Macroeconomics must take radical uncertainty into account, if it aims at contributing to the solution of serious real-world problems such as climate change. Allowing for radical uncertainty must happen at two levels: the level of modeling and the level of the scientifi c discipline. I argue that the complexity approach which sees the economy as a complex adaptive system is better suited to deal with radical uncertainty than the mainstream DSGE approach. I review a number of agent-based models that are promising starting points to incorporate radical uncertainty into macroeconomics. Discussing the examples of the fi nancial crisis and climate change, I establish why methodological monism is dangerous and why macroeconomics needs more pluralism and openness towards other scientifi c approaches. Radical uncertainty and the complexity approach have important implications for macroeconomic policy and the advice that economists can give to policy makers. Under radical uncertainty it does not make sense to look for optimal policies. ; Die Makroökonomik muss radikale Unsicherheit berücksichtigen, wenn sie zur Lösung ernster realer Probleme wie dem Klimawandel beitragen will. Die Berücksichtigung von radikaler Unsicherheit muss auf zwei Ebenen erfolgen: der Modellierungsebene und der Ebene der wissenschaftlichen Disziplin. Ich argumentiere in diesem Papier, dass der Komplexitätsansatz, der die Wirtschaft als komplexes adaptives System versteht, besser dafür geeignet ist, mit radikaler Unsicherheit umzugehen, als der DSGE-Ansatz der Mainstream-Makroökonomik. Es folgt ein Überblick über eine Reihe von agentenbasierten Modellen, die ein vielversprechender Startpunkt sind, um radikale Unsicherheit in die Makroökonomik einzubeziehen. Durch eine Diskussion der Finanzkrise und des Klimawandels zeige ich, warum methodologischer Monismus gefährlich ist und weshalb die Makroökonomik mehr Pluralismus und Offenheit gegenüber anderen wissenschaftlichen Ansätzen benötigt. Radikale Unsicherheit und der Komplexitätsansatz haben wichtige Implikationen für die makroökonomische Politik und die Empfehlungen, die Ökonomen politischen Entscheidungsträgern geben können. Unter radikaler Unsicherheit ist es nicht sinnvoll, nach optimalen Politiken zu suchen.

This paper presents experimental evidence that non-experts do not distinguish between macroeconomically relevant and irrelevant events in the way economic theory would suggest. Students were asked to predict the likely consequences of several events in fictitious newspaper reports on GDP, inflation, unemployment, and aggregate sales. They overestimate the effects of irrelevant events, especially if those events are easy to imagine. The magnitudes of the predicted effects are clearly related to the concreteness of the events. The results are compatible with the use of the availability heuristic in the process of forming economic expectations. [Copyright 2008 Elsevier B.V.]

SummaryThis paper investigates the empirical relation between consumer and expert expectations about macroeconomic conditions in Germany. Using data from the EU Consumer Confidence Survey and the ZEW business expectations, static models and error‐correction models are estimated explaining consumer expectations as functions of expert expectations, consumer retrospections, and lagged consumer expectations. It's found that consumer expectations are only weakly related to expert expectations, but strongly influenced by consumers' retrospections. Consumers primarily extrapolate perceptions about current economic conditions in the future. However, during national election campaigns, the relation between consumer and expert expectations is stronger.

This paper focuses on information acquisition and individual decision making in ambiguous situations and presents a novel experimental design which may help to tackle open questions from a fresh perspective. Instead of giving subjects the choice between risky and ambiguous Ellsberg urns, we let them choose between a safe option and a risky lottery, whose risk is a priori unknown to subjects. By acquiring information about the probability distribution of the lotterys payoff s, subjects can reduce or even eliminate the ambiguity and turn the decision situation into one of risk. Under the assumption that an ambiguity averse subject should reduce ambiguity within a decision process we predicted that these subjects would request more information. Moreover, we investigate whether the relation between attitudes towards risk and ambiguity is linked to intuitive and deliberate thinking. Based on a detailed analysis of subjects information acquisition and decision processes we do not find that those subjects showing ambiguity aversion in an urn experiment based on Halevy (2007) significantly reduce the ambiguity more than others. More intuitive subjects acquire less information and are more likely to avoid the risky lottery. Intuition seems to be negatively correlated with risk aversion, but not with ambiguity aversion. Moreover, we find a positive correlation between risk and ambiguity aversion.

