Background The use of research in policy settings is complex, unpredictable and influenced by a range of poorly understood social factors. This makes it difficult to plan for, facilitate and evaluate policy impacts arising from research.

Findings Boundary organisations and centrally-positioned, well-trusted individuals, were crucial to the development of a trusted body of research in which policymakers were sufficiently confident as the basis for policy.

Contemporary markets and societal norms externalise many ecosystem services important for a sustainable future. A range of external legal, market, social protocol and other mechanisms, referred to as 'societal levers', constrain or otherwise influence the behaviour of resource managers, and the expectations and assumptions of the society within which they operate. These 'societal levers' have progressively institutionalised evolving societal values, influencing markets and other choices. We use the STEEP (social, technological, economic, environmental and political) framework to explore case studies of societal transitions, analysing how emergent concerns become shared and ultimately transformed into 'levers', shifting societal norms. Emerging concerns become influential only when they are shared across societal sectors, and when broader implications are realised across multiple dimensions of the STEEP framework. We propose and advocate use of a 'ripple effect' of values as a means to direct and accelerate the pace at which environmental concerns shape mainstream societal norms and structures, and become institutionalised in the form of 'societal levers'.

There is growing political pressure for farmers to use more sustainable agricultural practices to protect people and the planet. The farming press could encourage farmers to adopt sustainable practices through its ability to manipulate discourse and spread awareness by changing the salience of issues or framing topics in specific ways. We sought to understand how the UK farming press framed sustainable agricultural practices and how the salience of these practices changed over time. We combined a media content analysis of the farming press alongside 60 qualitative interviews with farmers and agricultural advisors to understand whether the farming press influenced farmers to try more sustainable practices. Salience of sustainable agricultural practices grew between 2009 and 2020. Many of the practices studied were framed by the press around economic and agronomic aspects, and farmer respondents said the most common reasons for trying sustainable agricultural practices were for economic and agronomic reasons. The farming press tended to use more positive rather than negative tones when covering sustainable agricultural practices. Respondents used the farming press as a source of information, though many did not fully trust these outlets as they believed the farming press were mouthpieces for agribusinesses. Whilst a minority of farmers stated they were motivated to try a new sustainable agricultural practice after learning about it in the farming press, this was rare. Instead, the farming press was used by respondents to raise their awareness about wider agricultural topics. We reflect on the role and power given to agribusinesses by the farming press and what this means for agricultural sustainability.
Responding to modern day environmental challenges for societal well-being and prosperity necessitates the integration of science into policy and practice. This has spurred the devel- opment of novel institutional structures among research organisations aimed at enhancing the impact of environmental science on policy and practice. However, such initiatives are seldom evaluated and even in cases where evaluations are undertaken, the results are rarely made publicly available. As such there is very little empirically grounded guidance available to inform other organisations in this regard. To help address this, the aim of this study is to evaluate the Baltic Eye Project at Stockholm University – a unique team consisting of researchers from different fields, science communicators, journalists and policy analysts – working collectively to support evidence-informed decision-making relating to the sustainable management of the Baltic Sea environment. Specifically, through qualitative interviews, we (1) identify the impacts achieved by the Baltic Eye Project; (2) understand the challenges and barriers experienced throughout the Baltic Eye Project; and (3) highlight the key features that are needed within research organisations to enhance the impact of science on policy and practice. Results show that despite only operating for three years, the Baltic Eye Project has achieved demonstrable impacts on a range of levels: impacts on policy and practice, impacts to individuals working within the organisation and impacts to the broader University. We also identify a range of barriers that have limited impacts to date, such as a lack of clear goals at the establishment of the Baltic Eye Project and existing metrics of aca- demic impact (e.g. number of publications). Finally, based on the experiences of employees at the Baltic Eye Project, we identify the key organisational, individual, financial, material, practical, political, and social features of university-based boundary organisations that have impact on policy and practice. In doing so this paper provides empirically-derived guidance to help other research organisations increase their capacity to achieve tangible impacts on environmental policy and practice.
