In England, unaccompanied child migrants who seek asylum are the responsibility of the local state, who acts as their 'corporate parent'. While these young people are ostensibly supported by children's services in keeping with responsibilities under the Children's Act 1989, in comparison to 'local' children unaccompanied children are disproportionately placed in unregulated, outsourced accommodation. Drawing on data from the Children Caring on the Move research project – including over 180 interviews with unaccompanied young people, frontline workers, accommodation owners and policy makers – I argue that this part of the care system can be understood as a double move of enclosure. First, I argue that claims about the unpredictability of arrivals of unaccompanied children are used as a rationale for the marketisation of children's services, part of an enclosure of what was previously public. Second, I point to the enclosure, and commodification, of unaccompanied children themselves. They not only become a source of profit in this enclosed sector through their statuses as 'child' and 'unaccompanied migrant', but the limited forms of support provided in outsourced and unregulated provision make it more difficult for many to regularise their status before being subject to enforced destitution or deportability as non-citizen adults. The article contributes to efforts to theorise contemporary processes of enclosure in racial capitalism, adds to understandings of the UK's 'asylum market' which to date has focused almost primarily on adult or family migrants, and sheds new light on causalities of care in the UK's marketised and bordered children's services.

The staccato rhythms of experiential time remain obscured in much of the literature on participatory research, where time is treated as a reassuring constant – a backdrop for human activity. This article addresses the discordances between lived temporalities and existing theorisations of participatory methodologies. It takes participatory research with lone child migrants as a particularly rich case to think with, given the proliferation of contradictory and often punitive applications of time these young people encounter in their interactions with migration and welfare regimes. The core argument developed is that unless temporality is given due theoretical and methodological attention, aims of contesting and unsettling inequities through participatory research will have limited success and can wind up reproducing exclusions and oppressions. In response to these critiques, the paper temporalizes participatory research through three reconstructions: working with and against time, de-centring shared time and collectivising the time of participatory research.

Feminism and the Politics of Childhood offers an innovative and critical exploration of perceived commonalities and conflicts between women and children and, more broadly, between various forms of feminism and the politics of childhood. This unique collection of 18 chapters brings into dialogue authors from a range of geographical contexts, social science disciplines, activist organisations, and theoretical perspectives. The wide variety of subjects include refugee camps, care labour, domestic violence and childcare and education. Chapter authors focus on local contexts as well as their global interconnections, and draw on diverse theoretical traditions such as poststructuralism, psychoanalysis, posthumanism, postcolonialism, political economy, and the ethics of care.

Together the contributions offer new ways to conceptualise relations between women and children, and to address injustices faced by both groups.

Free School Meals (FSM) have been the site of renewed contestation and extensive campaigning in the last half-decade. Until recently, children in families with 'no recourse to public funds' because of their immigration status were excluded from accessing FSMs, despite being some of the most destitute in Britain. Through an analysis of campaign materials and interviews with advocates, we consider this dynamic policy terrain in light of the UK's 'hostile environment' and consider lessons for campaigners. By exploring imaginaries of childhood, poverty, and nation shaping FSM policies, we offer a warning that campaigns can end up justifying exclusions at the same time as aiming for more expansive support. How campaigns represent their causes has implications, which, in this case, is often through the exceptionalism and hyper-deservingness of childhood. We argue these representations reduce discussion to technical questions about who is 'deserving', thereby risking shoring up an exclusionary and hostile state.

Processes for assessing the age of young unaccompanied migrants have been roundly critiqued, with new concerns in the UK being raised about the increasing use of 'scientific' approaches. In this article, we suggest that, taking everything into account, analyses do not go far enough, arguing that technical questions of how 'best' to assess age or the new incursion of biometric measurements can obscure the political question of what work age does in hostile border regimes. As a result, the underpinning logics of age assessment – an essentialisation of age, 'race' and borders – are not only left in place but further augmented. We demonstrate, through a careful curation of assessment reports (that operate through the assertion of truth claims about the body, childhood and time) how such reports draw on and reproduce multiple and intersecting racist imaginaries as they are synthesised with developmental logics around childhood. Age, we argue, is being weaponised in the service of post-racial fantasies in liberal democracies, rising ethnonationalism and state retrenchment from social support.

