During 1950 the mountain areas of Southern and Northern VietNam became crown land. But since the budget of these territories draws three quarters of its revenue from the national Viet-Namese central budget, local authorities have evolved a long term financial policy based on development of local resources. Methods of tax collection have been improved, and provincial budgets have been awarded greater fractions of certain national taxes. However, owing to the continuous growth of local expenditures, government grants will not be reduced yet. A taxation Reform Commission has been set up; it takes into account the area's poor demographic conditions and their agricultural value. (Author's abridged Summary).
