Protecting human health and the environment is one of the key aims of European policy. A lot has been achieved over the last decades but still a lot of substance related data are missing to enable politicians to take most appropriate decisions and actions. Especially human exposure data are necessary to verify estimates made in risk assessments and to monitor the presence of chemicals in the human body and hence in the environment. In order to obtain such human exposure data national authorities and research organisations in Europe joined efforts over the last years and are working towards a sustainable and harmonised human biomonitoring network in Europe. As the process is a step by step approach it is important to ensure that results are transferred among consecutive and parallel running projects. The present project aimed to use and further develop the knowledge and experience from the BRIDGE HEALTH project within the HBM4EU project (subtask 1). The experiences and results of BRIDGE HEALTH were assessed, and recommendations were made for relevant HBM4EU work packages. Besides this task, organisational support was provided for the annual HBM4EU consortium meetings of the partners, as well as the annual general assembly of the state actors controlling the national monitoring programmes (Governing Board) involved in HBM4EU. A strategic workshop was organised for the management team of HBM4EU and first organisational steps to prepare a high level HBM conference under the auspices of the German EU Council Presidency, which will take place on 2nd October 2020, were completed.

Abstract
Background
The European environmental risk assessment of plant protection products considers aquatic model ecosystem studies (microcosms/mesocosms, M/M) as suitable higher tier approach to assess treatment-related effects and to derive regulatory acceptable concentrations (RAC). However, it is under debate to what extent these artificial test systems reflect the risks of pesticidal substances with potential harmful effects on natural macroinvertebrate communities, and whether the field communities are adequately protected by the results of the M/M studies. We therefore compared the composition, sensitivity and vulnerability of benthic macroinvertebrates established in control (untreated) groups of 47 selected M/M studies with natural stream communities at 26 reference field sites.

Results
Since 2013 the number of benthic macroinvertebrate taxa present in M/M studies has increased by 39% to a mean of 38 families per study. However, there is only an average of 4 families per study that comply with the recommendations provided by EFSA (EFSA J 11:3290, 2013), i.e.: (i) allowing statistical identification of treatment-related effects of at least 70% according to the minimum detectable difference (here criteria are slightly modified) and (ii) belonging to insects or crustaceans (potentially sensitive taxa for pesticidal substances). Applying the criterion of physiological sensitivity according to the SPEARpesticides concept, the number of families decreases from 4 to 2.3 per study.

Conclusions
Most taxa established in recent M/M studies do not suitably represent natural freshwater communities. First, because their abundances are often not sufficient for statistical detection of treatment-related effects in order to determine an appropriate endpoint and subsequent RAC. Recommendations are given to improve the detectability of such effects and their reliability. Second, the taxa often do not represent especially sensitive or vulnerable taxa in natural communities in terms of their traits. The uncertainties linked to vulnerable taxa in M/M studies are especially high considering their representativity for field assemblages and the comparability of factors determining their recovery time. Thus considering recovery for deriving a RAC (i.e., ERO-RAC) is not recommended. In addition, this paper discusses further concerns regarding M/M studies in a broader regulatory context and recommends the development of alternative assessment tools and a shift towards a new paradigm.

During the last decade, the European Union initiated several projects in the domains of public and environmental health. Within this framework, BRIDGE Health (Bridging Information and Data Generation for Evidence-based Health policy and Research) and HBM4EU (European human biomonitoring initiative) have been implemented. Whereas, the focus of BRIDGE Health was towards a sustainable and integrated health information system (HIS), the aim of HBM4EU is to improve evidence of the internal exposure of European citizens to environmental chemicals by human biomonitoring (HBM) and the impact of internal exposure on health. As both, environmental and public health determinants are important for health promotion, disease prevention and policy, BRIDGE Health and HBM4EU have overlapping aims and outcomes. In order to improve health information regarding public health and environmental health issues, best use and exchange of respective networks and project results is necessary. Both projects have implemented health information (HI) and HBM tasks in order to provide adequate environmental and public health information of the European population. Synergies of the projects were identified in the working progress and because of overlapping networks and experts a focused analysis of both projects was envisaged. This paper elaborates on the aims and outcomes of both projects and the benefit of merging and channelling research results for the use of better health information and policy making that may be of relevance for any other project in these research fields. The need for focused exchanges and collaborations between the projects were identified and benefits of exchanges were highlighted for the specific areas of indicator development, linkage of data repositories and the combination of HBM studies and health examination surveys (HES). Further recommendations for a European wide harmonisation among different tasks in the fields of public health and environmental health are being developed. The number of anthropogenic chemicals, manufactured, by-products, metabolites and abiotically formed transformation products, counts to hundreds of thousands, at present. Thus, humans and wildlife are exposed to complex mixtures, never one chemical at a time and rarely with only one dominating effect. Hence there is an urgent need to develop strategies on how exposure to multiple hazardous chemicals and the combination of their effects can be assessed. A workshop, "Advancing the Assessment of Chemical Mixtures and their Risks for Human Health and the Environment" was organized in May 2018 together with Joint Research Center in Ispra, EUfunded research projects and Commission Services and relevant EU agencies. This forum for researchers and policy-makers was created to discuss and identify gaps in risk assessment and governance of chemical mixtures as well as to discuss state of the art science and future research needs. Based on the presentations and discussions at this workshop we want to bring forward the following Key Messages: We are at a turning point: multiple exposures and their combined effects require better management to protect public health and the environment from hazardous chemical mixtures. Regulatory initiatives should be launched to investigate the opportunities for all relevant regulatory frameworks to include prospective mixture risk assessment and consider combined exposures to (real-life) chemical mixtures to humans and wildlife, across sectors. Precautionary approaches and intermediate measures (e.g. Mixture Assessment Factor) can already be applied, although, definitive mixture risk assessments cannot be routinely conducted due to significant knowledge and data gaps. A European strategy needs to be set, through stakeholder engagement, for the governance of combined exposure to multiple chemicals and mixtures. The strategy would include research aimed at scientific advancement in mechanistic understanding and modelling techniques, as well as research to address regulatory and policy needs. Without such a clear strategy, specific objectives and common priorities, research, and policies to address mixtures will likely remain scattered and insufficient.
