19 pandemic on decision-making in higher education.
