Abstract. Reliable forecasts of building damage due to debris flows may provide situational awareness and guide land and emergency management decisions. Application of debris-flow runout models to generate such forecasts requires combining hazard intensity predictions with fragility functions that link hazard intensity with building damage. In this study, we evaluated the performance of building damage forecasts for the 9 January 2018 Montecito postfire debris-flow runout event, in which over 500 buildings were damaged. We constructed forecasts using either peak debris-flow depth or momentum flux as the hazard intensity measure and applied each approach using three debris-flow runout models (RAMMS, FLO-2D, and D-Claw). Generated forecasts were based on averaging multiple simulations that sampled a range of debris-flow volume and mobility, reflecting typical sources and magnitude of pre-event uncertainty. We found that only forecasts made with momentum flux and the D-Claw model could correctly predict the observed number of damaged buildings and the spatial patterns of building damage. However, the best forecast only predicted 50 % of the observed damaged buildings correctly and had coherent spatial patterns of incorrectly predicted building damage (i.e., false positives and false negatives). These results indicate that forecasts made at the building level reliably reflect the spatial pattern of damage but do not support interpretation at the individual building level. We found the event size strongly influences the number of damaged buildings and the spatial pattern of debris-flow depth and velocity. Consequently, future research on the link between precipitation and the volume of sediment mobilized may have the greatest effect on reducing uncertainty in building damage forecasts. Finally, because we found that both depth and velocity are needed to predict building damage, comparing debris-flow models against spatially distributed observations of building damage is a more stringent test for model fidelity than comparison against the extent of debris-flow runout.

Abstract. Moderate- or high-severity fires promote increases in runoff and erosion, leading to a greater likelihood of extreme geomorphic responses, including debris flows. In the first several years following fire, the majority of debris flows initiate when runoff rapidly entrains sediment on steep slopes. From a hazard perspective, it is important to be able to anticipate when and where watershed responses will be dominated by debris flows rather than flood flows. Rainfall intensity averaged over a 15 min duration, I15, in particular, has been identified as a key predictor of debris flow likelihood. Developing effective warning systems and predictive models for post-fire debris flow hazards therefore relies on high-temporal resolution rainfall data at the time debris flows initiate. In this study, we documented the geomorphic response of a series of watersheds following a wildfire in western New Mexico, USA, with an emphasis on constraining debris flow timing within rainstorms to better characterize debris-flow-triggering rainfall intensities. We estimated temporal changes in soil hydraulic properties and ground cover in areas burned at different severities over >2 years to offer explanations for observed differences in spatial and temporal patterns in debris flow activity. We observed 16 debris flows, all of which initiated during the first several months following the fire. The average recurrence interval of the debris-flow-triggering I15 is 1.3 years, which highlights the susceptibility of recently burned watersheds to runoff-generated debris flows in this region. All but one of the debris flows initiated in watersheds burned primarily at moderate or high soil burn severity. Since soil hydraulic properties appeared to be relatively resilient to burning, we attribute reduced debris flow activity at later times to decreases in the fraction of bare ground. Results provide additional constraints on the rainfall characteristics that promote post-fire debris flow initiation in a region where fire size and severity have been increasing.

Abstract. Debris flows transport large quantities of water and granular material, such as sediment and wood, and this mixture can have devastating effects on life and infrastructure. The proportion of large woody debris (LWD) incorporated into debris flows can be enhanced in forested areas recently burned by wildfire because wood recruitment into channels accelerates in burned forests. In this study, using four small watersheds in the Gila National Forest, New Mexico, which burned in the 2020 Tadpole Fire, we explored new approaches to estimate debris flow velocity based on LWD characteristics and the role of LWD in debris flow volume retention. To understand debris flow volume model predictions, we examined two models for debris flow volume estimation: (1) the current volume prediction model used in US Geological Survey debris flow hazard assessments and (2) a regional model developed to predict the sediment yield associated with debris-laden flows. We found that the regional model better matched the magnitude of the observed sediment at the terminal fan, indicating the utility of regionally calibrated parameters for debris flow volume prediction. However, large wood created sediment storage upstream from the terminal fan, and this volume was of the same magnitude as the total debris flow volume stored at the terminal fans. Using field and lidar data we found that sediment retention by LWD is largely controlled by channel reach slope and a ratio of LWD length to channel width between 0.25 and 1. Finally, we demonstrated a method for estimating debris flow velocity based on estimates of the critical velocity required to break wood, which can be used in future field studies to estimate minimum debris flow velocity values.

Tens of thousands of landslides were generated over 10,000 km2 of North Canterbury and Marlborough as a consequence of the 14 November 2016, Mw7.8 Kaikōura Earthquake. The most intense landslide damage was concentrated in 3500 km2 around the areas of fault rupture. Given the sparsely populated area affected by landslides, only a few homes were impacted and there were no recorded deaths due to landslides. Landslides caused major disruption with all road and rail links with Kaikōura being severed. The landslides affecting State Highway 1 (the main road link in the South Island of New Zealand) and the South Island main trunk railway extended from Ward in Marlborough all the way to the south of Oaro in North Canterbury. The majority of landslides occurred in two geological and geotechnically distinct materials reflective of the dominant rock types in the affected area. In the Neogene sedimentary rocks (sandstones, limestones and siltstones) of the Hurunui District, North Canterbury and around Cape Campbell in Marlborough, first-time and reactivated rock-slides and rock-block slides were the dominant landslide type. These rocks also tend to have rock material strength values in the range of 5-20 MPa. In the Torlesse 'basement' rocks (greywacke sandstones and argillite) of the Kaikōura Ranges, first-time rock and debris avalanches were the dominant landslide type. These rocks tend to have material strength values in the range of 20-50 MPa. A feature of this earthquake is the large number (more than 200) of valley blocking landslides it generated. This was partly due to the steep and confined slopes in the area and the widely distributed strong ground shaking. The largest landslide dam has an approximate volume of 12(±2) M m3 and the debris from this travelled about 2.7 km2 downslope where it formed a dam blocking the Hapuku River. The long-term stability of cracked slopes and landslide dams from future strong earthquakes and large rainstorms are an ongoing concern to central and local government agencies responsible for rebuilding homes and infrastructure. A particular concern is the potential for debris floods to affect downstream assets and infrastructure should some of the landslide dams breach catastrophically. At least twenty-one faults ruptured to the ground surface or sea floor, with these surface ruptures extending from the Emu Plain in North Canterbury to offshore of Cape Campbell in Marlborough. The mapped landslide distribution reflects the complexity of the earthquake rupture. Landslides are distributed across a broad area of intense ground shaking reflective of the elongate area affected by fault rupture, and are not clustered around the earthquake epicentre. The largest landslides triggered by the earthquake are located either on or adjacent to faults that ruptured to the ground surface. Surface faults may provide a plane of weakness or hydrological discontinuity and adversely oriented surface faults may be indicative of the location of future large landslides. Their location appears to have a strong structural geological control. Initial results from our landslide investigations suggest predictive models relying only on ground-shaking estimates underestimate the number and size of the largest landslides that occurred.
