This paper presents a micro data approach to the identification of credit crunches. Using a survey among German firms which regularly queries the firms' assessment of the current willingness of banks to extend credit we estimate the probability of a restrictive credit supply policy by time taking into account the creditworthiness of borrowers. Creditworthiness is approximated by firm-specific factors, e.g. the firms' assessment of their current business situation and their business expectations. After controlling for the banks' refinancing costs, which are also likely to affect the supply of loans, we derive a credit crunch indicator, which measures that part of the shift in the willingness to lend that is neither explained by firm-specific factors nor by refinancing costs.

Ein wichtiger Erklärungsfaktor für die Entwicklung der Arbeitslosenquote sind die Institutionen des Arbeitsmarktes. Diese Arbeit zeigt empirische Ergebnisse für verschiedene Paneldaten-Modelle. Gegenüber der bisherigen Literatur unterscheidet sich der Ansatz durch drei Aspekte: 1) Wir verwenden nicht die tatsächliche Arbeitslosenquote oder Mehrjahresdurchschnitte, sondern ihre Trendkomponente. 2) Wir verwenden einen langen Schätzzeitraum von 1960 bis 2000, was gewährleistet, dass genügend Variation der Institutionen innerhalb der einzelnen Länder vorliegt. 3) Wir lassen Variationen der Parameter der Institutionen zwischen den Ländern zu. Wir analysieren die Determinanten der Zuschauernachfrage in der Fußballbundesliga in den Saisonen 2001/02 bis 2004/05, d.h. für insgesamt 1224 Spiele. Dafür spezifizieren wir ein ökonometrisches Modell, das die begrenzte Kapazität der Stadien und Heteroskedastizität berücksichtigt. Es stellt sich heraus, dass alle fünf von Borland und Macdonald (2003) herausgearbeiteten Faktoren in spezifischen Ausprägungen für die deutsche Bundesliga relevant sind. Bei diesen Faktoren handelt es sich um die Präferenzen der Zuschauer, ökonomische Faktoren in Form von Opportunitätskosten, die qualitativen Bedingungen am Spielort und Spieltag, die Unsicherheit über den Ausgang der Meisterschaft und die Größe des Stadions in Form einer Kapazitätsbeschränkung. Banks have always played an ambivalent role in financial markets. On the one hand, they provide essential services for the market; on the other hand, problems in the banking sector can send shock waves through the entire economy. Given this prominent role, it is not surprising that Pereira and Rua (2018) found that the health of the banking sector exerts an influence on stock returns in the US. Understanding the relationship between banks and their impact on the asset prices of non-financials is essential to evaluate the risk emanating from an unhealthy banking sector and should be considered in new regulatory requirements. The aim of this study is to determine if the health of European banks is of such importance for the European stock market so that spillover effects are visible. Our results show that none of our banking-health variables have explanatory power on the cross-section of European stock returns. These findings contrast those for the US. The reasons may be manifold, from an unimportant liquidity provisioning channel over reduced room for actions due to regulatory requirements up to a moral hazard situation in Europe, where investors strongly rely on the governmental bailouts of distressed banks.

Im Rahmen der Vorlesung "Volkswirtschaftslehre und -politik" hat die Fakultät Betriebswirtschaft der OTH Amberg-Weiden ein Projekt gestartet, um die Wirkungen einer neuen Lernplattform auf das Studienergebnis zu untersuchen. In Verbindung mit der Implementierung der Lernplattform erfolgte auch eine Anpassung des Veranstaltungskonzeptes, wobei jedoch grundlegende Elemente wie Inhalte und die Gestaltung der Klausur konstant gehalten wurden. Der wesentliche konzeptionelle Unterschied zur traditionellen Veranstaltungsform besteht darin, dass die Studierenden die Inhalte zunächst in Eigenregie erlernen und einüben. Erst danach findet jeweils die Präsenzveranstaltung statt. Ausgangspunkt für die Veränderung war insbesondere das Ziel, die Studienergebnisse der Veranstaltung zu verbessern. Dahinter stehen Idee und Hoffnung, dass sich die Studierenden regelmäßig mit der Materie auseinandersetzen und diese besser verstehen, wenn sie sich die Inhalte zunächst selbst aneignen und dabei ihrem individuellen Lernrhythmus nachgehen können. Unterstützt werden soll dieser Prozess durch zahlreiche Übungsmöglichkeiten. Folgender Bericht geht dabei näher auf das Projekt ein und stellt daraus resultierende Evaluationsergebnisse vor. ; The Bavarian Business School at OTH Amberg-Weiden started a project within the lecture "Economics and Economic Policy" to examine the effects of a new learning management system on the study results. Along with the implementation of the learning management system an adjustment of the lecture concept has been incorporated as well, even though basic elements like content and layout of the exam have not been changed. The essential conceptual difference towards the traditional form of lecture is that the students initially learn and practice the contents autonomously. After that the relevant lecture takes place. The main reason for the change was to improve the study results of the lecture. The intention is that the students will continuously deal with the topic and improve their understanding of it when they first acquire it. Therefore, students will be able to accomplish their own learning rhythm. This process shall be supported by the numerous practice possibilities. The following report will respond to the project more closely and will depict the outcoming evaluation results.

Fiscal positions of African countries have improved significantly during the past decade. Higher economic growth, better terms of trade, improved donor support notably through debt relief and better control of expenditure contributed to this improvement. But at the same time government revenue and expenditure have become more volatile. The paper explores behaviour of government spending during business cycles. It finds that spending has on average been since 1980 broadly a-cyclical thus neither significantly aggravated nor mitigated cyclical fluctuations. But when comparing the two sub-periods before and after 2000 we find that before 2000 spending was on average (moderately) procyclical. While from 1980 to 2000 in almost two thirds of the 46 countries, which we examined, spending was procyclical this share declined to less than 40 percent after 2000 and in the majority of countries spending was a-cyclical or countercyclical. As more countries escaped from procyclicality Africa's resilience against external shocks improved. This also helped to better cope with the Great Recession of 2009.
