The purpose of this paper is to describe, explain, and assess the most significant legislative changes in international copyright law over the past ten years (1995-2005), with a particular focus on the roles of authors and artists, understood as the actual creators of copyrightable works. Focusing on the legal protection against circumvention of technological measures, this paper studies the wave of legislative reforms triggered by the adoption of the WCT and the WPPT by examining both the impact artists had on these reforms and how these reforms affect current and future artistic practices. Moreover, this paper discusses the most important concept that underlies copyright legislation in the digital millennium, namely the idea that copyright is property.
