Das Innovationsgeschehen in NRW: Eine Analyse der forschungsaktiven Sektoren
Die Wettbewerbsfähigkeit von Unternehmen im Allgemeinen sowie die Forschungs- und Innovationsaktivitäten im Besonderen sind sehr stark durch sektorale und marktspezifische Zusammenhänge bestimmt. Die Unterschiede im Wettbewerbsverhalten und bei Innovationen zwischen Branchen und Märkten stellen daher eines der großen Themengebiete sowohl der industrie- als auch der innovationsökonomischen Literatur dar. Gerade im angloamerikanischen Sprachraum wurde dem branchenspezifischen Zugang zu Fragen der Wettbewerbsfähigkeit eine wichtige Rolle beigemessen. So hat die Sloan-Foundation bereits seit Anfang der neunziger Jahre ein umfangreiches Programm zu Industriestudien finanziert, an dem Wissenschaftler von 26 US- amerikanischen Hochschulen beteiligt sind (www.sloan.org/programs/ IndustryStudies.shtml, Abruf vom 17. Dezember 2007). Einen wichtigen Beitrag leisten auch wirtschaftshistorische Untersuchungen wie die von Chandler zur Elektronik- und zur Chemischen Industrie. Die Analyse von sektorspezifischen Innovationsprozessen wiederum hat, angefangen mit den Arbeiten von Pavitt (1987) zu sektoralen Unterschieden der Produktions- und Innovationsaktivitäten, von Carlsson und Stankiewicz zu Technological Systems und von Breschi und Malerba zu sektoralen Innovationssystemen international wachsende Aufmerksamkeit erfahren. Prägende Gemeinsamkeit solcher sektoralen Systeme sind nicht nur die Entwicklung gemeinsamer Technologien und Innovationsprozesse, sondern gleichermaßen Produktions- und Wertschöpfungssysteme und Wettbewerbsprozesse. Die Europäische Union hat zuletzt das Projekt European Sectoral Systems of Innovation (ESSY) - Innovation, Competitiveness and Growth finanziert, an dem einige der wichtigsten entsprechenden Fortschungsinstitute auf europäischer Ebene beteiligt waren. Der vorliegende Beitrag wurde durch die genannten Arbeiten inspiriert. Er umfasst das überarbeitete sechste Kapitel des Innovationsberichts NRW 2006 im Auftrag des Ministeriums für Innovation, Wissenschaft, Forschung und Technologie des Landes Nordrhein-Westfalen. Im Blickpunkt stehen Wirtschaftsaktivität und Innovationsgeschehen in den vier großen forschungsaktiven Sektoren des Landes, der Chemischen und Pharmazeutischen Industrie, dem Fahrzeugbau, dem Elektrotechnik- und Elektroniksektor sowie dem Maschinenbau. Es wird nach Stärken und Schwächen im Vergleich zu den süddeutschen Bundesländern Bayern und Baden-Württemberg gefragt. Darüber hinaus werden die internationalen FuE-Aktivitäten als Vergleichsmaßstab herangezogen.

Sectoral Innovation Systems, Corporate Strategies, and Competitiveness of the German Economy in a Globalised World
The EU Barcelona target assumes a close causal relationship between corporate R&D, the competitiveness of business firms and the economic performance of industrial countries. Testing this hypothesis, this paper contrasts innovation and production activities in four research-intensive manufacturing sectors (chemicals and pharmaceuticals, motor vehicles, machinery, and electrical engineering). Starting point are observed long-term changes in world- wide value added of the manufacturing sector. The empirical analysis is based on a unique survey of R&D-intensive business firms in Germany and 50 personal interviews in large industrial companies. The results show that there is no simple connection between R&D and competitiveness. Moreover, the likely consequences of promoting R&D differ substantially between industries.

