Recent rural economic problems have prompted some states to target economic development assistance to distressed rural areas. The most common way to target these programs has been to allocate aid based on unemployment rates; however, the unemployment rate is a poor indicator of economic difficulty in many rural areas. Here, assessed are the strengths & weaknesses of alternative economic, social, & fiscal indicators that are available for allocating aid to distressed communities. Suggestions for improving the effectiveness of state aid for these areas are offered, & background information is provided concerning rural economic & fiscal difficulties in the 1980s & recent state initiatives. 2 Tables. THE ENTERPRISE ZONE (EZ) IS A RELATIVELY NEW ECONOMIC DEVELOPMENT STRATEGY THAT PROVIDES INCENTIVES TO BUSINESSES INVESTING IN DESIGNATED DISTRESSED AREAS. AT THE END OF THE 1980'S, 38 U.S. STATES HAD EZ PROGRAMS, WITH ABOUT HALF OF THE STATE-DESIGNATED EZ'S IN RURAL AREAS. IN THIS ESSAY, THE AUTHORS USE STATE EXPERIENCE WITH EZ'S TO EXAMINE THE THEORETICAL AND EMPIRICAL SUPPORT FOR USING EZ'S TO CREATE JOBS AND OTHER BENEFITS IN DISTRESSED RURAL AREAS.
