1. Biological invasions have emerged as one of the main drivers of biodiversity change and decline, and numbers of species classed as alien in parts of their ranges are rapidly rising. The European Union established a dedicated regulation to limit the impacts of invasive alien species (IAS), which is focused on the species on a Union List of IAS of particular concern. However, no previous study has specifically addressed the ecology of invasive alien mammals included on the Union List. 2. We performed a systematic review of published literature on these species. We retrieved 262 publications dealing with 16 species, and we complemented these with the most up-to-date information extracted from global databases on IAS. 3. We show that most of the study species reached Europe as pets and then escaped from captivity or were intentionally released. On average each year in the period 1981–2020, 1.2 species were recorded for the first time as aliens in European countries, and most species are still expanding their alien ranges by colonising neighbouring territories. France is the most invaded nation, followed by Germany, Italy, and the Russian Federation, and the muskrat Ondatra zibethicus, the American mink Neovison vison, and the raccoon dog Nyctereutes procyonoides are the most widespread species, having invaded at least 27 countries each. Invasive mammals of European Union concern are threatening native biodiversity and human well-being: worryingly, 81% of the 16 study species are implicated in the epidemiological cycle of zoonotic pathogens. 4. Containing secondary spread to further countries is of paramount importance to avoid the establishment of new populations of invasive mammals and the related impacts on native communities, ecosystem services, and human health. 5. We present a compendium on the ecology and impacts of invasive mammals of European Union concern. Here we provide geographic distribution ranges for 205 species of terrestrial non-volant mammals in the 1970s. We selected terrestrial non-volant mammals because they are among the most studied groups, have greater availability of historical distribution data for the 1970s decade, and also show the largest range contractions compared to other taxonomic groups (Di Minin etal. 2013; Ripple etal., 2014). Species belong to 52 families and 16 orders. Range maps were extracted from scientific literature including published papers, books, and action plans. For Australian species, due to the absence of published maps, we collated occurrence data from individual data sets (maintained by museums and government agencies) and converted these into polygonal range maps. Taxonomic and geographic biases towards more studied (charismatic) species are inevitably present. Among the most abundant orders, the highest percentage representation is for Carnivora (55 species, corresponding to 21% of species in the order), Cetartiodactyla (24 species, 10% of the order) and Perissodactyla (6 species, 38% of the order). In contrast, the percentage representation is low for Rodentia (66 species, 3% of species in the order), Primates (19 species, 4%) and Eulipotyphla (6 species, 1%). The proportional representation of less speciose orders is highly variable. The dataset offers the opportunity to measure the recent (1970-present) change in the distribution of terrestrial mammal species, and test ecological and biogeographical hypotheses about such change. It also allows to identify areas where changes in species distribution were largest. World governments have committed to increase the global protected areas coverage by 2020, but the effectiveness of this commitment for protecting biodiversity depends on where new protected areas are located. Threshold- and complementarity-based approaches have been independently used to identify important sites for biodiversity. We brought together these approaches by performing a complementarity-based analysis of irreplaceability in important bird and biodiversity areas (IBAs), which are sites identified using a threshold-based approach. We determined whether irreplaceability values are higher inside than outside IBAs and whether any observed difference depends on known characteristics of the IBAs. We focused on 3 regions with comprehensive IBA inventories and bird distribution atlases: Australia, southern Africa, and Europe. Irreplaceability values were significantly higher inside than outside IBAs, although differences were much smaller in Europe than elsewhere. Higher irreplaceability values in IBAs were associated with the presence and number of restricted-range species; number of criteria under which the site was identified; and mean geographic range size of the species for which the site was identified (trigger species). In addition, IBAs were characterized by higher irreplaceability values when using proportional species representation targets, rather than fixed targets. There were broadly comparable results when measuring irreplaceability for trigger species and when considering all bird species, which indicates a good surrogacy effect of the former. Recently, the International Union for Conservation of Nature has convened a consultation to consolidate global standards for the identification of key biodiversity areas (KBAs), building from existing approaches such as IBAs. Our results informed this consultation, and in particular a proposed irreplaceability criterion that will allow the new KBA standard to draw on the strengths of both threshold- and complementarity-based approaches.

