In dieser Studie wird abgeschätzt, welche gesamtwirtschaftlichen Kosteneinsparungen das automatisierte Fahren für Deutschland bringen könnte. Durch automatisiertes Fahren können Unfälle und Staus vermieden werden. Zudem ist zu erwarten, dass der Parkverkehr in den Innenstädten zurückgeht. Insgesamt ergibt unsere Abschätzung ein Einsparpotenzial von 24,9 Mrd. Euro pro Jahr bei einer mittleren Marktdurchdringung. Dies entspricht etwa 0,8 % des deutschen Bruttoinlandsprodukts im Jahr 2016. Gemessen am Wirtschaftswachstum von 1,9 % im Jahr 2016 ist dies erheblich. Von besonderem Interesse ist auch die Kostenersparnis je Pkw, da somit private Kosten der Anschaffung mit sozialen Erträgen verglichen werden können. Im mittleren Szenario erhalten wir eine Kostenersparnis von 1.351 Euro pro Jahr und Pkw.

Der Beitrag führt in die Thematik ein und gibt einen Überblick über die theoretischen und methodischen Grundlagen der agentenbasierten Modellierung und Simulation (ABMS). Er stellt die Potenziale der neuen Methode dar und begründet, warum TA und ABMS von einer engeren Zusammenarbeit profitieren. Schließlich wirft er einen Blick auf die Beschränkungen der ABMS sowie auf aktuelle Herausforderungen.

Macroeconomics must take radical uncertainty into account, if it aims at contributing to the solution of serious real-world problems such as climate change. Allowing for radical uncertainty must happen at two levels: the level of modeling and the level of the scientifi c discipline. I argue that the complexity approach which sees the economy as a complex adaptive system is better suited to deal with radical uncertainty than the mainstream DSGE approach. I review a number of agent-based models that are promising starting points to incorporate radical uncertainty into macroeconomics. Discussing the examples of the fi nancial crisis and climate change, I establish why methodological monism is dangerous and why macroeconomics needs more pluralism and openness towards other scientifi c approaches. Radical uncertainty and the complexity approach have important implications for macroeconomic policy and the advice that economists can give to policy makers. Die Berücksichtigung von radikaler Unsicherheit muss auf zwei Ebenen erfolgen: der Modellierungsebene und der Ebene der wissenschaftlichen Disziplin. Ich argumentiere in diesem Papier, dass der Komplexitätsansatz, der die Wirtschaft als komplexes adaptives System versteht, besser dafür geeignet ist, mit radikaler Unsicherheit umzugehen, als der DSGE-Ansatz der Mainstream-Makroökonomik. Es folgt ein Überblick über eine Reihe von agentenbasierten Modellen, die ein vielversprechender Startpunkt sind, um radikale Unsicherheit in die Makroökonomik einzubeziehen. Durch eine Diskussion der Finanzkrise und des Klimawandels zeige ich, warum methodologischer Monismus gefährlich ist und weshalb die Makroökonomik mehr Pluralismus und Offenheit gegenüber anderen wissenschaftlichen Ansätzen benötigt. Radikale Unsicherheit und der Komplexitätsansatz haben wichtige Implikationen für die makroökonomische Politik und die Empfehlungen, die Ökonomen politischen Entscheidungsträgern geben können. Unter radikaler Unsicherheit ist es nicht sinnvoll, nach optimalen Politiken zu suchen.

This paper presents experimental evidence that non-experts do not distinguish between macroeconomically relevant and irrelevant events in the way economic theory would suggest. Students were asked to predict the likely consequences of several events in fictitious newspaper reports on GDP, inflation, unemployment, and aggregate sales. They overestimate the effects of irrelevant events, especially if those events are easy to imagine. The magnitudes of the predicted effects are clearly related to the concreteness of the events. The results are compatible with the use of the availability heuristic in the process of forming economic expectations. [Copyright 2008 Elsevier B.V.]

SummaryThis paper investigates the empirical relation between consumer and expert expectations about macroeconomic conditions in Germany. Using data from the EU Consumer Confidence Survey and the ZEW business expectations, static models and error‐correction models are estimated explaining consumer expectations as functions of expert expectations, consumer retrospections, and lagged consumer expectations. It's found that consumer expectations are only weakly related to expert expectations, but strongly influenced by consumers' retrospections. Consumers primarily extrapolate perceptions about current economic conditions in the future. However, during national election campaigns, the relation between consumer and expert expectations is stronger.

This paper focuses on information acquisition and individual decision making in ambiguous situations and presents a novel experimental design which may help to tackle open questions from a fresh perspective. Instead of giving subjects the choice between risky and ambiguous Ellsberg urns, we let them choose between a safe option and a risky lottery, whose risk is a priori unknown to subjects. By acquiring information about the probability distribution of the lotterys payoff s, subjects can reduce or even eliminate the ambiguity and turn the decision situation into one of risk. Under the assumption that an ambiguity averse subject should reduce ambiguity within a decision process we predicted that these subjects would request more information. Moreover, we investigate whether the relation between attitudes towards risk and ambiguity is linked to intuitive and deliberate thinking. Based on a detailed analysis of subjects information acquisition and decision processes we do not find that those subjects showing ambiguity aversion in an urn experiment based on Halevy (2007) significantly reduce the ambiguity more than others. More intuitive subjects acquire less information and are more likely to avoid the risky lottery. Intuition seems to be negatively correlated with risk aversion, but not with ambiguity aversion. Moreover, we find a positive correlation between risk and ambiguity aversion.
