Decentralization reforms aim at strengthening democracy by promoting political participation among citizens. Research shows (1) that information is a prerequisite for political participation and (2) that people face different private costs in acquiring information. Here we combine the two lines of research and ask: what private costs hamper the acquisition of information on decentralization? For the analysis, we use data from an indigenous population of lowland Bolivia. We surveyed 319 Tsimane' adults in 12 villages. We found that nine years after the passage of the decentralization laws, knowledge about those reforms had only partially reached the Tsimane'. People who live closer to municipal towns, had more schooling, and participated in the market economy were more aware of decentralization. Political authorities trying to spread the potential benefits of decentralization should address the structural limitations of the dissemination of political knowledge.

The success of long-term sustainable management of natural resources depends on local people's support. Assessing local people's attitudes, taking into account their needs, and respecting their opinions should become a management priority. In India, in the last 20 years, community needs and aspirations in forest management were handled through Joint Forest Management with varying degrees of success. Recently, the Forest Rights Act (2006) was passed to recognize and vest forest rights in forest dwelling communities. This major policy development is still in implementation, but little is known about how this devolution process will affect people's attitudes toward forests. In this paper, we analyze associations between attitudes toward state controlled forests (Reserved Forests) and (i) awareness about the Forest Right Act, (ii) attitudes toward the State Forest Department, and (iii) participation in forest management groups of mostly tribal forest dwellers in the district of Kodagu (Karnataka). We collected information with a structured questionnaire among 247 villagers living under three different land tenure and management regimes: (1) private coffee plantations, (2) Reserved Forest, and (3) National Park. The results of the multivariate analyses show that people are more likely to appreciate Reserved Forests if they have more knowledge about the Forest Rights Act and if they have positive attitudes toward the State Forest Department. A sobering result in our sample is that participation in formal forest management groups is negatively associated to attitudes toward Reserved Forests, suggesting the Joint Forest Management model doesn't necessarily help the transition from coercion to consent. Increasing local people awareness about their rights and improving their relations with the formal forest stewards remain priorities for sustainable forest management to emerge in India.

Based on qualitative research and a case study analysis, this article describes how a local conservation initiative grounded on the potential to trade carbon offsets in the voluntary market has triggered a multipurpose scheme for community conservation in the ejido of Felipe Carrillo Puerto, Mexico. We describe how the Felipe Carrillo Puerto has engaged in the creation of two community-conserved areas, an ecotourism venture, and two projects of payment for environmental services. We show how creating a portfolio of conservation projects has allowed the ejido to diversify their sources of income in addition to creating an important number of jobs related to conservation. We discuss the implications of the community experiences with different conservation schemes, the market-based instruments that can trigger community conservation, and the importance of giving local communities the opportunity to define their own conservation paths.

The last two decades have seen a proliferation of research frameworks that emphasise the importance of understanding adaptive processes that happen at different levels. We contribute to this growing body of literature by exploring how cultural (mal)adaptive dynamics relate to multilevel social-ecological processes occurring at different scales, where the lower levels combine into new units with new organizations, functions, and emergent properties or collective behaviors. After a brief review of the concept of "cultural adaptation" from the perspective of cultural evolutionary theory, the core of the paper is constructed around the exploration of multilevel processes occurring at the temporal, spatial, social, and political scales. We do so by using insights from cultural evolutionary theory and by examining small-scale societies as case studies. In each section, we discuss the importance of the selected scale for understanding cultural adaptation and then present an example that illustrates how multilevel processes in the selected scale help explain observed patterns in the cultural adaptive process. The last section of the paper discusses the potential of modeling and computer simulation for studying multilevel processes in cultural adaptation. The governance of ecosystem services (ES) has been predominantly thought of in terms of market or state-based instruments. Comparatively, collective action mechanisms have rarely been considered. This paper addresses this gap by proposing a conceptual framework that brings together ES, social interdependencies, and collective action thinking. We use an ES conceptual lens to highlight social interdependencies among people so as to reflect on existing or potential collective actions among them. This framework can also contribute to increasing people's awareness of their mutual interdependencies and thereby fostering, framing, or enriching collective action, in ways that take into account the diversity and complexity of ecological processes underlying human activities. Our approach can contribute in particular to agroecological transitions that require landscape level innovations and coordination mechanisms among land users and managers. The framework distinguishes three types of social interdependencies: (i) between ES beneficiaries and ES providers, (ii) among beneficiaries, and (iii) among providers. These social interdependencies are in turn analyzed according to four main dimensions that are critical for collective action: (i) cognitive framing of interdependencies, (ii) levels of organization, (iii) formal and informal institutions, and (iv) power relations. Finally, we propose a strategy to turn this framework into action in contexts of participatory action research, a strategy grounded on a number of methodological principles and tools that convey complexity and increase people's awareness of interdependencies in agrarian social-ecological systems.
