Responding to the 2016 United States Presidential election, this piece contests that the popularly deployed phrase "identity politics" is not Identity Politics as articulated by Black feminists of the Combahee River Collective but is rather a neoliberal co-optation of Identity Politics. By situating neoliberalism and the Black feminists that articulated Identity Politics as historical contemporaries, the piece argues that as the former spread to institutions like universities it co-opted, depoliticized, a-historicized, and misappropriated the latter. The piece concludes by offering "Geo-Political Situatedness" as a theoretical frame that undermines neoliberalism's co-optation of Identity Politics.

[ES] En el presente artículo se hace un análisis de los efectos del modelo de gestión descentralizado a nivel local del municipio Chacao sobre la eficiencia, la cual es entendida como el logro de los fines políticos; también se evalúa el efecto de la eficiencia sobre la legitimidad política y la gobernabilidad democrática. Se encontró que el modelo de gestión más eficiente o el que logra la mayor legitimidad o aceptación política no es el de tipo técnico-gerencial sino un modelo mixto que combina los aspectos técnico-gerenciales con los políticos. Ello se debe a que dentro del pluralismo de intereses y la diversidad de demandas que existen en Chacao, unos actores privilegian demandas cuya resolución requiere de la aplicación de criterios técnicos, mientras que otros actores, particularmente los de ingresos bajos, plantean demandas a ser resueltas mediante la utilización de criterios políticos. También se encontró que dentro de este tipo mixto de modelo de gestión local se combinan prácticas racionales burocráticas con prácticas clientelares como forma de resolución de las demandas. Finalmente, se observó la aparición de nuevos tipos de relaciones clientelares entre el Estado y la Sociedad que involucran a las organizaciones sociales territoriales tales como las asociaciones de vecinos. Este hecho lleva a replantear el rol del clientelismo en el logro de la legitimidad política y la gobernabilidad. ; [EN] This article analyzes the effects of the decentralized decision-making model of the Municipal Council of Chacao over efficiency and also, on political legitimacy and democratic gobernability. We found that the most efficient model of achieving decisions at the local level is not the technocratic-rational-bureaucratic one but a mixed model which combines technobureaucratic with political features. Due to the great pluralism of interests existing in Chacao, some sociopolitical actors privilege demands based on technical criteria while others (particularly the poor sectors) privilege demands based un political criteria. We also found that the mixed model of decision-making combines rational and clientelistic ways to achieve the objectives and to satisfy demands. Finally, we observed the emergente of new clientelistic ways of doing politics based on the relationship with categories of people such as neighborhood association that is, based on social classes with a territorial base.

Mexico is a highly centralized federation. The states and municipalities are highly dependent on federal transfers and so equally at risk to the country's fiscal dependence on oil. Although Mexico has become more truly federal since multiparty competition has become vibrant and several states are in opposition hands, the states remain very minor actors in relation to oil and gas. However, as the political system has democratized, states have had an increasing say regarding oil and gas activities, particularly when these involve social or environmental damage or costs. This institutional framework has implications on Pemex (a major contributor to public budget), whose development is hindered in all stages of production. In this paper we discuss measures to promote Pemex' development in the context of Mexico's federal system, such as: (i) the Government must find additional and more diverse sources of public revenue (ii); Pemex itself must derive greater wealth from its investment in petroleum projects (iii); Pemex must also be able to allocate more of its investment to exploration in order to replenish its depleted sources (iv); political manipulation in the estimation of the oil revenues should be eliminated brought greater certainty, transparency, and accountability for federalism in Mexico, and (v), a clear mechanism to distribute the oil proceeds is crucial. The new fiscal scheme must make clear how Pemex pays rights and taxes, based on rules set by the National System of Fiscal Coordination. ; México es una federación altamente centralizada. Los estados y municipios son altamente dependientes de las transferencias federales y, por lo tanto, enfrentan el mismo riesgo de la dependencia fiscal del país en el petróleo. Aunque México se ha vuelto más auténticamente federal, puesto que la competencia multipartidista se ha tornado vibrante, y varios estados están en manos de la oposición, siguen siendo los actores de menor importancia en relación con el petróleo y el gas. Sin embargo, como el sistema político se ha democratizado, los estados han tenido una participación creciente respecto a las actividades de gas y, en especial, cuando éstas implican daños sociales o costos ambientales. Este marco institucional tiene implicaciones sobre Pemex (un contribuyente muy importante al presupuesto público), cuyo desarrollo se ve obstaculizado en todas las etapas de producción. En este trabajo se discuten medidas para promover el desarrollo de Pemex en el contexto del sistema federal de México, tales como: (i) el Gobierno debe encontrar fuentes adicionales y más diversas de ingreso público (ii); el propio Pemex debe derivar una mayor riqueza a partir de sus inversiones en proyectos petroleros (iii); Pemex también debe ser capaz de asignar más de su inversión en la exploración con el fin de reponer sus fuentes agotadas (iv); la manipulación política en la estimación de los ingresos del petróleo debe de ser eliminada para aportar una mayor certidumbre, transparencia y rendición de cuentas al federalismo en México, y (v), un mecanismo claro para distribuir los ingresos del petróleo es crucial. El nuevo régimen fiscal debe dejar bien claro cómo Pemex paga los derechos e impuestos, con base en las reglas establecidas por el Sistema Nacional de Coordinación Fiscal.

