This study investigates the institutional conditions explaining the cross-national variation of activation policies' outcomes in the Netherlands, Germany, and Italy between the mid-1990's and 2009. Revoking existing benefits for diffused and uncertain advantages, these policies faced harsh opposition from the coalitions (labour and capital organizations) interested in keeping the costs of early exit externalized for their members (older workers and their employers). In this study the central research question is: to what extent has the effectiveness of activation policies been affected by the organizational articulation of the externalization coalitions? The articulation of these coalitions is framed according to the affinities coupling protection, production and partnership institutions. From an actor-centered perspective, the EWL re-conversion is depicted as a sequential game. Under irresistible environmental pressure, the state first interact with social partners to retrench welfare incentives and then to encourage HRM strategies to retain older workers. The higher is the organizational articulation of labour and capital, the more interactions tend to be framed in social governance modes that, discouraging opportunistic actions, convey the EWL reconversion from the strategy of the state into the companies' HRM. In these cooperative modes social partners are thus expected to not hinder but to support the adoption of retrenchment and retaining policies. Being the articulation the highest in the Netherlands, lower in Germany and the lowest in Italy, the effectiveness of activation policies is expected to follow the same pattern. This hypothesis is tested using Event History Analysis on data drawn from the third wave of the SHARE in a two-stage research design estimating the effectiveness of retrenchment and retaining policies. The main findings show that social partners mediated the EWL re-conversion, promoting the effectiveness of activation in the Netherlands and hindering it among their members more in Italy than in Germany.
"Accounting is the process of identifying, measuring and communicating economic information to permit informed judgments and decisions by users of the information". Riportando la definizione di Accounting data da American Accounting Association nel 1966 si evince come le funzioni demandate alla contabilità siano quelle di misurare e informare sull'andamento economico aziendale al fine di rendere edotti e consapevoli nei loro giudizi gli utilizzatori di tali informazioni. Il documento attraverso cui si realizza questo processo informativo è il Bilancio di Esercizio che rappresenta il canale principale preposto all'ottenimento degli scopi citati. Il primo stadio di soddisfazione di un fabbisogno informativo, risiede banalmente nella comprensione del significato associato al messaggio che inviamo e/o riceviamo sia che si tratti di un linguaggio numerico che letterale. Questa semplice considerazione può essere riportata, su scala internazionale, come la base di partenza della necessità avvertita da parte degli studiosi di economia aziendale di studiare le differenze contabili esistenti in campo internazionale e le problematiche connesse alla possibilità e opportunità di perseguire l'armonizzazione delle prassi ragionieristiche. Detto ciò però, la domanda sorge spontanea, ovvero - Quale è stata la causa scatenante la necessità di studiare le diversità esistenti tra le varie prassi e norme contabili ed, ancor più, perché si ricercano possibilità e opportunità nella realizzazione di un comune linguaggio contabile?-. Intuitivamente la riposta è molto semplice, ovvero lo sviluppo delle economie mondiali, dei loro mercati finanziari, la creazione e la crescita di gruppi di imprese multinazionali hanno sì consentito di superare le barriere geografiche ma di per sé non hanno, ovviamente, realizzato un'uniformità di linguaggio nel campo delle discipline economico aziendali, anzi hanno semmai sviluppato e reso manifesto un crescente bisogno di comparabilità dei dati economico-finanziari delle imprese. Questi elementi possono essere indicati come le cause che hanno condotto a partire dagli anni Sessanta allo sviluppo dell'International Accounting (o Ragioneria Internazionale) come disciplina autonoma. Nel corso degli anni gli studiosi in International Accounting si sono impegnati nello studio delle differenze contabili esistenti tra Paese e Paese, nel raccogliere elementi di comunanza utili alla comprensione di diversi linguaggi contabili. Tali attività hanno svolto un ruolo cruciale nel processo avviato da istituzioni nazionali e internazionali volto a rendere maggiormente intelligibili i bilanci delle aziende su scala mondiale. La difficoltà nell'interpretazione di linguaggi contabili diversi a livello internazionale è "drammaticamente" avvertita verso le economie in forte sviluppo ove i tempi accelerati del percorso di crescita affiancato magari da una cultura contabile differente e/o scarsa rendono difficoltoso l'ingresso ad imprese che vogliono lanciarsi nella sfida dell'internazionalizzazione e/o in generale l'ingresso di capitali stranieri interessati ad investire risorse nel Paese. Anche la Cina, cui il presente lavoro è dedicato, nel momento in cui ha intrapreso il suo percorso di trasformazione da Paese a economia pianificata a quello ad