The unused potential of process tracing as evaluation approach: The case of cluster policy evaluation

This article shows that process tracing developed in social science research can be used in evaluations of complex structural and technology policy programmes to overcome deficits in the methodological instruments used to date. Cluster policies are a well-suited example because they are characterized by complex impact patterns like many other current structural and innovation policy programmes. The origin and characteristics of the methodological approach of process tracing are discussed and weaknesses of impact evaluations of cluster programmes highlighted. Subsequently, we look at the potentials of process tracing in impact evaluations of cluster programmes within the framework of mixed-method designs. Our analysis shows that process tracing can enrich the applied methodological repertoire. It allows the evaluators to test the accuracy of the theoretical assumptions underlying the analysed programme and to identify causal mechanisms.
Kairos in Innovation Policy: Theoretical Background and Practical Implications for the Triple Helix

Abstract
A kairos constellation designates a temporarily existing opportunity for a group of actors to take advantage of a coincidence of favourable circumstances in order to realise a shared target. Starting from the observation that kairos constellations are ubiquitous in human individual and social life, the research question of this paper is how the Triple Helix and the wider innovation policy research literature deals with such constellations. The authors develop a conceptual framework for kairos constellations and discuss empirical evidence that kairos constellations have been scrutinized in innovation research literature. Then, the concept is applied to an example from the Triple Helix – based cluster policy. The key message of this paper is that Triple Helix researchers should systematically study kairos constellations because they are a critical force in the evolution of innovations systems as well as business firms, which has not yet been systematically examined.
Der Markt für Recyclingkunststoffe im Umbruch: Veränderung durch Importbeschränkungen nach China und neue EU-Regeln
Seit Anfang des Jahres 2018 hat China den Import von Sekundärkunststoffen rigoros eingeschränkt. Besonders betroffen sind sogenannte Post-Consumer-Kunststoffe, also Abfälle, die durch Konsum entstehen. Was auf den ersten Blick wie eine vernachlässigbare Fußnote der Handelspolitik erscheint, könnte für die europäische Recyclingindustrie zum handfesten Problem werden. China ist ein wichtiger Abnehmer des weltweiten und auch des deutschen Recyclingkunststoffs. Gleichzeitig werden in Deutschland und anderen EULändern neue Regelungen vorbereitet, die die Mengen an potenziell in den Weltmeeren entsorgten Kunststoffabfällen senken und zugleich über Quotenregelungen das Angebot an Recyclingkunststoffen erhöhen sollen. Die vorliegende RWI Position zeigt auf, dass diese Entwicklungen mittel- bis langfristig jedoch kein ernsthaftes Problem darstellen dürften. So könnte etwa das Segment für höherwertige Sekundärkunststoffe durch den Einsatz neuer Trenn- und Recyclingtechnologien einen Teil der Angebotsmengen aufnehmen, indem neue Marktfelder erschlossen werden. Darüber hinaus werden in Deutschland und anderswo neue Recyclingkapazitäten entstehen. Die Politik sollte dafür sorgen, dass Recyclingkreisläufe geschlossen, Anreize zur Abfallvermeidung geschaffen und Mindeststandards für die Umwelt eingehalten werden. ; Since the beginning of 2018, China is regulating its imports of plastic scraps, especially of such ones that stem from consumption. What may sound like a mere footnote of China's trade policies could in fact pose a severe risk to the European recycling industry. China buys huge amounts of European plastic scraps each year. In Germany, roughly one third of all materially utilized plastic went to China and Hong Kong. Coincidentally, a new quota imposed by the European Union will increase plastic scraps supply. Furthermore, new bans on certain plastic products aim at decreasing the amount of plastic scraps disposed in the oceans. This will compound the problem of declining Chinese demand. This RWI Position yet demonstrates: European markets are ready to take on the challenge. The altered Chinese policy is no serious threat to plastic recycling industries in the medium and long run. With respect to the short and medium run, there will be an excess supply. However, not all market segments are affected in the same way which might offset the effects. For instance, the high-quality plastic scraps market could bear the burden of excess supply. At the same time, new buyers are on the rise - both in emerging countries as well as in Germany. Policymakers should aim at closing recycling circles, setting incentives to avoid waste and complying with environmental standards.

