AbstractAs state capitals and city halls influence our daily lives, how can students become active participants in the affairs of their communities (Saffell and Basehart 2009)? For students to explore this question and local policy making in general, I developed a city council simulation for a state and local government course. This article describes the details of this city council simulation so that it can be easily replicated. Moreover, the goal is for students to move beyond classroom lectures and become more informed participants of local policy making.

AbstractThe purpose of this article was to question whether interest group actions during the pre‐proposal stage of U.S. federal rulemaking influences the language proposed in natural resource agency rules. The influence of interest groups during this stage was examined across three case studies: (1) the United States Fish and Wildlife Service (USFWS) critical habitat designation for Nebraska's Salt Creek tiger beetle, (2) the USFWS critical habitat designation for the Utah/Arizona Shivwits and Holmgren milk vetch, and (3) the USFWS delisting of the Northern Rocky Mountain gray wolf population from the endangered species list. To analyze these three cases, a frame analysis approach is used and offers evidence to support the proposition that the instructive, expertise, and fiscal feasibility frames that stakeholders used during the pre‐proposal stage can shape the language of a Notice of Proposed Rulemaking. These cases suggest the rich potential for careful study of the earliest stages in the regulatory and administrative rulemaking process in the United States and beyond.

When we think about environmental policy and regulation in the U.S., our attention invariably falls on the federal level and, more specifically, the U.S. Environmental Protection Agency. Although such a focus is understandable, it neglects the actors most responsible for the implementation and maintenance of the nation's environmental laws - the states. Recognition of the importance of the states still ignores an even smaller subsection of actors, inspectors. These front-line actors in state environmental agencies are the individuals responsible for writing environmental rules and ensuri.

AbstractThe promulgation of the Mandatory Reporting of Greenhouse Gases Rule stands as the first step to developing a comprehensive national approach to climate change. However, what role, if any, did interest groups play in the development of this rule? This paper applies Kingdon's multiple streams model as a descriptive framework to analyze interview data for this rule to better understand interest group involvement across all the stages of the rule‐making process (rule development, notice and comment phase, and rule finalization). Our research suggests that interest groups were indeed influential throughout the process, but those involved during rule development were clearly at an advantage.

This research is an effort to focus on frontline regulators with the Ohio Environmental Protection Agency and Wisconsin Department of Natural Resources. An online survey was conducted of frontline regulators in these agencies to explore their knowledge, attitudes, and perspectives on policy implementation. More specifically, we endeavor to answer how frontline workers implement environmental policy. To analyze these data, we use two categorizations of factors (knowledge and attitudes, and contextual factors) offered by May and Winter (2009) to examine what influences the decision making of frontline regulators in their regulatory interactions. We find that despite common presumptions of adversarialism in the environmental regulatory arena, the frontline environmental inspectors in these states generally have positive attitudes of their regulatory colleagues and cope well with external contextual factors. While our findings are exploratory and descriptive, we argue that they are important for the next generation of environmental policy in the USA. . [Copyright John Wiley and Sons, Ltd.]
