Reports research undertaken on behalf of the Welsh Refugee Council, a regional body charged with the task of ensuring fair treatment of refugees after settlement. Questionnaire data from a variety of organizations involved in this effort (total N = 329) were used to (1) derive estimates of the number of refugees & asylum seekers & determine their geographical distribution; (2) create an inventory of service provision for refugees; & (3) analyze the assumptions underpinning this provision. The overarching conclusion is that provision for refugees can only be understood with reference to three cultures: those of ignorance, disbelief, & denial. 4 Figures, 12 References.
