Political and scholarly debates on the potentials and constraints of inclusive and sustainable development in the global periphery are at the core of the developmental discourse. This paper argues that discussions on the effectiveness, inclusiveness and sustainability of economic development need to take the political economic contexts of specific peripheral countries into account. The paper highlights that the more recent literature related to the developmental state debate provides valuable insights to this end, but needs (i) further conceptual extension, in particular with respect to the role of social inclusion and hegemony, and (ii) operationalization in order to be useful from a policy perspective. This paper aims to add to these two gaps in the literature.

"In diesem Beitrag wird der Frage nachgegangen, welche Prozesse und Faktoren die Entstaatlichung lokaler Politik vorantreiben. Dabei wird insbesondere auf die Liberalisierung öffentlicher Dienstleistung eingegangen, einen für die Kommunen wesentlichen Wirkungsbereich. Die Faktoren, welche während des letzten Jahrzehnts zu einem verstärkten Liberalisierungsdruck geführt haben, werden vornehmlich auf internationaler (WTO/ GATS) und europäischer Ebene verortet. Dabei kommt dem europäischen Wettbewerbs- und Beihilfenrecht eine herausragende Rolle zu. Obwohl grundsätzlich neutral im Hinblick auf die Eigentumsform von Unternehmen, geht davon sowohl auf der horizontalen Ebene der Binnenmarkt- und Wettbewerbsvorschriften als auch auf der vertikalen Ebene durch spezifische Sektorvorschriften ein zunehmender Druck in Richtung der Vermarktlichung der Erbringung von öffentlichen Dienstleistungen aus. Zudem lässt sich eine Tendenz erkennen, die genuin politische Frage des Verhältnisses von Markt und Staat zunehmend als juristische Auseinandersetzung zu führen. In Summe verändern diese Prozesse nicht nur die Funktionslogik der öffentlichen Unternehmen - diese agieren wie privatwirtschaftliche Unternehmen in einem Wettbewerbsumfeld -, sondern sie führen auch zu einer Neudefinition von Umfang und Ausrichtung lokaler Politik insgesamt." The promotion of sustainable value chains is on the rise in the EU, with important implications for textile and apparel (T&A) products. EU T&A supplier countries and firms will increasingly have to adapt to the new EU value chain and market dynamics. Based on a case study of the Egyptian T&A sector, this policy note argues that the required transformation of the industry will be highly demanding. EU development policy should increase support in order to promote sustainable value chains in the T&A sector in Egypt, but also in other MENA countries with export-oriented T&A sectors

2016 soll das Abkommen zur Transatlantischen Handels- und Investitionspartnerschaft abgeschlossen werden. Die Befürworter von TTIP sind der Auffassung, dass gemeinsame Regeln, Industriestandards und Zulassungsverfahren von EU und USA zu Weltstandards werden können und den beteiligten Ländern entscheidende Vorteile bringen. Kritik bezieht sich nicht nur auf die mangelnde Transparenz des Verhandlungsprozesses, sondern vor allem auf die Handhabung von Umweltstandards und öffentlichen Aufträgen sowie auf die Arbeitsmarktregulierung, die Lebensmittelgesetze und die Investitionsschutzabkommen. ; The Transatlantic Trade and Investment Partnership is the most important trade policy decision that European leaders have faced in many years. The new generation of free trade agreements, including TTIP, aim at deep economic integration. Thus, they are essentially focused upon the removal or alignment of standards, regulations and administrative procedures that impede international trade and investment. Therefore, TTIP goes beyond the dimensions of traditional preferential trade agreements in the sense that it not only concerns tariffs and non tariff barriers to trade in goods, but it also concerns trade in services and the foreign investment environment. Regulatory cooperation under TTIP might thus well extend into core domains of public policy, including health and food safety or environmental regulation. Regulation, however, confers both benefits and costs to society. A proper assessment of TTIP must therefore also consider the benefits of regulation to society and must embed regulatory cooperation between the EU and US into a firm democratic framework. The potential of such an agreement is substantial, due to improved market access, regulatory cooperation and greater global reach, while the downside risk is limited. While some of the arguments critical of TTIP are justified, others seem rather excessive and seem intent on stirring up unnecessary anxiety among the population. An objective and constructive discussion is crucial to ensure that the needs of the population are heard during the negotiation process and that an agreement capable of achieving majority support can be concluded. The debate over TTIP has to consider not only the economic effects of increased trade but also the legal and political dimensions of the trade agreement.
