[Excerpt] In the last decade the principle of Open Access to publicly funded research has been getting a growing support from policy makers and funders across Europe, both at national level and within the European Union context. At European level some of the first relevant steps taken by the European Research Council (ERC) with a statement supporting Open Access (2006), shortly followed by guidelines for researchers funded by the ERC (2007) stating that all peer-reviewed publications from ERC funded projects should be made openly accessible shortly after their publication. Those guidelines were revised in October 2013, reinforcing the mandatory character of the requirements and expanding them to monographs1. The European Commission took it first global political initiative in August 2008, launching an Open Access Pilot, covering seven areas (corresponding to about 20% of the total funding) of the 7th Framework Programme (FP7). All the grant agreements signed after August 2008 contained a clause (Special Clause 39) requiring beneficiaries to deposit articles resulting from FP7 projects into an repository and to make their best efforts to ensure open access to these articles within six months or twelve months. This case study describes the implementation process of the Open Access institutional policy at the University of Minho (UMinho), Portugal. Starting with a brief introduction about the institution, in terms of its academic community and research, the document then provides a detailed description of the steps taken to implement the UMinho's institutional repository (the IR) and the Open Access policy. We highlight the main goals which oriented the implementation of the repository, the devised communication plan, the value-added services created for authors, and finally, the engagement within the international community in these areas. Regarding the Open Access policy, we present a brief summary of the main points of the self-archiving policy, approved late 2004, and also point out the main additions to the policy when it was upgraded in 2011. This case study also provides some figures and tables about the results of the various monitoring processes carried out by the University of Minho Documentation Services to follow-up and measure policy compliance. In summary, since the beginning of 2004 with the IR implementation, several initiatives have been taking place with the purpose of increasing the number of deposited documents. EXECUTIVE Summary This brief outlines simplified Open Science Learning Objectives for the main stakeholders in the Research Ecosystem. Learning Objectives are structured by Open Science Topics according to a functional Open Science Taxonomy (Pontica et al., 2015), that accompany the main responsibilities of each stakeholders along the Research Lifecycle. The ultimate objective is to support the integration of Open Science best practices into the daily routine of performing and supporting research, to underpin implementation of Horizon 2020 Mandate on Access to Scientific Information, and augment the "societal impact" and uptake of research, for the benefit of all stakeholders in the knowledge creation process (ultimately underpinning "co-creation"). Specific Learning Objectives are structured in increasing level of competence, frequently ending with successful integration of Open Science best practices in the daily research routine, facilitating self-assessment of the personal workflow. The Learning Objectives can provide a backbone for a structured learning plan for Doctoral Schools with the ambition to train future researchers in optimizing their societal impact, alongside research excellence training, as well as preparing graduates for new and emerging research impact measures and criteria. Support with relevant training content will be provided in parallel through the FOSTER Portal and accompanying e-Learning and self-learning modules. The brief draws on FP7 FOSTER Work Packages 2 Content, WP3 Portal (Open Science Taxonomy, and learning portal infrastructure) and WP4 Training (Deliverable D4.5 Training ToolKit). RATIONALE: The political drive for Open Science from the funding agency (EC[1]) point of view is mainly Return On Investment (ROI), ethics (taxpayer access to public funded research), and stimulating Open Innovation[2] through free-flow of ideas in order to boost economic growth through transfer of knowledge to the knowledge-based Small/Medium Enterprises (SMEs).
