In implementing the European Green Deal to align with the Paris Agreement, the EU has raised its climate ambition and in 2022 is negotiating the distribution of increased mitigation effort among Member States. Such partitioning of targets among subsidiary entities is becoming a major challenge for implementation of climate policies around the globe. We contrast the 2021 European Commission proposal - an allocation based on a singular country attribute - with transparent and reproducible methods based on three ethical principles. We go beyond traditional effort-sharing literature and explore allocations representing an aggregated least regret compromise between different EU country perspectives on a fair allocation. While the 2021 proposal represents a nuanced compromise for many countries, for others a further redistribution could be considered equitable. Whereas we apply our approach within the setting of the EU negotiations, the framework can easily be adapted to inform debates worldwide on sharing mitigation effort among subsidiary entities.

The UN Paris Agreement puts in place a legally binding mechanism to increase mitigation action over time. Countries put forward pledges called nationally determined contributions (NDC) whose impact is assessed in global stocktaking exercises. Subsequently, actions can then be strengthened in light of the Paris climate objective: limiting global mean temperature increase to well below 2 °C and pursuing efforts to limit it further to 1.5 °C. However, pledged actions are currently described ambiguously and this complicates the global stocktaking exercise. Here, we systematically explore possible interpretations of NDC assumptions, and show that this results in estimated emissions for 2030 ranging from 47 to 63 GtCO2e yr−1. We show that this uncertainty has critical implications for the feasibility and cost to limit warming well below 2 °C and further to 1.5 °C. Countries are currently working towards clarifying the modalities of future NDCs. We identify salient avenues to reduce the overall uncertainty by about 10 percentage points through simple, technical clarifications regarding energy accounting rules. Remaining uncertainties depend to a large extent on politically valid choices about how NDCs are expressed, and therefore raise the importance of a thorough and robust process that keeps track of where emissions are heading over time. ; ISSN:2041-1723

The Paris Agreement, adopted in 2015, paved the way for a new hybrid global climate governance architecture with both bottom-up and top-down elements. While governments can choose individual climate goals and actions, a global stocktake and a ratcheting-up mechanism have been put in place with the overall aim to ensure that collective efforts will prevent increasing adverse impacts of climate change. Integrated assessment models show that current combined climate commitments and policies of national governments fall short of keeping global warming to 1.5 °C or 2 °C above preindustrial levels. Although major greenhouse gas emitters, such as China, the European Union, India, the United States under the Biden administration, and several other countries, have made new pledges to take more ambitious climate action, it is highly uncertain where global climate policy is heading. Scenarios in line with long-term temperature targets typically assume a simplistic and hardly realistic level of harmonization of climate policies across countries. Against this backdrop, this article develops four archetypes for the further evolution of the global climate governance architecture and matches them with existing sets of scenarios developed by integrated assessment models. By these means, the article identifies knowledge gaps in the current scenario literature and discusses possible research avenues to explore the pre-conditions for successful coordination of national policies towards achieving the long-term target stipulated in the Paris Agreement.

In order to evaluate the effectiveness of climate policy, it is important to understand emission trends and policies at the national level. The 2015 Paris Agreement includes (Intended) Nationally Determined Contributions, so-called (I)NDCs, outlining the contribution of different Parties to the overall target of the agreement to limit global mean temperature increase to well below 2 °C. Here, we assess emission trajectories and the energy system transition of 11 major economies (in the remainder: countries) projected by integrated assessment models (IAMs) for baseline and cost-optimal 450 ppm CO2 eq mitigation scenarios and compare the results with the (I)NDCs. Limiting global temperature increase to below 2 °C implies a substantial reduction of the estimated available carbon budget for each country. The national carbon budgets between 2010 and 2100 showed reductions between the baseline and the 2 °C consistent mitigation scenario ranging from 52% in South Korea to 95% in Brazil. While in the baseline scenario, the share of low-carbon primary energy sources is projected to remain around 15% (with Brazil being a notable exception, reaching 30%); in the mitigation scenarios, the share of low-carbon energy is projected to increase to over 50% in 2050 in nearly all countries, with the EU, Japan and Canada reaching the largest shares. Comparison with the (I)NDCs shows that in Brazil, Canada, the EU, Mexico (conditional target), South Korea and the USA, the emission reduction targets of the NDCs are closer to the mitigation requirement of the 2 °C scenario; in other countries, however, there is still a large gap. The national detail of the indicators adds to the literature on low-carbon emission pathways, assists the assessment of the Paris Agreement and provides support to national policymakers to identify focus areas for climate policy in the coming years.
