This research "Government policies in the sugar sector and its impact on the competitiveness of the industry" has focused on analyzing government policies are affecting the sugar sector in Peru, from the corporate restructuring of the sector from the incentives created in the nineties, in order to assess whether the measures taken have failed to increase competitiveness in the industry. To do this, there has been a structural analysis of sugar industry, which has identified the role of the state and its impact on competitiveness. The techniques used for data collection were based on interviews and observation. It also collected information from secondary sources, such as legal and newspaper articles. Through performance standards have been identified that directly affect the sector on internal taxation and customs, and also analyzed structurally to the sugar industry and can identify the identification of strategic groups in the sector and develop schemes that illustrate raw data. At work, it was concluded that the state government through its policies has adversely affected the competitiveness of the sugar industry, because of subsidies and protectionist measures permanent, thus showing the lack of articulation and low development variables of competitiveness of the sugar sector. ; La presente investigación "Políticas gubernamentales en el sector azucarero y sus efectos en la competitividad de la industria" se ha centrado en analizar las políticas gubernamentales que están afectando al sector azucarero en el Perú, desde la reconversión empresarial del sector a partir de los incentivos generados en la década de los noventa, con la finalidad de evaluar si las medidas tomadas han logrado incrementar la competitividad en la industria. Para ello, se ha realizado un análisis estructural del sector azucarero, el cual ha permitido identificar el rol del Estado y su incidencia en la competitividad. Las técnicas utilizadas para la recolección de datos se han basado en entrevistas en profundidad y la observación. Asimismo, se ha recogido información de fuentes secundarias, como las normas legales y artículos periodísticos. A través de los resultados se han identificado las normas que afectan directamente al sector en materia de tributos internos y aduaneros, así como, también, analizado estructuralmente a la industria azucarera, permitiendo identificar la determinación de grupos estratégicos del sector y desarrollar esquemas que permiten ilustrar los datos primarios. En el trabajo, se concluyó que el Estado a través de sus políticas gubernamentales ha influido negativamente en la competitividad del sector azucarero, debido a los subsidios y medidas proteccionistas de carácter permanente, además de evidenciar la falta de articulación y bajo nivel de desarrollo de las variables de la competitividad del sector azucarero.

This article is an inductive argumentation and an empirical-analytical paradigm that evaluates the actual relationship between Gross Domestic Product (GDP) per capita and the Carbon Dioxide (CO2) in the case of Ecuador and to compare it with Latin America and the Caribbean within a period of analysis from 1960 to 2011. It was developed an Augmented Dickey-Fuller unit root (ADF), a Granger Causality Test and a Johansen Cointegration test. It was obtained a VAR model with two variables with a number of 14 lags – VAR2(14) which were tested for which were tested for causality by demonstrating a bidirectionality for Latin America and the Caribbean and a unidirectionality of GDP per capita to CO2 for the Ecuador. Se utilizó la prueba de raíz unitaria Dickey-Fuller Aumentada – DFA, se generó un modelo de vectores autorregresivos – VAR, se realizó la prueba de causalidad de Granger y se desarrolló la prueba de cointegración de Johansen. Se obtuvo un modelo VAR de dos variables con un número de rezagos óptimo de catorce – VAR2(14) para ambos casos a los cuales se les realizaron la prueba de causalidad demostrando una bidireccionalidad para América Latina y el Caribe y una unidireccionalidad por parte del PIB per cápita al CO2 para Ecuador. El presente artículo, de carácter investigativo con razonamiento inductivo y pa-radigma empírico-analítico, evalúa la relación existente entre el producto interno bruto per cápita (PIB per cápita) y el dióxido de carbono (CO2) en los grupos de países de América Latina y el Caribe, que son considerados como economías en desarrollo en un periodo de análisis comprendido entre 1960 y 2011. Se utilizó la prueba de raíz unitaria Dickey-Fuller aumentada (DFA), se generó un modelo de vectores autorregresivos (VAR), se realizó la prueba de causalidad de Granger y se desarrolló la prueba de cointegración de Johansen. Los resultados demues-tran la no estacionariedad de las variables en estudio, se obtuvo un modelo VAR de dos variables con un número de rezagos óptimo de catorce [(VAR2(14)] al cual se le realizó la prueba de causalidad demostrando una bidireccionalidad por parte del PIB per cápita al CO2 y viceversa; dicho resultado fue corroborado esta-bleciendo que las variables se mueven conjuntamente a lo largo del tiempo y las diferencias entre ellas son estables, ya que al menos existe un vector o relación de cointegración.
