How can we measure the impact – such as awareness for economic, ecological, and political matters – of information, such as scientific publications, user-generated content, and reports from the public administration, based on text data? This workshop brings together research from different theoretical paradigms and methodologies for the extraction of impact-relevant indicators from natural language text data and related meta-data. The papers in this workshop represent different types of expertise in different methods for analyzing text data; spanning the whole spectrum of qualitative, quantitative, and mixed methods techniques, as well as domain expertise in the field of impact measurement. The program was built to create an interdisciplinary half-day workshop where we discuss possibilities, limitations, and synergistic effects of different approaches.

In der europäischen Informationsgesellschaft des 21. Jahrhunderts sollte niemand einen sozialen oder wirtschaftlichen Nachteil dadurch erleiden, lediglich seine Muttersprache zu sprechen – sei es Lettisch, Ungarisch oder Portugiesisch. Sprachtechnologie hat das Potential dieser Herausforderung entgegen zu treten, sofern sie robust und kosteneffektiv sowie für alle europäischen Sprachen und alle Bürger Europas verfügbar ist. Um diese Ziele zu erreichen muss das Tempo von Forschung und Entwicklung durch eine gezielte und gemeinsame Anstrengung erhöht werden. Eine derartige umfangreiche Anstrengung kann nur mit Hilfe von Vertretern aller beteiligten Interessensgruppen erfolgen, vor allem Forscher, Nutzer, Anbieter und Integratoren von Technologien, den Sprachgemeinschaften, Politiker, und der gesamten Gesellschaft. META-NET, ein europäisches Kompetenznetzwerk, das aus 44 Forschungszentren aus dem Bereich Sprachtechnologie besteht und 31 Länder abdeckt, schmiedet zu diesem Zweck eine strategische Allianz: META, die Multilingual Europe Technology Alliance.

International audience ; Multilingualism is a cultural cornerstone of Europe and firmly anchored in the European treaties including full language equality. However, language barriers impacting business, cross-lingual and cross-cultural communication are still omnipresent. Language Technologies (LTs) are a powerful means to break down these barriers. While the last decade has seen various initiatives that created a multitude of approaches and technologies tailored to Europe's specific needs, there is still an immense level of fragmentation. At the same time, AI has become an increasingly important concept in the European Information and Communication Technology area. For a few years now, AI-including many opportunities, synergies but also misconceptions-has been overshadowing every other topic. We present an overview of the European LT landscape, describing funding programmes, activities, actions and challenges in the different countries with regard to LT, including the current state of play in industry and the LT market. We present a brief overview of the main LT-related activities on the EU level in the last ten years and develop strategic guidance with regard to four key dimensions.
