The internet - or more generally cyberspace - is an essential part of modern societies, civil life, and directly as well as indirectly a crucial economic factor. The underlying technologies are an increasing target for economic or intelligence espionage and military activities. The access to this new domain "cyberspace", the control of its technologies, as well as the possibilities of its protection become more and more key for societal participation, economic and national welfare and, therefore, an integral part of internal and foreign security policies. The specific characteristics of cyberspace are major challenges for the application of established norms such as human rights, international cooperation and peace-keeping. Cyberspace is a completely man-made domain, and computer sciences are the essential designers of this domain. By means of historical examples, this article discusses the emerging role of computer sciences and the necessity to recognize its accountability. It aims to illustrate possibilities to actively take on this responsibility and to shape technological advancements for a peaceful and non-military application of cyberspace. (S+F/Pll)

Part VI of our series on cyberpeace "Cyberpeace: Dimensionen eines Gegenentwurfs".Ende November des vergangenen Jahres wurde das US-amerikanische Unternehmen Sony Pictures Entertainment (SPE) Opfer einer groß angelegten Hackerkampagne. Dabei wurden Daten von Angestellten und Kooperationspartnern, wie Namen, Adress- und Versicherungsangaben aber auch Finanzinformationen und Verschlüsselungsdaten entwendet und viele Arbeitsplatzrechner des SPE-Netzwerkes durch eine Schadsoftware infiziert. Aussagen hochrangiger Sony-Mitarbeiter zufolge wollten die Angreifer Sony mit den erbeuteten Daten ursprünglich um Geld erpressen. Medial wurde der Vorfall jedoch rasch mit der anstehende Premiere der von SPE produzierten Komödie "The Interview", die sich satirisch mit der Situation in Nordkorea auseinandersetzt, in Verbindung gesetzt. Jedoch trat erst Mitte Dezember eine Hackergruppe names "Guardians of Peace" mit Forderungen gegen die Ausstrahlung des Films als Urheber der Hacking-Attacke auf und drohte mit der Veröffentlichung der entwendeten Sony-Daten. Kurz darauf wurde der Sony-Hack auch durch das FBI offiziell bestätigt und staatliche Einrichtung Nordkoreas als Urheber der Angriffe beschuldigt. In der Beweisführung bezog sich das FBI auf Erkenntnisse und Ähnlichkeiten zu früheren Vorkommnisse in den USA und Süd-Korea sowie den geografischen Standorten der IP-Adressen einiger, für den Angriff benutzen Computer.

"Spätestens mit der Entdeckung des Computerwurms Stuxnet im Juni 2010 ist der Cyberspace in den Fokus der internationalen Sicherheitspolitik gerückt, und die Diskussionen um die Schadsoftware haben ein wichtiges Licht auf die sicherheitspolitischen Ziele geworfen, die einige Nationen im Cyberspace verfolgen. Nicht nur für Sicherheitsexperten hat sich seither die Relevanz des Themas gezeigt. Vielmehr ist auch die Friedens- und Konfliktforschung mit der Frage konfrontiert, wie sich die Militarisierung des Cyberspace eingrenzen und neue Rüstungsspiralen verhindern lassen und welche Perspektiven für eine friedliche Entwicklung dieser neuen Domäne bestehen. AbstractWhile cyberspace has evolved into a commonly shared space vital to our individual lives and societies, malicious cyber activities by state actors as part of espionage operations, regarding defense strategies, or as part of traditional conflicts have strongly increased. In contrast, attributing the origin of such activities remains problematic. The ambiguity of digital data raises the problem of misinterpreting available information, increasing the risk of misinformed reactions and conflict escalation. In order to reduce this risk, this paper proposes a transparency system based on technologies which usually already exist for IT security measures that an accused actor in a specific incident can use to provide credible information which plausibly assures his non-involvement. The paper analyses the technical requirements, presents the technical concept and discusses the necessary adjustments to existing IT networks for its implementation. Intended as a measure for conflict de-escalation, the paper further discusses the limitations of this approach, especially with regard to technical limits as well as the political motivation and behavior of states.

ZusammenfassungDer Überfall Russlands auf die Ukraine und der sich anschließende Krieg haben neben vielen anderen sicherheitspolitischen Gewissheiten auch zum ersten Mal die Rolle des Cyberspace in einem offenen Angriffskrieg demonstriert und bedenkenswerte Entwicklungen offenbart. Ziel dieses Beitrags ist es, die militärischen Aktivitäten im Cyberspace im Rahmen des Krieges Russlands gegen die Ukraine auf der Grundlage der öffentlich verfügbaren Informationen zu analysieren und im Hinblick auf die bis dato gängigen Vorstellungen eines Cyberwars zu bewerten. Darauf aufbauend werden mögliche Schlussfolgerungen betrachtet, zum einen mit Blick auf die zukünftige Bedeutung von Cyberaktivitäten für Russland, hinsichtlich des generellen militärischen Einsatzes von Cyberwirkmitteln und dessen weiterer Entwicklung, und in Bezug auf zukünftige internationale Debatten zur Einhegung von Cyberwars und des schädigenden Einsatzes von Cyberwirkmitteln.
