Televisión Serrana es un proyecto de vídeo y televisión que se ejecuta en la Sierra Maestra de Cuba. Chasqui dialogó con Waldo Ramírez, realizador del proyecto y quien ganó el segundo premio del concurso de televisión comunitaria organizado en el marco del festival, para conocer algunos detalles del proceso desarrollado conjuntamente con los campesinos de la zona. El vídeo puede ser una posibilidad para ampliar el negocio del cine, por medio del alquiler o venta de películas; una posibilidad de mejorar las características tradicionales de la televisión por medio de la producción independiente; puede servir como medio de promoción institucional o capacitación de personal. Sin embargo, junto a estos usos se ha desarrollado otro cuya finalidad es la de educación y comunicación popular, generando nuevas posibilidades de participación social, que rescatan la cotidianidad y articulan formas y contenidos innovadores, como una opción política comprometida con el sentir de los sectores populares.

The paper presents the theoretical and methodological frameworks and the contributions of a research on the protection of property policy for displaced population, and its transformation into land restitution policy. This research involved, among other approaches, institutional ethnography in the Land Protection Project for the Displaced Population (PPTP). The study was a very particular ethnographic case, because the operating procedure of the PPTP was not conventional for an state institution, and also because during the research there was a significant change in the logic of government that led to the transformation of PPTP into an Special Administrative Unit for the Land Restitution of the Displaced Population (URT). In this sense, the paper will discuss three aspects: The relevance of the theoretical frameworks used to analyze the political and the State (Trouillout 2003, 2011, Rose and Miller 1992, Sharma and Guptha 2006); the methodological challenges of this ethnographic approach in a changing political context; and finally, it will bring some reflections of applied research. ; En este artículo reflexiona sobre los marcos teórico-metodológicos y los aportes de una investigación realizada sobre la política de protección de los bienes de la población desplazada y su transformación en política de restitución de tierras. Esta investigación implicó, entre otros abordajes, una etnografía institucional en el Proyecto de Protección de Tierras para la Población Desplazada (PPTP en adelante). El estudio resultó ser un caso etnográfico bastante particular; por una parte por las características del PPTP que se salen de la estructura normal de funcionamiento de una institución pública, y por otra parte porque durante la realización de la investigación se produjo un viraje significativo en las lógicas de gobierno que dieron origen a la transformación del PPTP en la Unidad Administrativa Especial para la Restitución de Tierras de la Población Desplazada (URT en adelante). En este sentido se discutirá sobre tres aspectos: por una parte sobre la pertinencia de los marcos teóricos utilizados para analizar lo político y al Estado (Trouillout 2003, 2011, Rose y Millar 1992, Sharma y Guptha 2006); por otra parte los retos metodológicos de esta aproximación etnográfica en un contexto político cambiante y finalmente aportaremos algunas reflexiones sobre los alcances de la investigación aplicada en facetas extra académicas.

International audience ; This investigation explores the association between the implementation, use and appropriation of information technologies in the decision making process in the public sector. The study adopted a quantitative approach with data collected from the application of a questionnaire to 294 employees at the mayoralty of the city of Bucaramanga, Colombia. Results show that understanding information technologies as part of a structured and gradual process can positively influence those who make decisions, facilitating and speeding up their work. The above requires three previous steps: first, to carry out implementations of information technologies in accordance with strategic planning; second, use those implemented technologies in a prolonged way over time; and third, appropriate such technologies to the point where its advantages are taken grasped of in a natural way to obtain effective results in the development of work activities. The practical implications of the influence of information technologies in decision- making in the public sector are to facilitate and expedite the decision-making process of workers who decide, through the implementation of approval channels, the availability and security of information, the historical evidence and the prioritization of resources. ; Esta investigación explora la asociación de la implementación, uso y apropiación de las tecnologías de la información en entidades públicas. El estudio adoptó un enfoque cuantitativo con datos recolectados a partir de la aplicación de un cuestionario a 294 empleados a la alcaldía de la ciudad de Bucaramanga, Colombia. Los resultados muestran que tomando las tecnologías de información como un proceso estructurado y gradual se logra influir positivamente en aquellos que toman las decisiones, facilitando y agilizando su trabajo. In a similar way to its predecessor ERIGrid, the fundamental objective of the ERIGrid 2.0 project is to provide on-site and remote lab access to an integrated Research Infrastructure (RI), operated at 21 distributed installations in 13 countries. The ERIGrid 2.0 lab access programme is offered mainly to the European research community where the need of investigating and validating complex smart grids configurations and smart energy systems is essential. The access scheme includes free of charge access to the integrated infrastructure, technological and scientific support and funding to cover travel and accommodation during the on-site stays. This document specifies the general rules and conditions of the ERIGrid 2.0 lab access scheme, describing the eligibility of the User Groups (UGs), access procedure, public calls, proposal evaluation and selection, and hosting of researcher groups at the facilities on offer. For the user projects to be implemented in the lab, a contract must be signed between the user group and the host laboratory before getting access to the infrastructure: a contract model is also included in this report which is to be used as a reference for regulating the implementation of all projects and stays at ERIGrid 2.0 infrastructures. Moreover, this document indicates the mandatory provisions for the dissemination of the results of the implemented user projects. At the difference of ERIGrid, ERIGrid 2.0 widens the scope of accessibility offering the possibility of Virtual Access (VA) to researchers around the world. Eight databases, real-time data or simulation platforms are made available on-line free of charge, without prior submission and evaluation of a project proposal, the signature of a contract or a mandatory reporting of the results.

In this paper, a comparative assessment of the Image Divide and Link Algorithm (ID&L) in different color spaces is presented. This, in order to show the significance of choosing a specific color space when the algorithm computes the dissimilarity measure between adjacent pixels. Specifically, the algorithm procedure is based on treating a digital image as a graph, assigning a weight to each edge based on the dissimilarity measure between adjacent pixels. Then, the algorithm constructs a spanning forest through a Kruskal scheme to order the edges successively while partitions are obtained. This process is driven until all the pixels of the image are segmented, that is, there are as many regions as pixels. One of the main challenges of fuzzy community detection problems is to be able to measure the quality of a fuzzy partition. In this paper, we present an alternative way of measuring the quality of a fuzzy community detection output based on n-dimensional grouping and overlap functions. Moreover, the proposed modularity measure generalizes the classical Girvan–Newman (GN) modularity for crisp community detection problems and also for crisp overlapping community detection problems. Therefore, it can be used to compare partitions of different nature (i.e. those composed of classical, overlapping and fuzzy communities). Particularly, as is usually done with the GN modularity, the proposed measure may be used to identify the optimal number of communities to be obtained by any network clustering algorithm in a given network. We illustrate this usage by adapting in this way a well-known algorithm for fuzzy community detection problems, extending it to also deal with overlapping community detection problems and produce a ranking of the overlapping nodes. The transition between the African coastal upwelling and the typical subtropical offshore conditions is a region of intense mesoscale activity that supports a larval fish population dominated by African neritic species. During the study, the thermal stratification extended almost to the surface everywhere, and the surface mixed layer was typically shallow or non-existent. Upwelling occurred on the African shelf in a limited coastal sub-area of our sampling. The vertical distributions of the entire larval fish population, as well as of individual species, were independent of the seasonal thermocline. Fish larvae and mesozooplankton were concentrated at intermediate depths regardless of the thermocline position, probably because of its weak signature and spatial and temporal variability. Day/night vertical distributions suggest that some species did not perform diel vertical migration (DVM), whereas others showed either type I DVM or type II DVM.