AbstractUK statutory guidance for practitioners suggests that indebtedness is an area where safeguarding red flags should be raised and action taken to minimize the risk of exploitation. Yet, our research shows that unaccompanied migrant children have complex indebted relationships, which can range from extractive to connective. Drawing on interviews with unaccompanied children, we show that these indebted relationships can include financial debt to smugglers, responsibilities to support transnational families, as well as social obligations to peers and others. Their accounts present a nuanced understanding of the taboo nature of indebted relationships, not to be shared with the practitioners in their lives. This is due, in part, to the potential threat of reporting to the Home Office, which might jeopardize their immigration status. In response to this weaponization of social care, we demonstrate how children turn to peer networks of support, creating their own alternative forms of social protection. In so doing, we complicate critiques of adultification, which traditionally highlight the ways that racially minoritized children may be treated as adults—to their detriment. In so doing, we show that because indebtedness is normatively linked to adulthood, unaccompanied children's hopes and fears may be rendered unsayable and therefore unsupportable in social care, all in the name of safeguarding.

In 2012, the 'no recourse to public funds' (NRPF) condition was extended to long-standing migrant families in the UK who had previously achieved rights to residence and welfare through human rights mechanisms. Through close examination of policy, political statements, and media coverage, we make the case that the NRPF extension was – and continues to be – intentionally subjugating and punitive, most aptly understood as a policy of enforced destitution and debt imposed on negatively-racialised post-colonial subjects. In drawing out the implications of our argument, we point to time, destitution, and debt as core technologies of the UK's migration regime, alongside everyday bordering, detention, and deportability. Denying support through NRPF serves to exclude putatively included migrants while normalising conditional approaches to social support. Our article reveals why moral arguments against NRPF based on destitution fail and suggests that challenging welfare bordering requires a more systemic appraisal of policy frames, intentions and effects.

Narratives of 'the future' shape action, and the idea that certain members of society have more of a claim to 'the future' than others has received explicit articulation from academics, political commentators and journalists. Children are often viewed as the embodiment of 'the future', with parents positioned as having unique stakes in 'the future', particularly in comparison to non-parents. Asserting one agent's rights to 'the future' inevitably undercuts another's, and marginalised groups may be held responsible for the state of 'the future' but rendered unable to speak about it. In contrast, we argue that 'the future' is not the private possession of exclusionary subject positions or reductive political imaginaries which reduce the possible to a continuation of capitalist ethno-nations. Instead, we propose to understand futures as a collective intergenerational endeavour involving critical reflection on the present in order to challenge injustices in the present and enact evaluable changes. Doing so requires nothing short of a radical reimagining and remaking of childhood, (non)parenthood and adult–child relations.

In this introductory article for the special issue 'Childhood, Parenting Culture and Adult-Child Relations in Global Perspectives', we provide an overview of our fields of study (childhood studies and parenting culture studies) by placing them in dialogue. We do so as a basis for drawing out themes emerging from the special issue, in order to explore potential synergies and open broader debates. We begin by tracing moves towards more relational approaches in the social sciences indicating their epistemological and methodological implications. Relational thinking provides a basis for countering antagonistic positionings of children and adults, allowing for circulations of childhood and parenting cultures to be interrogated in relation to new and enduring forms of inequity and changing state-family-capital relations. We suggest that this complicates existing conceptualisations of neoliberalisation while drawing attention to the need for further interrogation of the transnational nature of adult-child relations.

This article interrogates childhood politics through a case study of voluntary sector responses to benefit sanctions in the UK. This article explores the absent 'voices' of children in this resistance and considers, in contrast, the possibilities of engaging with children's perspectives in political endeavours. We argue for the importance of moving away from both simple platitudes about listening to 'the voice of the child' and the political retreatism that results from a sole focus on the impossibilities of representation. Whilst aware of inevitable power relations between children and adults, we suggest 'solidarity' as an animating concept, emphasising attention to the processes whereby people are differently impoverished.
