The aim of this paper is to point out the importance of the role of organic farming, as way of clean production, could have in development of rural areas, through the attraction of financial resources. The paper is structured into two parts. In the first part of the paper, we provide a brief overview of the evolution of the concept of organic farming, followed by an insight into the spreading of these agricultural practices in the world. In addition, an overview of basic data on agriculture in Serbia, and potentials for the development of organic agriculture, and the current state of the sector in our country are also described. Data from FiBL / IFOAM survey (2016) and Eurostat (2015) on organic agriculture served the authors as the basis for this paper. In order for the analysis to communicate trends, findings and conclusions, the authors made use of available data for the period 2005-2014. For the analysis on the Republic of Serbia, available data from the Statistical Office and the Ministry of Agriculture and Environmental Protection were used. The second part of the papershows a system of support for rural development and organic agriculture in the European Union, as well as in the Republic of Serbia. The sources used in the paper come from official documents of the European Commission and the Republic of Serbia.

Organic farming is a fast growing market segment in the global food industry. Ecological and health benefits of organic farming are frequently emphasized. In addition, we have recently witnessed the promotion of its role in the development of rural areas by means of creating jobs and strengthening ties with local economies. This paper analyzes the relationship between the presence of organic farming and the main characteristics of agricultural holdings in the case of European Union countries. The objective is to identify factors which have a significant relationship with the organic farming sector and which can affect its future development. The results have shown that large farms are dominant in farm land management in the EU, which is related to the fact that there is a significant correlation between the availability of agricultural areas and the economic value of farms (r = 0.881**). There is a positive and significant correlation between the economic value of a holding and the number of livestock units on the farm (r = 0.940**), which indicates that animal husbandry has strong economic potential. When it comes to the relationships between the structural and economic indicators of agricultural holdings and the presence of organic farming, the results have shown that the number of organic producers is positively and significantly correlated with the available agricultural areas (r = 0.675**), and a strongly positively correlated with the economic value of farms (r = 0.810**). The areas under organic farming are also directly correlated with the utilized agricultural area (r = 0.836**), as well as with the number of livestock units (r = 0.793**), but they are slightly negatively correlated with livestock density (r = -0.211). Therefore, high livestock density can be a limiting factor for the further intensive growth of organic farming areas, considering the significant impact of animal husbandry on the environment.

The aim of the paper is to point out the scope and structure of the incentives from the agricultural budget of the Republic, as well as from the IPA Fund which are intended for the agricultural and rural development sector in Serbia. It is given a brief overview of the chronology of harmonization of national legislation in the field of agricultural production with European rules, the plan for realization of IPARD funds for the period 2014-2020, as well as a review of incentives from the agricultural budget for the period 2016-2019. For supporting the agriculture and rural development sector of Serbia within the IPARD measures, from the EU budget is intended EUR 175 mln., and from the national budget is intended EUR 55 mln. The largest amount of funds within the IPARD measures is planned for investments in the physical assets of agricultural holdings (43%). Something less contribution is scheduled for the investments in processing and marketing in agricultural holdings (37%). The left over measures include only 19% of the planned funds intended to support agricultural holdings within the IPARD assistance program. On the other hand, an analysis of the incentive structure from the Republic's agrarian budget indicates that the largest share has direct payments of over 50%, while the rural development measures are average financed with 12.3%.

Organic farming shows a dynamic process of growth and development, especially in economically developed countries. In the past ten years, the area under organic production in the EU increased by 70%, the number of certified producers increased by 60%, while the total market value doubled. On the other hand, the growth and development of organic agriculture in Serbia is very slow. Currently, the area under organic production accounted for only 0.4% of total utilized agricultural area, while in this mode of food production certified 0.3% of the total number of farms. Intensive growth of organic farming in the EU provides a stable support both in terms of rate and financial resources, while in Serbia has been changed not only amount of support from year to year but also types of support. On this basis, it can be concluded that a stable government support is crucial for boosting growth and improving the sector of organic agriculture.