Innovationspolitischer Mehrwert durch Vernetzung? Cluster- und Netzwerkförderung als Politikinstrument auf Bundes- und Länderebene
Die Förderung von Clustern und Netzwerken ist zu einem zentralen Instrument der Innovationspolitik der alten wie der neuen Industrieländer geworden. Sie gründet sich auf die Beobachtung, dass technologische Fortschritte in der Wissensgesellschaft zunehmend auf dem Zusammenwirken von Unternehmen und Forschungseinrichtungen beruhen. Der Beitrag untersucht die deutsche, von Bund und Ländern getragene Cluster- und Netzwerkförderung. Etwa 300 staatlich geförderte Cluster- und Netzwerkinitiativen widmen sich derzeit technologischen Fragen. Der Vergleich neuerer Cluster- und Netzwerkinitiativen mit den unter dem Dach der industriellen Gemeinschaftsforschung entstandenen Innovationsnetzwerken fördert bemerkenswerte Gemeinsamkeiten, aber auch Unterschiede zutage. Die vorliegenden Evaluationen stellen den Cluster- und Netzwerkprogrammen zwar überwiegend ein positives Zeugnis aus. Die exakte quantitative Erfassung der Wirkungen solcher Programme stößt aber auf erhebliche methodische Probleme, die insbesondere in dem emergenten Charakter der anzustoßenden Entwicklungen, der Komplexität der Wirkungsmuster und der Langwierigkeit der angestrebten Effekte begründet sind. Forschungsbedarf besteht unter anderem hinsichtlich der räumlichen Dimensionierung der geförderten Netzwerkinitiativen. ; Innovation policies in both old and new industrial countries increasingly promote regional clusters and distributed networks. Public financing of cluster and networks of business firms, research institutions and other organizations is based on the observation that networking plays an increasing role in technological progress. This paper analyses the German cluster and networks programs which receive funding by the Federal Government or the Federal states. About 300 state-sponsored cluster and network initiatives currently address technological topics. The comparison between new cluster and network initiatives and older innovation networks which developed under the umbrella of the Industrial Collaborative Research program shows some remarkable similarities as well as differences. Evaluation studies for these programs mostly show positive results in respect to the economic output of these programs. But there are limits to the quantitative evaluation of the impacts of these programs. These are due to the emergent character of the targeted developments, the complex impact patterns and the considerable time-lags of state financing. The role of the spatial dimension (promoting regional cluster or more regionally distributed networks) for the efficiency of state promotion is still open to scientific debate.

Kooperationen zwischen Wissenschaft und Wirtschaft: Mechanismen und Hemmnisse beim Erkenntnis- und Technologietransfer
Der Erkenntnis- und Technologietransfer aus der Wissenschaft (Hochschulen und Forschungseinrichtungen) in die Wirtschaft ist eine der zentralen Quellen für Innovationen. Dessen Bedeutung ist angesichts der großen Wissenschaftsnähe der neuen Hightech-Felder wie Künstliche Intelligenz oder Biotechnologie noch einmal deutlich gestiegen. Im Rahmen der Studie wird vor diesem Hintergrund der Stand der Literatur zum Erkenntnis- und Technologietransfer im Rahmen von Kooperationen aus Wissenschaft und Wirtschaft kritisch beleuchtet. Dafür wurde ein Untersuchungsraster entwickelt, um den Stand der Literatur zu untersuchen. Zentrale Themen sind die theoretische Fundierung des Forschungsfelds, Formen der Kooperationen, Erwartungen der beteiligten Akteure, Transferhemmnisse, politische Maßnahmen zur Förderung des Erkenntnis- und Technologietransfers und deren Wirksamkeit, die Übertragung von Erfahrungen aus dem Ausland und bestehende Forschungslücken. Die Ergebnisse zeigen, dass das Forschungsfeld sehr vielgestaltig ist. In den vergangenen Jahrzehnten wurde eine Vielzahl von Ergebnissen erzielt, gleichzeitig verbleibt aber noch eine Fülle offener Forschungsfragen, beispielsweise in Bezug auf langfristige Wirkungen von Fördermaßnahmen.