economia socialista di mercato ha avvertito fortemente la necessità di internazionalizzare il proprio sistema contabile per attrarre investimenti esteri. Per queste aspirazioni, il governo cinese ha intrapreso un percorso, concretizzatosi in una serie di riforme, che, visto il fine ultimo di espandere la propria economia, ha operato nell'ottica di uniformare il linguaggio contabile cinese a quello degli altri Paesi maggiormente industrializzati. Tale sforzo è stato compiuto nell'arco di circa un ventennio a partire dalla fine dell'epoca maoista. A livello contabile le riforme più salienti sono state avviate a partire dal 1992 anno in cui sono stati introdotti i primi ASBE (Accounting Standards for Business Enterprises), e si sono concluse nel 2006-2007 quando è stata realizzata, e soprattutto riconosciuta da parte dello IASB, la sostanziale convergenza dei principi cinesi con i principi contabili internazionali IAS/IFRS. Correlatamente a questa riforma è venuto meno l'obbligo per le imprese cinesi emittenti azioni acquistabili da investitori stranieri (B shares) di redigere il proprio bilancio secondo i principi IFRS (cosa ancora possibile le società quotate ad Hong Kong). Quindi, l'emanazione degli Accounting Standards for Business Enterprises (ASBE) rappresenta la chiave di volta per la pratica contabile in Cina, rappresentando da un punto di vista contabile, il ponte di collegamento al mondo occidentale. Le radici della storia contabile cinese sono fortemente radicate nell'antichità, infatti le prime applicazioni della pratica contabile risalgono alla Dinastia Zhou Occidentale (1100–771 AC). Nonostante queste antichissime origini lo sviluppo dell'accounting in Cina è avvenuto molto lentamente nel corso del tempo ed è stato largamente influenzato dall'avvicendarsi degli eventi politici e sociali che hanno caratterizzato la storia di questo Paese. La storia moderna in Cina viene fatta risalire dagli storici alla Guerra dell'Oppio (1840) anche se da un punto di vista contabile la vera fase di modernizzazione si avvia solo a seguito delle politiche atte da Deng Xiaoping a partire dal 1978, anno in cui la Cina avvia il processo di internazionalizzazione della propria economia. Con le riforma connesse alla Open Door Policy si avvia infatti il processo di trasformazione da economia pianificata ad economia socialista di mercato per la Cina a cui seguiranno le sopracitate riforme degli Accounting Standards for Business Enterprises a partire dal 1992. Correlatamente a dette riforme, anche lo studio dell'accounting in Cina e le ricerche di International accounting con oggetto la Cina ne hanno beneficiato, avviando, sotto questo ultimo aspetto, una fase di interesse da parte di studiosi occidentali, cosa impensabile e impraticabile anche solo fino a qualche decennio precedente. La chiusura verso il mondo occidentale, l'arretratezza economica del Paese e lo scarso uso (per non dire assente) della lingua inglese, oltre che una impostazione contabile di base differente rispetto a quella occidentale, hanno fatto sì che la Cina restasse esclusa dai principali studi classificatori di International accounting, in particolare quelli basati su ricerche empiriche (classificazioni di tipo induttivo). Nell'ambito degli studi di International accounting nuovi spunti sono sopraggiunti con l'introduzione da parte di molti Paesi dei principi IFRS. L'utilizzo a livello internazionale di tali standards ha permesso, infatti, di omogeneizzare il linguaggio contabile di società appartenenti a giurisdizioni diverse, superando i localismi derivanti dai principi nazionali e quindi anche le differenze che gli studiosi di International accounting avevano rilevato in precedenza nelle loro classificazioni. Tuttavia, nonostante questo sforzo verso la creazione di un comune linguaggio contabile mondiale, alcune differenze continuano a permanere, come evidenziato da autorevoli studi (Kvall, E., e Nobes, C.W., 2010, 2012; Nobes, C.W., 2006, 2011, 2013; Nobes, C.W., e Stadler, C., 2013). Tali differenze sono state identificate nell'osservazione nelle cosiddette policy options che i principi IFRS demandano al redattore del bilancio. Come riscontrato da questi studi all'interno del comune linguaggio contabile alcune peculiarità continuano ad emergere e le stesse possono essere ricondotte ad una serie di fattori, quali il sistema legale, il grado di sviluppo dei mercati finanziari o ancora aspetti legati alla lingua e a particolari background culturali. Tali differenze (e analogie), anche nell'ambito di questi ultimi studi, riportano all'emersione di due macro-gruppi distinti a cui corrispondono impostazioni contabili differenti. Tali gruppi, già individuati nell'ambito dei primi studi classificatori, sono l'area Anglo-Saxon e l'area Continental-European. Il persistere di differenze nel financial reporting internazionale nonostante l'adozione degli IFRS rappresenta un interessante aspetto in particolare nelle economie in iper-sviluppo per le quali l'adesione ai principi IFRS rappresenta una sorta di "biglietto da visita" per dare maggiore credibilità ai bilanci delle proprie aziende sul piano internazionale. L'analisi delle modalità di applicazione degli IFRS da parte delle aziende di questi paesi consente inoltre una riflessione circa le modalità con cui gli standards sono materialmente applicati, su