Late presentation of HIV‐infected individuals is gaining attention because of the negative impact on the patient and the society at a whole. In January 2011 the European Late Presenter Consensus working group published a consensus definition of "late presentation" and asked researchers to implement it. Objective: to identify presentation stage of HIV‐infected individuals at diagnosis at the German Hospital in Buenos Aires, Argentina, and describe epidemiological features of them. The German Hospital is an acute care community hospital that assists around 600 000 out‐patient consultations per year. We examine the clinical reports of all our HIV patients, diagnosed 1984–2011, and grouped them as "late" or "not late" presentation according their status following the consensus definition criteria. We also looked for data, such as age, sex and year of diagnosis, that could differ between the groups. We reviewed 284 clinical records, 7 of which were excluded because of lack of data; 105 belonged to last century records. Median age for 1984–1999 group: 32 (16–73), for 2000–2010 group: 40 (180–78). 77% of the first group were men, and 88% of the second one.

In 55,5% of the 1984–1999 group diagnosis was due to an opportunistic infection, whereas the same applied to only 32,8% of the 2000–2010 group. In both groups there were a high proportion of male, due to the population profile of our hospital. The most frequent reason for testing was screening, but there is still a high number of late diagnosis and OI as first sign of the infection. Younger people are more aware of the need of testing. Female have the advantage of being tested when planning or becoming pregnant. We could not find statistical differences comparing data of both centuries. Forty percent of infections were diagnosed in a "not late" stage, but that was more evident in younger people. People in general and physicians in particular should be more aware of HIV in elderly people.

Oil in Mexico has been the cornerstone on which the Mexican State has built upon since its nationalization. It has been the main federal income source, it has supported industrial development and has allowed the State to increase international reserves. Petróleos Mexicanos (PEMEX), the National Oil Company (NOC), is a supply of vital resources for the government by financing public spending, providing certainty to the economy as well as providing extra resources for local governments. However, for decades, fiscal, institutional, legal and organizational constraints have not allowed the NOC to fully behave as a profit maximizing firm that chooses optimal strategies for reinvesting its own resources and/or subcontracting other firms with advanced technologies, such as deep-water technology. In this paper we describe the history of the hydrocarbon sector in Mexico, discuss its performance, analyze its legal, contractual and fiscal conditions, and study the corporate governance of PEMEX as well as its financial, operative independence and regulatory architecture. We further study the main aspects related to geology and technology, the evolution of discoveries and the success rates of exploration in the Mexican oil industry. We also analyze details of investment strategies, and the role of Cantarell and the deep and ultra-deep oil fields. We finally analyze the drivers of performance, counterfactual scenarios, and alternative hypotheses. ; El petróleo en México ha sido la piedra angular sobre la que el Estado mexicano se ha construido desde su nacionalización. Ha sido la fuente principal de ingresos federales, ha apoyado el desarrollo industrial y ha permitido al Estado aumentar las reservas internacionales. Petróleos Mexicanos (PEMEX), la compañía nacional de petróleo (NOC), es una fuente de recursos vitales del gobierno para la financiación del gasto público, proporciona seguridad a la economía, así como proporciona recursos adicionales para los gobiernos locales. Sin embargo, durante décadas, las restricciones fiscales, institucionales, jurídicas y de organización no han permitido que la NOC se comporte plenamente como una empresa de maximización del beneficio que elige estrategias óptimas para reinvertir sus propios recursos y/o subcontratar otras empresas con tecnologías avanzadas, como la tecnología de aguas profundas. En este artículo describimos la historia del sector de hidrocarburos en México, discutimos su desempeño, analizamos sus condiciones fiscales, contractuales y legales, y estudiamos el gobierno corporativo de PEMEX, así como su independencia operativa y su arquitectura regulatoria. Estudiamos también los principales aspectos relacionados con la geología y la tecnología, la evolución de los descubrimientos y las tasas de éxito en la exploración en la industria petrolera mexicana. También analizamos los detalles de las estrategias de inversión, y el rol de Cantarell y de los campos profundos y ultraprofundos. Finalmente, analizamos los determinantes del desempeño, escenarios contrafactuales e hipótesis alternativas.

