Résumé Au cours de ces cinquante dernières années, on distingue trois tendances dans l'étude comparative de l'administration publique ces. La première est aujourd'hui assez marquée, mais les deux autres ne sont sans doute qu'en train de voir le jour. La première est un passage de l'approche normative à une approche plus empirique. La deuxième concerne l'importance qu'on commence à accorder aux méthodes « nomothétiques » par opposition aux méthodes essentiellement « idiographiques ». Et la troisième concerne l'abandon des modes de pensée non écologiques au profit des modes écologiques . J'aborderai chacune de ces tendances tour à tour.

Globalization involves escalating human mobility -- more & more people are able to move from place to place, not just as migrants seeking new homes but as sojourners visiting different countries where they may stay for longer or shorter periods of time. The result for any state is a growing diversity of its resident population & increasing pressure to support & represent the interests of its citizens living abroad. The prevailing models for organizing a democracy were shaped generations ago & may well be inadequate for coping with the new problems generated by modernity & globalization. It is a great pleasure for me to return to Korea 44 years after I participated in the founding session of the Korean Association for Public Administration. The far-reaching changes that have taken place since then make me think about the changes likely to occur during the next 40 years - what will Public Administration in Korea be like in 2040? I know I shall not see them, but some of you will, and I ask you to think about them and how they may re-shape your lives. Perhaps after I've stopped talking, you can contribute to this discourse by offering your own forecasts.

Widespread apprehension and fear of catastrophe pervade the world at the close of the twentieth century. The Cold War finale, paradoxically, has not brought an end to history or opened an era of universal peace and democratic capitalism. Instead, we see violent conflicts between weakened states and rebellious ethnonational communities. An explanation cannot be found in primordialist theories or current expediency—instead, we must look to historical forces rooted in modernity and the rise and fall of industrial empires. From their ashes a host of newer states and mobilizing ethnic nations have arisen, all hoping to experience the fruits of modernization: notably industrialization, democracy and nationalism.
