As Australia became a nation in 1901, no-one anticipated that 'Aboriginal affairs' would become an on-going national preoccupation. Not 'dying out' as predicted, Aboriginal numbers recovered and - along with Torres Strait Islanders - they became an articulate presence, aggrieved at colonial authority's interventions into family life and continuing dispossession. Indigenous and Other Australians since 1901 narrates their recovery - not only in numbers but in cultural confidence and critical self-awareness. Pointing to Indigenous leaders, it also reassesses the contribution of government and mission 'protection' policies and the revised definitions of 'Aboriginal'. Timothy Rowse explains why Australia has conceded a large Indigenous Land and Sea Estate since the 1960s, and argues that the crisis in 'self-determination' since 2000 has been fuelled by Indigenous critique of the selves that they have become. As Indigenous people put themselves at the centre of arguments about their future, this book could not be more timely.

The colonial practice of rationing goods to Aboriginal people has been neglected in the study of Australian frontiers. This book argues that much of the colonial experience in Central Australia can be understood by seeing rationing as a fundamental, though flexible, instrument of colonial government. Rationing was the material basis for a variety of colonial ventures: scientific, evangelical, pastoral and the post-war program of 'assimilation'. Combining history and anthropology in a cultural study of rationing, this book develops a new narrative of the colonisation of Central Australia. Two arguments underpin this story: that the colonists were puzzled by the motives of the Indigenous recipients; and that they were highly inventive in the meanings and moral foundations they ascribed to the rationing relationship. This study goes to the heart of contemporary reflections on the nature of Indigenous 'citizenship'

The statistical table is one expression of the settler colonial capacity and willingness to enumerate colonized "peoples" as "populations." By examining four tables—from 1763, 1828, 1848, and 1850—in Canada, New Zealand, and Australia this paper illustrates the emergence of this powerful technique of representation during the same a period in which European states were developing their capacity to represent the social in statistical terms. In the colonial context, the rise of the notion of a "population" whose characteristics could be averaged contributed to the specifically administrative eclipse of native sovereignty, paralleling the jural/political demise of native sovereignty.

Accounts of liberalism as an ideology of European imperialism have argued that when liberals discovered that colonized people were, in various ways, intractable, they questioned and then abandoned the postulated universal human capacity for improvement; the racial and cultural determinants of native "backwardness" seemed stronger than any universal susceptibility to the civilizing projects of liberal imperialism. While the intellectual trajectory of some canonical liberals illustrates this decline in liberal universalism, some colonized intellectuals—while acknowledging distinctions of race and people-hood—adhered to the universalist optimism of liberalism. In pursuit of a global history of liberalism, this essay examines writings by Peter Jones, Charles Eastman, Zitkala-Sa, Apirana Ngata and William Cooper to illustrate a robust indigenous universalism. Drawing on the intellectual heritage of Christianity and universal (or "stadial") philosophy of history, these intellectuals affirmed emphatically that their people were demonstrating the capacities to be subjects of liberal civilization.

Aboriginal self-determination is a praiseworthy objective of government policy, but do we know how to implement this? Remote possibilities discusses this question by bringing together two traditions of work relevant to political development in northern and central Australia: anthropological studies of Aborigines' 'political' culture and behaviour and recent public policy debates about the enhancement of local government and essential services for Aboriginal people in the north and centre. Dr. Rowse suggests that there persists an 'Aboriginal domain' which fits awkwardly into the recently elaborated policies and administrative structures of 'welfare colonialism'. He warns that those concerned to 'rationalise' the administration of remote Aboriginal Australia need to develop their sensitivity to this domain and its effects lest they undermine the cultural basis of self-determination.

In The Use of Official Statistics in Sociology (1973), Barry Hindess distinguished between two critical approaches to official statistics: technical and theoretical. In this article I will elucidate Barry's distinction and then apply it to a recent body of research by social scientists at the Centre for Aboriginal Economic Research. In Making Sense of the Census (2002) and Agency, Contingency and the Census Process (2007), the CAEPR authors give a critical account of the enumeration of remote-living Indigenous Australians. I will offer a reading of these two publications that is faithful to Barry's distinction between "technical" and "theoretical" critique.