Dieser Aufsatz stellt die Komplexitätsökonomik als Alternative zur neoklassischen Ökonomik vor und zeigt, wie sich die Sicht der Komplexitätsökonomik auf die Makroökonomie von derjenigen des neoklassischen Mainstreams unterscheidet. Nach einer theoretischen Einführung wird mikro- und makroökonomische Evidenz vorgestellt, die die Interpretation der Gesamtwirtschaft als komplexes adaptives System unterstützt. Komplexe adaptive Systeme weisen Pfad- und Kontextabhängigkeit auf, sind nur eingeschränkt prognostizierbar und nicht zentral zu steuern. Anschließend wird diskutiert, welche Implikationen die Komplexitätsökonomik für die Wirtschaftspolitik hat. Eine zentrale Aussage ist, dass es in komplexen adaptiven Systemen kaum möglich ist, optimale Politiken zu bestimmen und die Ökonomie durch zentrale wirtschaftspolitische Maßnahmen in einer gewünschten Weise zu lenken.

Residential choice does not only depend on properties of the dwelling, neighborhood amenities and affordability, but is also affected by the population composition within a neighbourhood. All these attributes are capitalised in the house price. Empirically, it is not easy to disentangle the effect of the neighbourhood on house prices from the effects of the dwelling attributes. We implement an agentbased model of an urban housing market that allows us to analyse the interaction between residential choice, population composition in a neighbourhood and house prices. Agents differ in terms of education, income and group affiliation (majority vs. minority). The results show that the "wrong" neighbourhood can lead to an average house price depreciation of up to 13,500 monetary units or 7.1 percent. Whereas rich agents can afford to move to preferred places, roughly 13.01% of poor minorities and 8.02% of poor majority agents are locked in their current neighbourhood. By introducing a policy that provides agents more access to credit, we find that all population groups denote higher satisfaction levels. Poor agents show the largest improvements. The general satisfaction level across all population groups increases. However, the extra credit accessibility also drives up house prices and leads to higher wealth inequality within the city. If agents have a preference for status rather than for similarity, the effect of the overall inequality is smaller, since agents become more satisfied living in areas with less similar agents. ; Die Wahl des Wohnortes hängt nicht nur von den Eigenschaften der Wohneinheit, der Nahversorgung innerhalb der Nachbarschaft oder der Zahlungsfähigkeit ab, sondern wird auch von der Bevölkerungszusammensetzung innerhalb der Nachbarschaft beeinflusst. All diese Attribute werden entsprechend im jeweiligen Hauspreis kapitalisiert. Empirisch gesehen ist es nicht trivial, den Effekt der Nachbarschaft auf die Hauspreise von den Effekten der Wohneigenschaften zu entkoppeln. Aus diesem Grund implementieren wir ein agentenbasiertes Modell eines städtischen Immobilienmarktes, das es uns erlaubt, die Interaktion zwischen der Wohnortswahl, der Bevölkerungszusammensetzung in einer Nachbarschaft und den Hauspreisen zu analysieren. Die Agenten unterscheiden sich in Bezug auf Bildung, Einkommen und Gruppenzugehörigkeit (Mehrheit vs. Minderheit). Die Ergebnisse zeigen, dass die "falsche" Nachbarschaft zu einer durchschnittlichen Hauspreisabwertung von bis zu 13.500 Geldeinheiten oder 7,1 Prozent führen kann. Während reiche Agenten es sich leisten können, in bevorzugte Gegenden umzuziehen, bleibt die Option des Umzugs aufgrund von fehlender Zahlungsfähigkeit etwa 13,01% der armen Minderheits- und 8,02% der armen Mehrheitsagenten verwehrt. Durch die Einführung einer Politik, die Agenten mehr Zugang zu Krediten bietet, stellen wir fest, dass alle Bevölkerungsgruppen einen höheren Zufriedenheitsgrad erreichen, wobei arme Agenten die größten Verbesserungen aufzeigen. Über alle Bevölkerungsgruppen hinweg steigt das allgemeine Zufriedenheitsniveau. Allerdings bewirkt der zusätzliche Kreditzugang auch eine Erhöhung der Hauspreise und führt infolgedessen zu einer höheren Vermögensungleichheit innerhalb der Stadt. Wenn Agenten eher eine Nachbarschaftspräferenz für Status als für Ähnlichkeit haben, ist der Effekt der allgemeinen Ungleichheit geringer, da Agenten zufriedener werden, wenn sie in Gebieten mit weniger ähnlichen Agenten leben.

