The study indicates that the people have not in any significant proportion, reached firm conclusions or formulated adequate reasons for their announced conclusions, because: (1) most people are primarily concerned with day to day activities; (2) citizens are not equipped by training or experience to exercise an informed judgment on international issues; (3) a lack of intelligent and courageous leadership in the executive and legislative branches exists; (4) newspapers and periodicals lack depth analysis and a discussion of principles or of advocated measures, to inspire further study; and, (5) interest groups lack the necessary membership and funds to start grass-roots movements. Methodologically, therefore, the Ss, not having seen the 6 propositions before, made their choices 'for the first time and after little reflection.' We must know not only the choices but the reasons why; and, if the choice is based on partial knowledge, or contradict facts, the answers are valueless. Justice Roberts feels that 'our people generally have not given the questions involved that intense study they deserve.' L. P. Chall.
