We analyze the impact of land conservation policies on income distribution using a two-sector model. We find that conservation policies can have important distributional effects through changes in rents and wages. We show how aggregate rents rise when protected areas increase despite the reduction of land availability. Simultaneously, real wages decrease in consequence of higher agricultural prices. These distributional changes also affect the efficiency of conservation policies since higher rents lead to deforestation elsewhere. Results suggest that Pareto improving compensation should also be aimed at agricultural workers.

Conservation programs have increased significantly, as has the evaluation of their impacts. However, the evaluation of their potential impacts beyond program borders has been scarce. Such spillovers can significantly reduce or increase net impacts. In this review, we discuss how conservation programs might affect outcomes beyond their borders and present some evidence of when they have or have not. We focus on five major channels by which spillovers can arise: (1) input reallocation; (2) market prices; (3) learning; (4) nonpecuniary motivations; and (5) ecological-physical links. We highlight evidence for each channel and emphasize that estimates often may reflect multiple channels. Future research could test for spillovers within different contexts and could separate the effects of different channels.

AbstractThe number of protected areas around the world has significantly increased. However, the effects of this policy on the wellbeing of local households are still under debate. Using pre-treatment characteristics and household surveys with highly disaggregated geographic reference, we explore how national parks affect the wages of local workers in Costa Rica. We use matching techniques to control for the endogenous location of parks. We find that parks' effects on wages are, on average, positive and significant, but the magnitudes vary. Wages close to parks are higher for local workers living near tourist entrances. However, there is no robust evidence of positive effects for those close to parks but far away from tourist entrances. With our individual-level data, we also show that the positive effects on local households might not be as large as suggested by previous studies that use aggregated level data containing both local and immigrant households.

Protected areas (PAs) are the leading tools to conserve forests. However, given their mixed effectiveness, we want to know when they have impacts internally and, if they do, when they have spillovers. Political economy posits roles for the level of government. One hypothesis is that federal PAs avoid more internal deforestation than state PAs since federal agencies consider gains for other jurisdictions. Such political differences as well as economic mechanisms can cause PA spillovers to vary greatly, even from "leakage," more deforestation elsewhere, to "blockage," less deforestation elsewhere. We examine internal impacts and local spillovers for Brazilian Amazon federal and state agencies. Outside the region's "arc of deforestation," we confirm little internal impact and show no spillovers. In the "arc," we test impacts by state, as states are large and feature considerably different dynamics. For internal impacts, estimates for federal PAs and indigenous lands are higher than for state PAs. For local spillover impacts, estimates for most arc states either are not significant or are not robust; however, for Pará, federal PAs and indigenous lands feature both internal impacts and local spillovers. Yet, the spillovers in Pará go in opposite directions across agencies, leakage for indigenous lands but blockage for federal PAs, suggesting a stronger external signal from the environmental agency. Across all these tools, only federal PAs lower deforestation internally and nearby. Results suggest that agencies' objectives and capacities are critical parts of the contexts for conservation strategies.

The literature analyzing the effects of extreme weather events on social and economic outcomes has increased significantly in the last few years. Most of these analyses use either self-reported data about whether the storm affected the respondent or aggregated data such as precipitation at municipality level. We argue that these estimates might be biased due to the inclusion of households that are not directly affected but live close enough to be indirectly affected through economic or government assistance spillovers. Using data for Guatemala, we estimate separately the direct and indirect effects of Tropical Storm Stan on subjective economic well-being. We find that households that were directly affected by Stan are significantly more likely to report being poorer after the storm. We also find that the direct effects of the storm are similar in poor and less-poor agricultural municipalities. However, in non-agricultural municipalities, the effects are larger in less-poor municipalities. Reducing poverty rates might not be enough to address the problems related to climate shocks, which are expected to increase with climate change. We also find that households indirectly affected in non-poor municipalities reported being significantly worse off and households indirectly affected in poor municipalities reported being significantly better off. Given that shocks and responses to shocks will likely affect households that were not directly exposed, estimates of these effects are difficult to measure without simultaneously considering exposure data at both the household level and municipality level.