The experimental 'learning‐to‐forecast' literature finds that subjects use simple linear backward‐looking models when forecasting in environments with little to no inout the economic framework. We study the formation of expectations in a laboratory economy of monopolistic firms and labour unions with almost complete knowledge of the model. We observe simple backward‐looking rules, but also a considerable share of model‐based expectations using information on the economic structure. At least for some subjects, expectations are informed by theory. As in the previous literature, we find individual prediction rules to be heterogeneous.

Agent-based computational economics (ACE) is gaining interest in macroeconomic research. Agent-based models (ABM) are increasingly able to replicate micro- and macroeconomic stylised facts and to extend the knowledge about real-world economic systems. These advances allow ABM to become a valuable and more frequently used tool for policy analysis in academia and economic practice. However, ACE is a rather complex approach to already complex investigations like policy analyses, i.e. the analyses on how a variety of policy measures affects the (model) economy, which makes policy analyses in ABM prone to critique. The following research paper addresses these problems. We have developed a procedure for policy experiments in ACE which helps to conceptualise and conduct policy experiments in macroeconomic ABM efficiently. The procedure makes policy implementation decisions and their consequences transparent by conducting what we term the policy implementation sensitivity analysis (POSA). The application of the procedure produces graphical and/or numerical reports that should be included in the appendix of the original research paper in order to increase the credibility of the research, similar to proofs and protocols in analytical and empirical research. ; Agentenbasierte Modellierung (ABM) gewinnt in der makroökonomischen Forschung zunehmend an Bedeutung. Diese Modelle sind immer mehr in der Lage, mikro- und makroökonomische Muster aus der realen Welt abzubilden und das Wissen über wirtschaftliche Zusammenhänge zu erweitern. Dank dieser Fortschritte werden agentenbasierte Modelle zu einem wertvollen und immer häufiger genutzten Instrument der Policy-Analyse. Policy-Analyse meint in diesem Zusammenhang die Untersuchung, wie sich Politikmaßnahmen auf relevante (wirtschaftliche) Kennziffern (z.B. Arbeitslosigkeit oder Wirtschaftswachstum) auswirken. Allerdings ist agentenbasierte Modellierung eine komplexe Untersuchungsmethode für die ohnehin komplexe Policy-Analyse, da eine Politikmaßnahme zumeist ein Bündel aus verschiedenen Einzelmaßnahmen darstellt. Das macht Policy-Analysen, die auf Simulationsstudien mit agentenbasierten Modellen basieren, anfällig für Kritik. Es wird beispielsweise kritisiert, dass der Effekt einer Politikmaßnahme im Model bedingt ist durch die Wahl der Parameter, die diese Politikmaßnahme beschreiben (d.h. der Intensität der Maßnahme). Der folgende Beitrag greift diese Probleme auf. Wir haben ein Verfahren entwickelt, das hilft, die Simulationen von Politikmaßnahmen in verschiedenen Intensitätsgraden in makroökonomischen ABM zu konzeptualisieren und effizient durchzuführen. Wir nennen es 'Policy Implementation Sensitivity Analysis' (POSA). Das Verfahren macht sowohl die Beweggründe für die Implementierung einer Politikmaßnahme in einer bestimmten Intensität als auch die Konsequenzen dieser Entscheidung transparent. Die Anwendung von POSA führt zu grafischen Darstellungen und/oder statistischen Berichten, die im Anhang der eigentlichen Forschungsarbeit aufgenommen oder als Begleitmaterial online zur Verfügung gestellt werden können. Diese können die Glaubwürdigkeit der Forschung erhöhen, vergleichbar mit Protokollen in der analytischen und empirischen Wirtschaftsforschung. Im Anhang dieses Beitrags wird die Anwendung des POSA-Verfahrens anhand eines Beispiels veranschaulicht.

Fairness considerations are important determinants of behavior in unstructured bargaining situations with equal bargaining power. If the surplus over which the bargaining takes place was created by separate, individual efforts, several entitlementrelated fairness ideals might be relevant. In our experiment we first elicit subjects fairness ideals using a questionnaire. In the following production phase each player generates output by luck, individual effort and talent. We analyze whether the elicited fairness ideals guide subjects behavior in the subsequent bargaining in which the joint output is distributed among two individuals. We find that bargaining claims deviate significantly from the elicited fairness ideals and are strongly related to performance if one individual had produced more than the partner. These findings contrast the previous literature on fairness ideals and enrich the findings on self-serving fairness.