During the auction of the Mexican Radio Spectrum that took place in 2010, the central issues in the public opinion were about the potential fiscal delay entrance of a new competitor and its effects on the market structure and competitiveness of the aforementioned sector, and iii) the Government's credibility for future Radio Spectrum auctions. In this paper we use statistic, econometric and simulation methods that allow us to measure the impact of the entrance of a new competitor to the mobile telecommunications market and likewise create the counterfactual outcome in case the bidding process had been reversed. In this study we find out that delays in the delivery and use of spectrum, as well as possible cancellation on the auction process, would cause a welfare loss due to the absence of new services to the actual and potential consumers of mobile communication. The spectrum availability has a positive impact on the consumers' surplus via price reduction, the latter exceeds up to 8.8 times the possible government's fiscal revenue from the sale of the spectrum. These results are strong evidence that the social gains from spectrum bidding are obtained not from the government's fiscal revenue, but from the gains on the consumer's surpluses. ; Durante el proceso de formación de opinión pública acerca de la subasta del espectro radioeléctrico en México durante el año 2010, la mayoría de las opiniones recogidas por los medios de comunicación se centraron en el aspecto recaudatorio de la subasta y en el posible daño patrimonial al Estado mexicano. Ninguna de las opiniones recogidas por los medios consideró el impacto que tendría la anulación de la licitación: i) sobre las pérdidas de bienestar de los consumidores que se derivarían de una menor competencia y un menor crecimiento económico del sector, ii) sobre la dilación de la entrada de un nuevo competidor y sus efectos sobre la estructura de mercado y la competencia en el sector y, finalmente, iii) sobre la credibilidad de los futuros procesos de licitación del espectro. El presente estudio utiliza métodos estadísticos, econométricos y de simulación que permiten medir el impacto económico que tendría la entrada de un nuevo competidor en el mercado de las telecomunicaciones móviles y, asimismo, crear el ejemplo contrafactual que permita medir el impacto de lo que hubiese sido la reversión del proceso de licitación. En nuestro estudio encontramos que dilaciones en la entrega y uso del espectro, así como posibles anulaciones de procesos de subastas, generarían principalmente una pérdida irrecuperable de bienestar debido a la ausencia de nuevos servicios a los consumidores actuales y potenciales de telefonía móvil. Mayores cantidades de espectro tienen un impacto directo en las variaciones de excedente del consumidor vía reducción de precios, los cuales exceden a los posibles ingresos del Estado por la venta de distintas cantidades de espectro de hasta 8.8 veces (está confuso). Esta es clara evidencia de que las principales fuentes de las ganancias sociales que se derivan de la asignación del espectro provienen no de la recaudación de parte del Estado, sino de las variaciones de excedentes que se trasladan a los consumidores vía competencia y mediante la prestación de servicios a un número mayor de consumidores.
