Ce témoignage d'un étudiant nicaraguayen, prononcé en novembre 2018 lors d'une réunion publique à Paris, retrace la manière dont ce jeune a vécu les évènements, depuis les prémisses des premières manifestations jusqu'à l'aggravation de la crise. Il propose également de distinguer différentes étapes dans la manière de se mobiliser, conditionnée par le renforcement de la répression gouvernementale, du mois d'avril au mois de juillet 2019.

This article proposes that product intervention constitutes a form of residual lawmaking by ESMA that allows it to tackle aspects of investor protection not addressed by EU incomplete financial laws. Whilst product intervention may bring about certain advantages and may contribute to mitigating regulatory arbitrage problems, it constitutes a highly intrusive regulatory mechanism that raises important questions concerning: (a) ESMA's rationale and motivations for its use; (b) its compliance with the EU constitutional framework; and (c) its adequacy for the regulation of complex financial products. This article addresses these questions through an analysis of the rationale and consequences of ESMA's product intervention measures on binary options and contracts for differences of May 2018–July 2019, and of recent reforms of ESMA's powers. It offers three main contributions to the existing literature. First, it contributes to the literature on administrative discretion and agencies' rulemaking through an analysis of the political economy of ESMA's deployment of product intervention powers and, also, of what this reveals about the relationships between ESMA and the EU Institutions, on the one side, and ESMA and National Competent Authorities, on the other. Second, it contributes to the literature on the constitutionality of EU agencies through an examination of the compliance of ESMA's product intervention measures with EU constitutional law and requirements. Third, it examines whether product intervention constitutes an adequate mechanism to address problems pertaining to investor protection in complex financial products markets and, in doing so, it contributes to the scholarly discussion on complex financial products' regulation.

En tal sentido, se expone una mutua implicancia de estas nociones, que determina la comprensión de la existencia artística como una situación estratégica en las relaciones de poder. Lo cual permite concebir la existencia artística como un lugar político que involucra simultáneamente un movimiento de resistencia, invención y creación. ; Abstract: The writing about the artistic project Looner Vibrations addresses in a special way how the concepts of ethics and aesthetics have been the fundamental tools used by people to be able to change or transform in a particular or artistic way their own existence as well as their reality. To that effect, a mutual implication of this notion is been expressed and determines the comprehension of the artistic existence as a strategic situation in power relations. AbstractBackgroundThere is a dearth of reliable data on sexual assault prevalence amongst people with learning disabilities. This work aims to identify the prevalence of learning disabilities amongst adult clients attending Saint Marys Sexual Assault Referral Centre and ascertain the similarities/differences amongst clients with learning disabilities as compared to clients without.MethodA short validated Learning Disability Screening Questionnaire was completed by adult clients attending Saint Marys for a forensic medical examination during a twelve‐month period.ResultsAmongst 679 clients who attended for an FME and completed the LDSQ, 8.2% were likely to have a learning disability and the presence of self‐reported: mental health issues (X2 = 11.24, p = .001), self‐harm (X2 = 5.63, p = .017) and substance misuse (X2 = 13.15906, p = .001).ConclusionsConsistent with the broader literature, people with learning disability were over‐represented in the sexually assaulted population emphasizing the importance of timely, accessible and appropriate patient‐centred care for this vulnerable group.
AbstractBackgroundPeople with learning disabilities are over‐represented amongst Sexual Assault Referral Centre service users. This work aims to explore the similarities and differences between service users with and without learning disabilities.MethodMedical notes of 52 service users likely to have a learning disability were compared with 52 service users not likely to have a learning disability (according to the Learning Disability Screening Questionnaire); all of whom attended Saint Marys SARC for a forensic medical examination during a 12‐month period.ResultsSignificant associations were found between the likelihood of learning disability and relationship to perpetrator; location of assault; alcohol use; time taken to present to SARC; domestic violence; self‐harm; suicide attempts and mental health service involvement.ConclusionsPeople with learning disabilities in the sexually assaulted population are more likely to present with intersecting vulnerabilities emphasising the need for timely, accessible and appropriate patient‐centred care for this group.
Romanian rural areas need revitalization and increasing territorial competitiveness. The territorial projects designed from the Local Action Groups, may become a new governance model for the search of regional competitiveness. The objective of this paper is to analyze the critical factors affecting territorial competitiveness in Romania and in the economic sustainability of rural areas. The competitiveness analysis is conducted in the context of the European Network for Rural Development. The methodology used for the analysis is based on the WWP model, which integrates elements of planning as social learning, economic sustainability and Networking Knowledge for Rural Development. The results show that the main limiting factors for regional competitiveness are focused on three dimensions or components: social-ethical, political-contextual and technical-entrepreneurial. Challenges and changes necessary for effective implementation of LEADER under conditions of global market relations are submitted.
