Medical Intelligence - MEDINT, as a relatively novel platform of intelligence, focuses on the public health as one of the most important and valuable social categories, while at the same time promoting a complex and diverse range of unconventional security risks and threats. In modern practice, basically we can recognize three applied forms of MEDINT: military (within the military intelligence and security sector), civil (as a segment of public security) and commercial (as personalized medical consulting service). This paper describes the fundamental elements of the historical genesis of MEDINT, as well as its evolution through the history of warfare and international conflicts focusing on its transfer from a military to a civil security-intelligence matrix. In addition, it promotes the five key areas of contemporary civil MEDINT: public health; agricultural resources; the environment; the health of prominent individuals (VIP health) and monitoring of dual use biotechnological R&D ( as well as their practical application). Also it shows the most significant features of MEDINT as one very specific form of contemporary intelligence. With respect to the obvious comprehensiveness of the area of its operation, it is quite clear that MEDINT has to be based on the collection, processing and analysis of a huge amount of diverse information and data. Hence, its implementation requires the selection and engagement of experts of various profiles that must be carefully introduced into the intelligence community. Subsequently, this paper places and analyzes MEDINT within the context of the national security-intelligence community of the Republic of Serbia. It depicts the most significant challenges in the introduction of the topic of public health into the national security agenda, pointing out the lack of a legal framework and the importance of the support of key decision-makers. Finally, it emphasizes the importance of integrative implementation of MEDINT into the national intelligence community, which would functionally connect the state institutions of management as well as its security-intelligence subjects with the institutions of public health, civil society, and the academic community. ; Mедицински обавештајни рад – МЕДИНТ као релативно нова платформа обавештајног деловања, у фокус свог рада поставља јавно здравље као једну од најзначајнијих вредносних категорија друштва, промовишући при томе читав комплексан и разноврстан спектар неконвенционалних безбедносних ризика и претњи. Овај рад описује основне елементе историјске генезе МЕДИНТ-а, као и његов трансфер из војних у цивилне обавештајно-безбедносне матрице. Такође, он приказује и најзначајније особености МЕДИНТ-а као врло специфичне форме савременог обавештајног рада. Коначно, МЕДИНТ је постављен и анализиран у контексту националне обавештајно-безбедносне заједнице Републике Србије. При томе, представљени су и највећи изазови у његовој интегративној имплементацији која би функционално по- везивала кључне управљачке и обавештајно-безбедносне субјекте државе са институцијама из домена јавног здравља, цивилног друштва и академске заједнице.

Due to the specific resources, available to all armies of the world within their stipulated missions, such armies play an important role in the fight against biological threats, especially the potentially most dangerous, bioterrorism. The real threat of misuse of biological agents and the possible consequences of asymmetric threats to public health, society, agriculture, economy and political stability has clearly been recognized in recent years. The Republic of Serbia is committed to giving its contribution to the global fight against this danger, given the experience it has in the care and treatment of infectious diseases, primarily of a zoonotic character that are present in our geographic area, as well as the response to crisis situations which create favorable conditions for the spread of infectious diseases. The Serbian Armed Forces and its capacities in the field of chemical, biological, radiological and nuclear services, and its medical and veterinary services which have a long tradition and experience is ready to actively participate in the implementation of the measures of prevention and response in the case of biological threats contributing to the civilian community, medical services, and society as a whole in order to protect the life and health of the population. ; Usled posebnih izvora dostupnih svim armijama sveta u okviru ostvarenja svojih strateških zadataka, one igraju značajnu ulogu u borbi protiv bioloških pretnji, naročito onih potencijalno najopasnijih―bioterorizma. Danas postoji stvarna pretnja zloupotrebe bioloških agenasa čije bi posledice predstavljale asimetričnu pretnju javnom zdravlju, društvu, poljoprivredi, ekonomiji i političkoj stabilnosti, i ona je jasno prepoznata tokom nekoliko prethodnih godina. Republika Srbija je opredeljena da da svoj doprinos globalnoj borbi protiv ove opasnosti polazeći od iskustva koje ima u prevenciji i tretmanu zaraznih bolesti, prvenstveno onih sa životinjskim poreklom prisutnih u našoj geografskoj oblasti. Ona ima spreman odgovor i u kriznim situacijama koje stvaraju pogodne uslove za širenje zaraznih bolesti. Oružane snage Srbije sa svojim kapacitetima u hemijskoj, biološkoj, radiološkoj i nuklearnoj oblasti, kao i dugogodišnjom tradicijom i iskustvom u pružanju medicinskih i veterinarskih usluga, spremne su aktivno da doprinesu primeni mera prevencije i odgovora u slučaju bioloških pretnji, pomažući civilnoj zajednici, medicinskim službama i društvu u celini, sa ciljem zaštite života i zdravlja stanovništva.

Bioterrorism today represents a current threat and risk that could have enormous health, environmental, economic, social, political and psychological consequences. Variola (smallpox) virus is classified as class A of potential biological weapons, due to its microbiological, genetic, antigenic and epidemiological characteristics. The potential danger is more real because vaccination against smallpox has stopped since disease eradication in 1979. That is why we want to share our unique, rich experience and acquired knowledge in the fight against this highly contagious and deadly disease during the smallpox outbreak in ex-Yugoslavia in 1972. It was the largest postwar epidemic in Europe during which were officially registered 175 ill patients, 35 of them with lethal outcome. This outbreak was specific by the time of its occurrence, the affected territory, dimensions and some epidemiological characteristics, but also by well-organized, synchronized and efficient reaction of the competent state services in the fight against it.
