In this study, we review the literature on climate change adaptation measures in the transport sector. Many of the measures proposed are rather conceptual and far from concrete, probably due to the fact that climate change effects on transport are either unknown or highly uncertain. Given the limited information on the potential magnitude of climate damages and the various uncertainties involved, postponement of adaptation investments may well be the most sensible strategy at the moment, especially when investments are substantial and irreversible. Furthermore, monitoring of relevant climatic changes and ongoing research into climate change effects are important elements of a pro-active adaptation strategy. Irreversible decisions, such as the ones on spatial organization, likely require a more active strategy, e.g. in the form of making spatial reservations. We further discuss the interdependency between optimal mitigation and adaptation, an issue that is often overlooked in the literature. Finally, most operators and governmental bodies are not used to dealing with risk and uncertainty, and generally base their decisions on single risk values only, likely leading to under- or overinvestment. We discuss several relevant topics in this area and highlight methods that can be used to better deal with these issues. © 2012 Copyright Taylor and Francis Group, LLC.

As a consequence of the ongoing growth in demand for houses in the Netherlands over recent decades, the fraction of the total surface used for residential purposes has expanded rapidly. The location patterns of new residential construction are the result of various forces: government intervention aiming at the preservation of open space via zoning, new-town, and 'compact-city' policies, and market forces reflecting preferences on the demand side (households and real-estate developers). The main factors influencing the location of residential construction are analysed by means of a statistical analysis. The most significant variables appear to be the proximity of a location to existing residential areas, location in new towns receiving government support, the accessibility of workplaces, distance to railway stations, and, to a lesser extent, the accessibility of nature, surface water, and recreational areas.

Lowering speed of car drivers will have positive impacts on environmental pollution and the number of road accidents. It is therefore a potentially interesting policy option for governments which want to reduce negative externalities of transport. In this paper the acceptance of such polities is analyzed by means of a survey questionnaire among car drivers and public transport users. First, an analysis is presented on the general speed behaviour, the behaviour on distinct road types, the acceptance of lower limits, and the acceptance and perception of electronic speed limiters. Next, a statistical analysis of subgroups is carried out. It is concluded that the speed of car drivers is in general not considered as a main problematic issue by drivers and non-drivers; therefore there is little scope for the acceptance of changes in speed polities. When speed polities are changed (lower limits) it seems most effective to emphasize safety aspects in order to increase support of the public. However, psychological factors of speed behaviour may play an important role in this respect.

This paper is focused on the intersection of two main policy 'tracks' followed in the Netherlands for the containment of road transport externalities: transport plans at the firm level, and regulatory parking policies. In this paper an applied modelling approach is taken, and the aim is to identify the relative importance of factors that are decisive for the viability of an individual firm's parking policies. The outcomes of an empirical survey conducted at the corporate level of the Free University in Amsterdam are used to discuss the social feasibility of regulatory parking policies conducted at the firm level (in terms of the employees' attitudes) and the effectiveness of such policies. Insight is provided into relevant backgrounds and obstacles serving to affect employees' commuting behaviour and that are likely to be encountered in the formulation of regulatory transport policies at the firm level. Moreover, the outcomes of this research may be relevant for the evaluation of regulatory parking policies at larger spatial scales (for example, neighbourhood parking schemes).

This paper discusses a number of issues centred around the evaluation of the benefits and costs of transport. It is argued that, for various reasons, transport cannot be treated as an 'ordinary' economic sector, and in the paper the policy implications of a number of the sector's peculiarities are addressed. Both efficiency aspects and considerations of equity and social feasibility of policies are dealt with.

The authors extend previous literature on variations in mobility rates across local housing markets by examining the linkage of mobility rates at the household level to the structure of local housing markets. The results suggest that residential mobility rates differ widely across local housing markets, substantiating the view that residential relocation is intimately intertwined with conditions at the local level. Local housing-market conditions also have different effects on mobility rates for renters and owner-occupiers. The results suggest that variation in residential mobility rates across housing markets can be in part explained by level of urbanization, the tenure structure, the degree of government intervention, and the size of the housing market. Remarkably, these differences in local housing markets cannot be seen to be related to housing-market features only. The results suggest that these differences can also be attributed to the behavior or attitude of households with respect to housing.