eventuali effetti nella qualità delle informazioni nonché sulla flessibilità ed apertura verso pratiche contabili nuove. Ciò rappresenta un punto di vista interessante in considerazione del fatto che le economie in iper–sviluppo sono generalmente prive di una forte cultura contabile che devono, tuttavia, necessariamente colmare per poter competere nella sfida dell'internazionalizzazione. Oggetto del presente lavoro è l'illustrazione e l'analisi del percorso di evoluzione contabile compiuto in Cina sino all'armonizzazione con i principi IFRS (Capitoli 2 e 3) e le modalità di applicazione di detti principi in considerazione delle IFRS policy choices, cioè le scelte che i principi IFRS demandano al redattore del bilancio sia in termini di modalità di presentazione dei risultati che di valutazione e misurazione di alcune poste contabili. Attraverso l'analisi di tale scelte è possibile effettuare alcune osservazioni circa il persistere di differenze internazionali nonostante l'applicazione di standards comuni nonché classificare la Cina secondo il modello elaborato da Nobes, C.W., (1998b, 2011) che ha distinto le aree contabili internazionali in due grandi blocchi: Area Anglo-Saxon e l'area Continental European. Tutto il presente lavoro si sviluppa attorno ad un unico filo conduttore che sono l'insieme delle teorie classificatorie sviluppate nell'ambito della disciplina di International Accounting (Capitolo 1) riproposte anche nell'ambito dell'applicazione dei principi IFRS (Capitolo 4) con il sopracitato modello di Nobes (1998b, 2011). L'utilizzo dei principi IFRS in Cina è terminato nel 2006, anno in cui il Ministero delle Finanze cinese (MOF) ha emanato l'ultima riforma dei propri principi contabili nazionali (PRC GAAP), a seguito della quale questi sono stati riconosciuti sostanzialmente convergenti con gli IFRS. Alla luce degli studi classificatori in International accounting, trattati nel primo Capitolo e ripresi come detto nel quarto, l'applicazione degli IFRS in Cina, seppur oggi non più consentita alle imprese quotate ai listini della Mainland China, ha rappresentato un'occasione per analizzare i seguenti aspetti: 1. Applicazione dei principi IFRS in Cina in relazione a 16 IFRS overt option attraverso l'analisi descrittiva dei risultati e attraverso pair-binomial tests con quanto operato da Australia, UK, Germania, Spagna e Francia sulla base delle prescrizioni dei local GAAP cinesi (PRC GAAP) vigenti al tempo (2005/2006); 2. Classificazione della Cina nell'ambito del modello classificatorio internazionale proposto da Nobes (2011) nell'ipotesi di appartenenza al gruppo Continental European attraverso tre tipologie di analisi statistiche multivariate (principal component analysis, multidimensional scaling e cluster analysis); 3. Classificazione della Cina sia nell'ambito di quanto proposto da Nobes (2011) che da un recente studio che ha riguardato anche gli altri paesi BRICS (Lourenco, et al., 2014) e che ha identificato l'emersione di un "Emerging Cluster". Per questo tipo di analisi sono state effettuate le stesse elaborazioni statistiche di cui al punto 2).
The growth of solo self-employed workers in the Netherlands (zzp'ers) has not yet triggered a debate on how to combine their income security and business autonomy. The extent to which the social protection system and interest groups promote zzp'ers to take up collective arrangements mitigating income insecurity due to work incapacity and preventing income insecurity due to poor employability is investigated using the social risk management framework. Correcting economic obstacles and irrational risk perceptions, collective arrangements are found to encourage the take-up of work incapacity insurance and training among zzp'ers.

COST Action's framework for People Friendly Cities in a Data Rich World acknowledges that the city is largely the product of top-down expertise, and a process in which the citizen plays a marginal role. Despite this top-down approach, citizens have had to build personal and collective biographies from the infrastructure of the city. This paper explores how the community of Breiðholt, Reykjavik, is being transformed from a disadvantaged suburb, characterised as a 'ghetto', into a thriving community where citizens play a central role in decision-making. This paper presents the outcomes of a fieldwork experience, undertaken in Breiðholt as part of COST Action's Winter Training School, focused on the drivers behind, actions, and benefits of the Breiðholt Project and the Breiðholt Congress. In making recommendations for the Project and Congress, and other community-based initiatives, this paper encourages the sharing of best practices among different departments of the city, and to better utilise bridge makers (key stakeholders/community leaders) to build trust through face-to-face interactions with citizens. ; Cities have gained increasing attention from government, researchers, and industry. The paper aims at providing an assessment of the Road Safety situation in Italy, by showing aggregated figures and statistics on road accidents and road user's behaviour; by illustrating legislation, policy and institutional capacity, and by highlighting the need for road safety audit and inspections procedures. Finally, the paper drafts possible priorities of intervention at National level.