Recently, the Albanian Government started the process to join the European Union. This process also involves matching the EU parameters in protecting its biodiversity. In order to support the Albanian authorities, the Italian Ministry of Foreign Affairs, General Directorate for Development Cooperation (DGCS) and the International Union for Conservation of Nature (IUCN) joined efforts in the project "Institutional Support to the Albanian Ministry of Environment, Forest and Water Administration for Sustainable Biodiversity Conservation and Use in Protected Areas". This project aims at identifying priority needs in safeguarding ecosystem services and biodiversity conservation. Another project funded by the EU – "Strengthening capacity in National Nature Protection – preparation for Natura 2000 network" – started in 2015 with the aim to raise awareness for assisting local and national Albanian institutions to better exploit the potential of protected areas. One of the main issues encountered during these projects was the need for a national biodiversity data repository. The Biodiversity National Network of Albania (BioNNA) has been created to aggregate occurrence records of plants and animals and aims at becoming the most relevant source of information for biodiversity data as far as Albania is concerned. In this paper, the authors detail structure and data of BioNNA, including the process of data gathering and aggregation, taxonomic coverage, software details and WebGIS development. BioNNA is a milestone on the path towards Albania's inclusion in the EU and has also a relevant potential social relevance for improving people's awareness on the importance of biodiversity in the country.

Governments have agreed to expand the global protected area network from 13% to 17% of the world's land surface by 2020 (Aichi target 11) and to prevent the further loss of known threatened species (Aichi target 12). These targets are interdependent, as protected areas can stem biodiversity loss when strategically located and effectively managed. However, the global protected area estate is currently biased toward locations that are cheap to protect and away from important areas for biodiversity. Here we use data on the distribution of protected areas and threatened terrestrial birds, mammals, and amphibians to assess current and possible future coverage of these species under the convention. We discover that 17% of the 4,118 threatened vertebrates are not found in a single protected area and that fully 85% are not adequately covered (i.e., to a level consistent with their likely persistence). Using systematic conservation planning, we show that expanding protected areas to reach 17% coverage by protecting the cheapest land, even if ecoregionally representative, would increase the number of threatened vertebrates covered by only 6%. However, the nonlinear relationship between the cost of acquiring land and species coverage means that fivefold more threatened vertebrates could be adequately covered for only 1.5 times the cost of the cheapest solution, if cost efficiency and threatened vertebrates are both incorporated into protected area decision making. These results are robust to known errors in the vertebrate range maps. The Convention on Biological Diversity targets may stimulate major expansion of the global protected area estate. If this expansion is to secure a future for imperiled species, new protected areas must be sited more strategically than is presently the case.

An alternative sustainable development scenario reduces both extinction risk and population losses compared with BAU and could lead to population increases. Our approach to model species responses to global changes brings the focus of scenarios directly to the species level, thus taking into account an additional dimension of biodiversity and paving the way for including stronger ecological foundations into future biodiversity scenario assessments.

This document contains the draft Chapter 4 of the IPBES Global Assessment on Biodiversity and Ecosystem Services. Governments and all observers at IPBES-7 had access to these draft chapters eight weeks prior to IPBES-7. Governments accepted the Chapters at IPBES-7 based on the understanding that revisions made to the SPM during the Plenary, as a result of the dialogue between Governments and scientists, would be reflected in the final Chapters.IPBES typically releases its Chapters publicly only in their final form, which implies a delay of several months post Plenary. However, in light of the high interest for the Chapters, IPBES is releasing the six Chapters early (31 May 2019) in a draft form. Authors of the reports are currently working to reflect all the changes made to the Summary for Policymakers during the Plenary to the Chapters, and to perform final copyediting.

Governments have committed to conserving ?17% of terrestrial and ?10% of marine environments globally, especially "areas of particular importance for biodiversity" through "ecologically representative" Protected Area (PA) systems or other "area-based conservation measures", while individual countries have committed to conserve 3–50% of their land area. We estimate that PAs currently cover 14.6% of terrestrial and 2.8% of marine extent, but 59–68% of ecoregions, 77–78% of important sites for biodiversity, and 57% of 25,380 species have inadequate coverage. The existing 19.7 million km2 terrestrial PA network needs only 3.3 million km2 to be added to achieve 17% terrestrial coverage. However, it would require nearly doubling to achieve, cost-efficiently, coverage targets for all countries, ecoregions, important sites, and species. Poorer countries have the largest relative shortfalls. Such extensive and rapid expansion of formal PAs is unlikely to be achievable. Greater focus is therefore needed on alternative approaches, including community- and privately managed sites and other effective area-based conservation measures.