Why are there so few hard facts about the impact of cluster policies in Germany? A critical review of evaluation studies

AbstractBased on empirical findings on the effects of cluster policies in Germany, this paper scrutinises the available knowledge on cluster policies impact. There is a growing body of insights on direct effects of policy measures on cluster actors, cluster organisations and innovation networks of the promoted clusters. For some industries such as biotechnology, there are indications that cluster policies had a substantial influence on the formation of new firms and emerging sectoral structures. While the available information seems to support the hypothesis that cluster policies can provide positive impulses for the development of clusters, the actual knowledge on far-reaching impacts of cluster policies on economic structures and processes is still rather limited. The paper asks for the reasons of this knowledge gap between expectations placed in cluster policies and the available evidence on their impact. We identify five reasons: (i) problems in addressing the systemic nature of cluster policy interventions and their effects, (ii) deficiencies regarding the methodologies used, (iii) a lacking informational basis, (iv) practical contexts (e.g., a lack of interest of policy makers) leading to deficiencies in incentive mechanisms and (v) the limited transferability of evaluation results to other cluster policy contexts. For future evaluations, we propose among others the use of system-related approaches to impact analyses based on mixed-method designs as well as comparative case studies based on new methods like process tracing. In order to improve the incentives for evaluators, an increasing awareness of policy makers about the relevance of evaluation studies would be important.

Call Me if You Can – An Experimental Investigation of Information Sharing in Knowledge Networks
In the public promotion of R&D cluster and network formation, the following situation typically arises: An initial network structure has developed over a long time span and policy measures affect the structure of links between the actors. This new network structure influences the effectiveness of the information flow in a way that is not clear from the beginning. As analyzing the effects of a change in the network structure is difficult in the field, this paper uses a laboratory experiment to analyze how information is distributed in four different network structures. Networks are modeled as five-actor groups. Every individual represents a node and possesses some private information. The experimental results suggest that the different network structures do indeed influence the way information is exchanged. Both too many possible links (causing a coordination problem) and too few possible links (introducing bottlenecks) are harmful. The participants in all network structures learn over time and achieve a faster exchange of information in the later rounds. These results suggest that when influencing communication structures, one has to be careful to balance the positive and negative effects of adding more communication possibilities. ; Die folgende Situation ist typisch für die öffentliche Förderung von Forschungscluster- und Netzwerkorganisationen: Der Austausch von Informationen zwischen den Akteuren (Unternehmen und Forschungseinrichtungen) ist eine zentrale Funktion dieser Netzwerke. Eine anfängliche Netzwerkstruktur ist über einen langen Zeitraum entstanden und Politikmaßnahmen beeinflussen die Struktur der Verbindungen zwischen den Akteuren. Der Einfluss dieser neuen Netzwerkstruktur auf die Effektivität des Informationsflusses ist unklar. Da es schwierig ist, einen solchen Einfluss der Änderung der Netzwerkstruktur im Feld zu beobachten, wird im vorliegenden Papier ein Laborexperiment benutzt, um die Informationsausbreitung in vier verschiedenen Netzwerkstrukturen zu untersuchen. Netzwerke werden als Gruppen mit je fünf Akteuren modelliert, wobei jeder Teilnehmer einen Knoten darstellt und private Information besitzt. Die experimentellen Resultate zeigen, dass die Netzwerkstruktur tatsächlich den Informationsaustausch beeinflusst. Sowohl zu viele mögliche Verbindungen (durch Verursachen eines Koordinationsproblems) und zu wenige mögliche Verbindungen (durch Verursachen von Engpässen) erschweren den Informationsfluss. Die Teilnehmer in allen Netzwerkstrukturen lernen mit der Zeit und erreichen einen schnelleren Informationsaustausch in späteren Runden. Diese Resultate deuten darauf hin, dass man bei der Beeinflussung von Kommunikationsstrukturen die positiven und negativen Effekte des Hinzufügens von Kommunikationsmöglichkeiten gegeneinander abwägen muss.
