The paper analyzes political decisions in the field of personnel and educational policy as a response of four German administrations, with Angela Merkel as the Federal Chancellor, to challenges of digitalization. Since challenges in the development of labor market induced by demographic and migration factors are similar for Russia and Germany, German experience may be useful for Russia as a large federal state with significant risks of rising social inequality. Challenges in the development of the labor market induced by demographic and migration factors are common for Russia and Germany. The author addresses the key challenge for the German government — the organization of humane working conditions in a new digital reality presented in the White Paper "Work 4.0" after careful examination and consultation with main actors: associations, trade unions, companies, academia and civil society. He sees the solution to the problem in improving qualifications and developing digital skills, as well as ensuring attractive working conditions, in the first place for specialists in engineering, technical and natural science specialties (STEM). The analysis concludes with recommendations for policymakers which include such measures as improving gender equality in STEM professions and selective migration policy that mitigates unnecessary barriers for highly qualified immigrants.

Emotions are inseparable from political decision-making. This idea has been especially strongly supported for negative emotions. The current study examines the role of anxiety in forming political attitudes using data from a nationally representative American National Election Studies survey ( N = 5900). Our path analysis highlights a significant indirect relationship between anxiety and political participation through two mediators: information-seeking tendencies and internal political efficacy. By examining the unique role of anxiety in political decision-making, our study provides a more nuanced understanding of how negative emotions can impact democracy.

The article presents the development of the sub-ethnic group of the Yessei Yakuts in the aspects of landscape, history, and memory. The research is dedicated to the studies of the peripheral ethno-local group of the Yessei Yakuts, resident in the compact area by Yessei lake of the Krasnoyarsk Territory (Krai) since the 18th century. The Government of Uzbekistan (GoU) has recently adopted a policy to mechanize the cotton harvest as part of its drive to modernize the agricultural sector. Under Uzbekistan's state-order system it is compulsory for many farmers to grow cotton. They are contractually obligated to produce stipulated quantities that are annually set by the government, and must sell these to the GoU at a price fixed by the government. The recent history and the current state of relations between Russia and the European Union (EU) reflect the geopolitical competition between the two powers over their contested neighbourhood - Ukraine, Belarus and Moldova. Although prioritizing the EU as its major trade and political partner, Russia is also conscious of its strategic interests in the 'near abroad'. While there is little discrimination in the political discourse of Russian elites in relation to the European Neighbourhood Policy (ENP), in reality, as popular opinion indicates, those neighbours who openly show their allegiances to the EU -- Ukraine, Georgia and Moldova -- have been increasingly categorized as hostile and unfriendly towards Russia. Abstract
This article presents an anthropological analysis of the relationship between landscape, culture, and identity of Indigenous Peoples of the North of Yakutia. The topic of the study is focused on an important marker and resource of identity that encompasses the landscapes of the North, its physical, geographical, natural, and climatic features, the integrated system of northern occupations and traditional practices—the domestic reindeer. This research also considers various cultural texts and personal and collective narratives of the "imagination" and "experience" of the cold space associated with reindeer in the construction and modern representations of the ethnicity of Indigenous Peoples of the North.
